[Opening] : The Communist Party of China Shangnan County Committee has held 19 party members' congresses and 19 elections, and has gone through the 19 county party committee. The first congress of the Communist Party of China Shangnan County was held on September 26, 1952, and the 19th congress of the Communist Party of China Shangnan County was held on September 28, 2021. All party members' congresses have elected a new county party secretary and a member of the county party committee. This is the "backbone" of the people of the county. Every time the party convene is a major event in the political life of the people in the county. The historical baton of the Communist Party of China in Shangnan is passed down from generation to generation in this way. The correct leadership of the Party is a strong political guarantee for promoting the orderly development of Shangnan’s economic and social sciences, and is a "backer" to ensure the improvement of Shangnan people’s happiness index and create a better future. September 26 this year is exactly the 70th anniversary of the birth of the First Congress of the Communist Party of China Shangnan County. In order to welcome the upcoming 20th National Congress of the Communist Party of China, we will look at the footprints of history, explore the original mission, look back on the glorious journey, and have a strong public opinion atmosphere. After the founding of New China, the Shangnan County Committee of the Communist Party of China, under the leadership of the provincial and prefectural committees, led the people of the county to carry out democratic political reforms and national economic recovery and development, and achieved victory in suppressing bandits and counter-hegemony, reducing rent and interest rates, and suppressing counter-revolutionary movements. It successfully carried out political movements such as party rectification and building, land reform, resisting U.S. aggression and aiding Korea, "Three Antis" and "Five Antis". The party organizations at all levels in the county continued to develop and grow, the party's ties with the people became closer, the party's work experience became richer and more mature, the party's cohesion, appeal and combat effectiveness were continuously enhanced, and the grassroots people's regime was further consolidated. Under such a good situation, in accordance with the unified deployment of the superior party committee, the Shangnan County Committee of the Communist Party of China decided to convene the first party member congress of the Communist Party of China (hereinafter referred to as the Communist Party of China) Shangnan County .

From September 26 to 28, 1952, the first party members' congress of the Communist Party of China Shangnan County was held in the county town. There were 46 formal party members and 5 representatives attending the meeting, representing 730 party members from 59 party branches in the county. On behalf of the county party committee, Dong Gong, secretary of the county party committee, gave a work report entitled "Summary and Inspection of the Work in Shangnan in the past four years and future opinions", Comrade Yuwen Rang gave a "Report on Party Regulation and Party Building", Comrade Tan Daopeng gave a "Report on Welcoming Socialist Construction", Comrade Li Zhicai gave a "Report on Propaganda Work", Comrade Wang Jincai gave a "Report on Suppressing Counter-Revolution and Criminating Reactionary Concerts", and 6 Party representatives, 1 attending representative and 1 special guest spoke at the conference.

Conference summarized the work achievements and experience of the four years since the establishment of the Communist Party of China's Party Committee in May 1948, and pointed out the shortcomings and mistakes in the work. The conference believed that under the leadership of the Communist Party of China, the people of the whole county have achieved comprehensive liberation through bloody battles, successfully completed the movements of land reform, clearing bandits and anti-hegemony, and carried out movements such as rectification and rectification of the party, democratic establishment of the government, "three antis" and "five antis", mutual assistance and cooperation, and land determination and production. The people's regime has been further consolidated and the economy has been rapidly restored and developed; the party's organizational construction and ideological construction have achieved certain achievements, the party's combat effectiveness has been improved to a certain extent, and the party's collective leadership has been strengthened. The conference pointed out that the work achievements of the Communist Party of China in the past four years of the establishment of the Nan County Committee have been remarkable, but at the same time, there are some problems, especially in the specific work, we have not fully trusted the masses, relied on the masses, and followed the mass line. There is a bureaucratic style, which has affected the progress of work and damaged the relationship between the Party and the masses.The conference carefully analyzed the new situation and new problems that emerged in rural areas of the county, put forward planning goals and measures for the development of mutual assistance and cooperation, and put forward specific requirements for the work in winter and 1953: First, we must vigorously develop agricultural production, mobilize the people of the county to fight against all natural disasters, strengthen seedling fields management, carry out fertilizer accumulation activities, build farmland water conservancy, make preparations for flood prevention and drought relief, and ensure a bumper harvest in the coming year; we must further mobilize the masses and carry out afforestation activities.

2 We must carry out ideological mobilization work in depth, develop mutual assistance and cooperative organizations, determine work plans, propose goals and tasks, and strive to organize 75% of the county's total labor force by the end of 1953.

3 We must solve the problems left over from land reform, do a good job in land inspection and production determination, determine land rights, and issue land certificate .

4 We must rely closely on the masses and do a good job in building democratic government in rural areas.

5 We must continue to carry out the "three anti-" movement among cadres, improve the political awareness of cadres, and eliminate the remnants of bourgeois ideological in cadres.

6 We must strengthen ideological education for party members and educate party members to establish a correct world outlook, outlook on life, and values; strengthen the work of the party branch, improve the party organization and various systems, and make the party branch form a unified leadership. Branch meetings and branch committees are held once a month, and democratic life review seminars are held once a week; Party members report their work to the party group leader every 10 days, and Party group leader reports their work to the branch committee every 10 days; criticism and self-criticism should be carried out frequently within the party.

7 We must strengthen publicity work and expand the publicity network. On the basis of 779 publicity members, we must add another 300 publicity members, strive to develop 40 publicity members in county-level agencies and 15 to 20 publicity members in each township; establish a newspaper reading group to achieve first reading, two lectures and three discussions, and combine reading newspaper reading with production, and reading newspaper reading with culture.

8 We must strengthen cultural and artistic education, give full play to the propaganda and agitating role of amateur opera troupes, advocate new small plays, and perform less old plays; advocate yangko dance , do not sing vulgar songs, inherit excellent folk traditional culture, and insist on changing customs; strengthen ideological transformation of teachers, improve teachers' political awareness and living benefits; promote quick literacy methods to improve the cultural level of workers and peasants.

9 We must generally carry out the patriotic health campaign to educate the masses to develop good hygiene habits.

10 We must strengthen material exchanges and prosper urban and rural economies. The

Congress fully promoted democracy and elected the first committee of the Communist Party of China Shangnan County, elected seven members of the county party committee, and elected Gao Mingyue, Yuwen Rang, Wang Jincai, Wang Fengzhang, Zhao Zizhu and Li Zhicai as members of the county party committee, and elected Gao Mingyue, Yuwen Rang, Tan Daopeng, Wang Jincai and Wang Fengzhang as members of the county party committee. Comrade Gao Mingyue was elected as secretary of the first committee of the Communist Party of China Shangnan County, and Comrade Yuwen Rang was elected as deputy secretary; 10 people were elected as party representatives of the Communist Party of China Shangluo Prefectural Committee and attended the party congress of the Communist Party of China Shangluo Prefectural Committee.

This conference is the first party congress held by the Shangnan County Committee of the Communist Party of China since the founding of New China. It provides organizational guarantees for strengthening party building, leading the people of the county to successfully complete land reform, develop agricultural production, and promote party organizations at all levels to carry out the "Three Antis" and "Five Antis" movement, marking the official birth of the Shangnan County Party Congress of the Communist Party of China, which has far-reaching historical significance.
