The energy efficiency indicators of the benchmark enterprises for energy efficiency "leader" should be better than the advanced value of the industry's energy consumption limit standard, and are not inferior to the benchmark value of the first batch of provincial key energy consumption industries in 2022 5%.

01 Selected
comprehensively considers the comprehensive energy consumption, technical process level and energy saving potential of the enterprise unit product, as well as the construction and operation of the enterprise energy consumption online monitoring system, energy management system , etc., and selects the energy efficiency "leader" benchmark enterprise in key energy consumption industries and main products (processes) such as metallurgy (including steel, stainless steel, electric furnace steel , nonferrous smelting, etc.), building materials (including cement, ceramics, glass, etc.), petrochemical, pulp and paper, textile chemical fiber, food, etc.
02 Basic requirements
Enterprises applying for the "leader" benchmark for energy efficiency should meet the following requirements:
(I) Registered in Fujian Province, with independent legal person qualifications and an annual comprehensive energy consumption of 5,000 tons of standard coal (equivalent value) and above;
(II) Comply with the national, industry and local related energy-saving policies and standards;
(I) Not in the past three years Major safety and environmental accidents occurred, no illegal acts, and were not included in the list of abnormal business operations of enterprises or seriously illegal and dishonest enterprises;
(IV) The energy efficiency indicators in the selection year reached the industry benchmark level or advanced value of national standards (previous standards);
(V) The equipment or processes of backward electromechanical products that are expressly prohibited by the state and eliminated;
(V) Establish an energy management system and pass the evaluation or certification of the competent department.
(VII) Establish an online energy consumption monitoring system and report energy consumption data on time.
03 Selection program
(I) application. In accordance with the principle of voluntary participation, enterprises in relevant industries may submit basic information forms (Appendix 2), enterprise energy efficiency analysis report (Appendix 3), etc. to the industry and information department of their prefecture-level cities (including Pingtan Comprehensive Experimental Zone , the same below), including paper versions (A4 paper binding and stamped with official seal, in triplicate) and electronic versions (blacked with CD).
(II) preliminary review. The industrial and information technology departments of all prefecture-level cities conduct preliminary review of the application materials submitted by enterprises in accordance with basic requirements, strictly select the best companies to recommend them, and submit the application reports and recommendation opinions to the Provincial Department of Industry and Information Technology.
(III) selection. The Provincial Department of Industry and Information Technology commissioned the Provincial Energy Conservation Center to conduct qualification review of enterprise application materials, initially select the recommended list of energy efficiency "leaders" and submit the recommendation list and opinions to the Provincial Department of Industry and Information Technology.
(IV) Review. The Provincial Department of Industry and Information Technology will review the recommendation list and opinions of the Provincial Energy Conservation Center and determine the public announcement list.
(V) Public announcement. The Provincial Department of Industry and Information Technology publicized the list of annual energy efficiency "leaders" and its unit product energy efficiency indicators.
(VI) Release. The Provincial Department of Industry and Information Technology released the annual list of "leaders" for energy efficiency.
