As one of the eight major rivers in Fujian Province, Mulan Creek originates from the Daiyun Mountains in Fujian, extends 105 kilometers eastward and flows into the sea, feeding Putian land, and is a well-deserved mother river in the minds of Putian people.
However, once upon a time, the "water disaster" of Mulan Creek lasted for nearly a thousand years, and the people's fear of talking about "stream" was changed and they were extremely miserable. It was not until 1999 that Comrade Xi Jinping, then deputy secretary of the Fujian Provincial Party Committee and governor of , left a loud saying when inspecting the disaster: "It's time to consider completely curing the flood in Mulan River!" The construction of the Mulan River project started. Comrade Xi Jinping conducted a preliminary investigation and visited the site for no more than ten times. He participated in voluntary labor, used shovels of soil and fell one by one, and personally planned and controlled the flood in Mulan River, turning it into harm to benefit the people.
Mulan Creek governance is closely related to the construction of the Putian Detachment of the Armed Police and the growth of officers and soldiers. A group of officers and soldiers witnessed and participated in the Mulan Creek governance, and enjoyed the results of Mulan Creek governance. For the officers and soldiers stationed on the banks of Mulan Creek, they practiced the spirit of Mulan Creek governance with practical actions.
