From April 2 to May 14, 1947, the Jichareliao Branch of the Communist Party of China held its first party representative meeting in Linxi County.

In the evening four days later, I arrived at Chaihulanzi Village in Chixi County. There are only more than 30 households in the village, and the delegation decided to camp in Chaihulanzi. Considering that the village is small and the difficulty of concentrated camping is greater, it is decided to live in Chaihulanzi Village with 72 people including the delegation, staff and guards. More than 70 people from the cavalry company live in Caifengyingzi Village, 5 miles away, and are responsible for guarding the enemy of Chifeng in the east.
At dawn on May 21, a group of gangsters with about a thousand people appeared in Chaihulanzi Village. At that time, it was still dark and the sentry could not distinguish the enemy from us, because the delegation always thought it was southwest. It has been recovered, so he thought it was his own, so he took the initiative to ask questions.

Li Zhongquan thinks that those coming from the southwest will not be enemies,So he asked: "Which part of you are you, don't get me wrong! We are the Eighth Route Army, and the meeting is held in Jidong."
At this time, the other party replied: "You are the Eighth Route Army and we are the Ninth Route Army."
A fierce encounter has begun.
After the battle started, the dominant enemy army controlled the commanding heights of the back mountain and the main roads of each village. Under the cover of machine guns and mortars , more than 300 enemies took turns to attack the guarded courtyard, and the coming was extremely fierce. Since only a few guards in the delegation carried long guns, and the rest were pistols, and there were few grenades, there was a huge gap between the strength of the enemy and ourselves. Li Zhongquan was expecting the cavalry company to come quickly for reinforcements, but he waited and waited for no one. He sent guards to look for him twice. After returning, he said that no one from the cavalry company was seen in Caifeng Village.
Li Zhongquan, who was seriously injured, had tenacious vitality and still ran desperately with everyone. He ran to Caifeng Village in one breath and asked the fellow about the whereabouts of the cavalry company. Only then did they know that after they heard the gunshot, The instructor in charge of commanding the cavalry company was greedy for life and fear of death, and even used the excuse of "the enemy is not clear, it is not easy to act" to evade the delegation's life and death.
The remnants rushed to the southeast mountain beam and continued to run east. They found cavalry troops appearing on the mountain beam about 10 miles ahead. They looked like their own from the military uniform. Li Zhongquan was saved.
Li Zhongquan was sent to the Rezhong Military Division Hospital to recuperate, and found that the bullet entering from his left shoulder penetrated the tip of the left lung lobe, only one millimeter away from the aorta. It was indeed a line of life and death.
The Chaihulanzi encounter, which lasted more than 3 hours, killed 9 enemies. The delegation sacrificed 22 people. Among them, Su Linyan, Wang Pingming, Hu Liguang, Wang Keru, and Ji Guang were all division-level cadres. They were all old revolutionaries in the Red Army period.In the beacon and smoke of the long-term revolutionary war, he was born to death and repeatedly made military exploits.
The sacrifice of 5 division-level cadres at one time was the only one in the War of Liberation and the largest incident in the history of Jicha Reliao.

The instructor of the cavalry company Wang Huqing and the company commander who had escaped from the escort mission were later shot to death.
