The 13th Regiment of the Frontier Defense of the Provincial Military Region was ordered by the Kunming Military Region to move the estuary from Pingbian. The troops are deployed on the 176-kilometer border line from the dam to Dananxi. Except for some companies that have dilapidated barracks left in the 1960s, most of the troops live in temporary shelters, steel-framed houses, shacks, and cats. In the pierced ears (some companies borrow residential houses), the regiment and some directly affiliated teams live in the oil felt house built by the Highway Engineering Bureau.

Since the troops they belong to are basically transferred from the interior to the border defense, they are not adapted to the climate and environment of the subtropical mountains and jungles. The climatic and environmental conditions in the estuary area are very harsh. For a while, it is sunny and there is no place to hide from the sun; for a while, there is heavy rain pouring like a soup chicken. In addition to the sun and rain during the day, there are mosquito bites at night. After being bitten by mosquitoes, some cadres and soldiers could not take care of them, and their whole bodies festered. In particular, rotten crotch and rotten feet have made many commanders and fighters miserable, seriously affecting the military's combat readiness and duty, and having a great impact on the military's ideological and political work. This was also a common phenomenon on the front line of Yunnan border defense at that time.

Faced with the dilemma of no barracks, no roads, no warehouses, no water and electricity, it has become an urgent and important task for leaders at all levels to solve the housing problem of the troops as soon as possible.

According to the requirements of the Military Commission and the General Logistics Department, from Kunming Military Region, Yunnan Provincial Military Region, Mengzi Army Division to each border regiment, a border defense combat readiness barracks engineering office has been established. It requires three years to fundamentally solve the border defense forces. Housing problems.

The construction work of the whole regiment’s 3-year combat readiness barracks is divided into two phases:

Phase 1, from early 1980 to May 1980.

At the beginning of 1980, our regiment established the combat readiness barracks engineering construction office, the full name of the 13th regiment of the frontier defense of the Yunnan Provincial Military Region, the combat readiness barracks engineering construction office, externally known as the 35548 troop combat readiness barracks engineering construction office, referred to as "campaign construction office."

During this period, the construction work of the whole regiment was organized and implemented by the Logistics Department. The main task was to first solve the problem of temporary housing for the troops. The method of construction is to use the regiment's guarantee materials (mainly linoleum, iron wire, nails, nails, and some steel frames), and the battalions, companies, platoons, and shifts to solve their own temporary housing by themselves.

After nearly 3 months of hard work (in addition to the efforts of all units before the establishment of the Construction Office), the camps and companies have basically solved their own temporary housing. At the same time, various units adopted different methods to simply solve the problems of draft and lighting.

According to the deployment situation, the Communist Youth League Party Committee requires the acquisition of land for the construction of housing units in each battalion, as well as the land required for outposts and shifts as soon as possible. The Logistics Department must cooperate with the relevant departments of the headquarters in accordance with the requirements of the Youth League Party Committee to complete the acquisition work as soon as possible. .

The land acquisition work required by the army has received strong support from the Hekou County Party Committee, County Government, Hekou Farm and its branches. The local government stated that the troops should be drawn wherever they are needed, and as many as they need. Thanks to the active coordination of the Communist Youth League’s party committee and the support of the local government, the task of acquiring land in all defense areas of the regiment was completed within a short period of time. More than 1,950 acres of land were acquired and various procedures were improved.

So far, the immediate difficulties of the troops have been solved, but the combat and living conditions of the troops are still very difficult overall.

In May 1980, according to the division of labor of the Communist Youth League Party Committee, the deputy head of the regiment Luo Yili was in charge of logistics, focusing on the construction of the regiment’s combat readiness barracks. In order to strengthen the organization and leadership of the construction of the barracks, in August of the same year, the Communist Youth League Party Committee decided that the deputy political commissar Yang Xuezhi went to the construction office to strengthen the leadership of the construction office.

Deputy commander Luo and deputy political commissar Yang are old partners. When fighting back in self-defense against Vietnam, they served as the commander and instructor of the 1st battalion of our regiment. The whole battalion was brave and tenacious, with outstanding combat achievements. One company was named "Hero Company" by the Central Military Commission, and Li Chengwen, deputy squad leader of the 3rd company and 4th squad, was named "Dong Cunrui-style combat hero" by the Central Military Commission. They teamed up again, and they worked very well together.

Marked by Luo Yili's deputy commander in place, the whole regiment has established and improved the frontier combat readiness and construction office from top to bottom. The regiment building office is directly led by the regiment party committee and consists of personnel transferred from the entire regiment. At the same time, the entire regiment’s construction work has changed the way that each battalion company is fighting each other. The regiment’s construction office will conduct unified investigations, research and survey planning, and follow the principle of “first line first, second line, company first, then organization”; “when one point is mature, one point is built” The principle of comprehensive promotion in an orderly and tense manner.


2. Organizational construction of our regiment's construction office


After the deputy head of the delegation and deputy political commissar Yang were in place, they quickly entered the work situation. They went to the grassroots level to understand the situation, investigate and research, analyze the difficulties and problems in the construction of the barracks, survey and plan the barracks to be built, seek the opinions of officers and soldiers, and provide a detailed design basis for the design department.

At the same time, according to the needs of the task, he proposed to the Communist Youth League Party Committee the suggestion of mobilizing cadres and soldiers and strengthening the construction office of equipment, and reported relevant plans at the Youth League Party Committee special meeting, which received strong support from the Youth League Party Committee.

As a result, more than 20 cadres, more than 50 fighters, more than 30 carts, and 1 formed company (1 battalion and 2 companies) were deployed throughout the regiment, and the 13th frontier defense barracks were formally expanded and expanded. 3. The arduous construction process


Our regiment is deployed on the front line of the river mouth. The regiment organ carries 7 direct-affiliated teams, 4 infantry battalions, 1 artillery battalion, a total of 28 companies, 23 There are two outposts (platoons) distributed in 64 highly dispersed duty points. There are gunshots every day in the border areas, battles occur every month, and there are enemy situations at any time. The tasks of combat and combat readiness are arduous and arduous. Many companies and most of the outposts (platoons) have no electricity or running water, and their basic lives depend on people carrying horses on their backs.

According to the actual situation, the Communist Youth League Party Committee held meetings to study the construction of barracks. On the premise of adhering to the principle of "first line first, then second line, company first, then agency"; "one point is mature, then one point is built", and all units of the army are required to combine actual conditions, adapt measures to local conditions, and do the "three supplies and one leveling" if conditions permit. Access, water and electricity, and the required construction site is leveled). As long as the basic conditions are ripe for a certain point, we should step up to build this point.

Our group gives full play to the advantages of all parties and fully advances its work: First, rely on the strong guarantee of superiors. The higher-level organs allocate more than 3 million yuan of special funds to our regiment every year. We plan strictly and carefully calculate to ensure that it is efficiently used for the construction of military barracks.

The second is to rely on the strong support of local governments. Both the Hekou County Government and Hekou Farm gave our delegation strong support regardless of whether it was land acquisition or construction material guarantee. We use this to educate the cadres and soldiers, thank the people for their backing role, speed up the pace, and build a new home.

The third is to rely on the hard work and cooperation of the whole group of commanders and fighters. Many companies organized cadres and soldiers to invest in labor, transport materials, and did a lot of work within their ability. Cadres and soldiers "take the frontier as their home, take hardship as their pride", "love the frontier, take root, build and defend the frontier," and vigorously promote the construction of the whole regiment.

Fourth is to rely on the organization, construction and office of this united and hard-working team.During the construction of the combat readiness barracks, from the leadership to the staff of the construction office, there are no holidays or Sundays. They work overtime at construction sites during the day and at night. All the staff of the Construction Office have indeed worked hard for the construction of our group's barracks.

Barracks construction is a technical task, and it does not depend on spirit and hard work. At that time, no one in the construction office knew about construction, let alone design and other technologies. In order to solve the problem of lack of technical personnel, the delegation asked the Hekou County Government for help, and the Hekou County Government immediately agreed to solve the problem as soon as possible. Under the arrangement of the Hekou County Government, our group hired two technicians, Liao Jinan and Chen Heling, from the Hekou County Construction Company to solve the problem of lack of technical personnel at that time and ensure the quality of the project.

Construction work has tight time and heavy tasks, and the construction team is very important. At that time, at the beginning of reform and opening up, there were not too many affluent rural laborers going out to work. Anyone who can take a few people out and get in touch with the project can be the boss. Our group has a large amount of construction and construction. As long as the construction team comes to contact, they can basically find a relatively suitable arrangement. If the other party brings more people, arrange to build a house; if there are fewer people and insufficient skilled workers, arrange some ancillary projects. Therefore, in the three-year frontier defense barracks construction of our regiment, more than 30 construction teams from 6 provinces and cities across the country (with a small project as a construction team) and more than 3,000 construction teams participated in the construction. The head of the regiment in charge of construction also went to some qualified engineering companies to invite the other party to participate in the construction of our regiment, but due to the poor weather and construction conditions of the estuary, almost none of them were willing. Among them, the qualified Honghe Prefecture Gejiu City Construction and Installation Engineering Company was responsible for the construction of the office building and auditorium of the regiment. After completing these two projects, it withdrew.

The troops are hard, and the construction team is even harder. They lived in the thatched houses (shacks) they built. Many positions had no water, electricity, or roads. The construction materials were all carried to the construction site by the construction team. They have made contributions and sacrifices to army building. During the three-year border defense barracks construction of our regiment, 3 people were killed and 7 injured in the construction team, and they sacrificed their blood.

After 3 years of hard work, the whole group has completed the construction of about 150,000 square meters of houses, more than 170 kilometers of roads, more than 210 kilometers of wires, more than 380 kilometers of water pipes, and planting more than 300,000 trees in the camp area. The total investment is more than 30 million yuan. . All personnel and equipment of the regiment live in barracks and warehouses on time. Roads, electric poles and water pipes lead to the positions. Soldiers eat supplies from cars, drink sweet tap water, and read books under bright lights. Study; the camp has flowers in spring, shade in summer, fruits in autumn, and green in winter. The fighters train and perform duties vigorously and vigorously.

During the three-year construction of frontier defense combat readiness barracks, the regiment’s construction office has fulfilled the organization’s heavy trust and the expectations of the entire regiment’s commanders and fighters. It has successfully completed the tasks assigned by the regiment’s party committee, and has made due contributions to improving the combat effectiveness of the troops and promoting ideological stability.
