Highlight the dominant position of railways in bulk cargo transportation, vigorously improve the railway transportation capacity, significantly improve the comprehensive utilization efficiency of heavy-duty railways such as Haoji and Wari, accelerate the development of open-top box transportation, and promote the "road to railway" and "dispersion conversion" of bulk materials such as coal and ore. In 2021, the railway coal transmission volume was 1.95 billion tons, and increased by 8.3% year-on-year. Accelerate the improvement of the inland water transport network and promote the construction of port collection and distribution railways, adhere to the "one port, one policy, one enterprise, one policy", accurately formulate transportation structure adjustment plans, and vigorously promote the development of direct river and sea transportation and river and sea intermodal transport. Recently, a number of major projects such as the Pinglu Canal in Guangxi have started construction, and the potential for water transportation has been continuously released. Optimize the development environment of the freight market, and relevant departments work together to carry out overload and over-limit management of road freight operation industry, vigorously promote the normalization and institutionalization of joint law enforcement of highway over-limit control, strictly implement highway entrance weighing, and severely crack down on overload and over-limit cargo vehicles, grabbing goods at low prices, irregular competition and breach of trust. As of the end of 2021, the average over-limit over-limit rate of highway trucks across the country will continue to be controlled below 0.5%. At the end of the city, vigorously promote the development of urban green freight distribution, accelerate the promotion of new energy vehicles in urban logistics, actively develop advanced models such as joint distribution and centralized distribution, and promote the main line to be railways and water transportation. The proportion of railway freight volume in the whole society increased from 7.8% in 2017 to 9.2% in 2021; the water freight volume increased by 23.4% compared with 2017; the collection and distribution of bulk cargo at coastal ports decreased by more than 400 million tons compared with in 2017, and the coal collection ports of 17 major ports including Bohai and the Yangtze River Delta region were all converted to railway and water transport; in 2021, the port completed a container-rail-water transport volume of 7.54 million TEUs, doubled compared with 2017.
