During the War of Resistance Against Japan, Mr. Luo led the team with Mr. Lin in the 115 Division. In 1939, he moved to Shandong and joined forces with General Chen Guang to command many medium-sized battles. While attacking the Japanese and puppet troops, he expanded the scope of the base area and mobilized the people of the entire land of Qilu to fight against Japan. During the War of Liberation, he became the political commissar of Higashino. After the founding of the People's Liberation Army, he became the director of the General Affairs Department of the People's Liberation Army.
