In Xinjiang, Shengshicai relied on guns, cannons and soldiers and was the "orthodox" personally conferred by Chiang Kai-shek, so he made a lot of money and murdered innocent people, which became a nightmare for the locals. After the Central Plains War, Yan Xishan was called the "King of Shanxi" and Bai Chongxi was called the "King of Yunnan". Therefore, Shengshicai also followed the trend with art and proclaimed himself "King of Xinjiang".
But in fact, Sheng Shicai is just a clown who cannot be on the table. He relies on the speculative mentality of flattery and flattery to mingle among all forces.
Whoever has a strong power will be a vassal of the Shengshicai. For example, the Soviets who occupied Xinjiang for a period of time are strong, so Shengshicai was a vassal of the Soviets. Later, Chiang Kai-shek was strong, so Shengshicai went to pay Chiang Kai-shek back.
Later, in order to regain the support of the Soviet Union, Sheng Shicai disguised himself as a progressive person and began to ally with Russia and the Communist Party to support farmers and workers, and invited Communists to come to Xinjiang to govern people's livelihood with him.
So, in February 1938, our party sent a large number of cadres to Xinjiang to help Sheng Shicai manage Xinjiang, including Mao Zemin, who was known as the "High Steward of the Red Army" and comrades such as Chen Tanqiu and Lin Jilu.

However, after 1942, in order to mobilize troops to support the Western Front battlefield, the Soviet Union withdrew its troops stationed in Tibet. Shengshicai suddenly became "uncontrollable". At this time, just after returning from studying in the Soviet Union, Liu Huping, who was passing through Tibet, was arrested, and Mao Zemin, Chen Tanqiu, Lin Jilu and others were also arrested.

In just one or two days, Liu Huping's Xinjiang Public Security Department has been built in Dihua and can work normally. The first major case after Liu Huping took office was to investigate the murderer of the death of the martyrs and find the remains of the martyrs.
Liu Huping decided to start with the files that were destroyed before the time of Sheng Shicai's hastily escape to see if there was any gain.
However, Liu Huping and his officers read the file files for several days. Apart from knowing that Dihua's suburbs, there is a wasteland called Liudaowan , and is a mass grave that Sheng Shicai often slaughtered and buried people after being buried, there is no other clue.

He ordered his men to follow the list of interrogators listed in the interrogation records to find the Kuomintang spies left in the city and had been arrested. Based on intuition, Liu Huping felt that at least one of these people must have killed someone in the prosperous era.
But what disappointed Liu Huping was that due to the long time, the spies under Sheng Shicai had already changed a lot, and none of these people had interrogated the Communist Mao Zemin under Sheng Shicai.
But it was not completely rewarding. A spy told me that he had met Sheng Shicai's killer leader Zhang Sixin in Wuwei area of Gansu.
This is the clue! Liu Huping was very excited. He immediately ordered someone to take the military and police cadres to find someone to Wuwei .

Liu Huping began to interrogate Zhang Sixin. Zhang Sixin was no longer the mighty killer under Sheng Shicai back then. Now he is like a fool. Liu Huping only scared him a few words, and he just poured beans into pieces, and he finished all the information he knew in one go.
On September 27, 1942, in order to flatter Chiang Kai-shek at the evening, Sheng Shicai's spy killers Li Yingqi and Fu Baolian used thick wooden sticks and ropes to kill Mao Zemin, Chen Tanqiu and Lin Jilu. The three martyrs died miserably because Sheng Shicai's methods were too cruel.
The final "final" work was done by Zhang Sixin, a person who was just a low-level person at that time.
He said, "People buried in Liudaowan graves to cover the ground. Mao Zemin first buried it, then Chen Tanqiu, and then Linjilu."
But after saying this, Zhang Sixin added another sentence, saying, "Later, Chiang Kai-shek's spies didn't believe it, and insisted that I dig up the grave again to take pictures. I had no choice, so I opened the grave again..."
Hearing this sentence, thinking about the scene where the three martyrs Mao Zemin were in peace after their death and were dug up the graves and took pictures, Liu Huping and his subordinates were already angry.
On a hillside near Liudaowan Cemetery, Zhang Sixin pointed to three graves side by side and said that it was the graves of Mao Zemin and the other two.

Toward the graves of the three martyrs Mao Zemin, Liu Huping and his soldiers lined up, saluted the martyrs, and swore that they must find out the real murderer and give the martyrs an explanation.
Later, prisoners such as Li Yingqi, Fu Baolian , who had tortured, murdered and killed three martyrs including Mao Zemin, were taken back to Xinjiang as executioners who killed martyrs.
Liu Huping, in the name of the Xinjiang Provincial Public Security Department, issued an announcement and issued an announcement: A person who has been persecuted by Li and Fu Bids will come to the Public Security Department to appeal.
From the issuance of this announcement, a complaint conference began. Every day, many people came to the Public Security Bureau to tell the government about the various harming things that Sheng Shicai and his subordinates had done to the people on this land in those years.
The masses demanded that these two executioners who harmed the people be executed with their own hands.
This request made Liu Huping, the director of the Public Security Bureau, very embarrassed.
It’s not that he can’t feel the hatred of the people of Xinjiang who were persecuted by Li and Fu, but as the saying goes, the families have family rules and state laws. Now that the New China has been established, various legal orders have been gradually repaired and promulgated. It can no longer be used to use lynching as in the past, and the victims will personally deal with the perpetrators.
But Liu Huping has his own way, which is to march to public, which can not only eliminate the anger of the people, but also make everyone punish these two murderers.
Liu Huping asked someone to put Li and Fu on a truck and marched all the way through the city, allowing the people to vent their anger caused by decades of enslaving by Shengshicai.
