According to the agreement, Ballard Power Systems will establish a China headquarters, membrane electrode manufacturing factory and R&D center in Jiading, Shanghai, and plans to invest about US$130 million (approximately RMB 925 million) in the next three years.

According to reports, the project is expected to be put into production in 2025. After reaching full production, the annual output of membrane electrodes in the Ballard Jiading factory can reach 13 million pieces, which is equivalent to providing membrane electrodes for about 20,000 modules each year. At the same time, the factory can assemble 600 modules per year in the future to support the production and sales of Ballard modules in the Chinese rail, ship, non-road and fixed equipment markets.

Balard was founded in Canada in 1979 and is a world leader in the development and promotion of proton exchange membrane (PEM) fuel cell . The company's main business is to design, develop, manufacture, and sell fuel cells, and provide maintenance and authorized operations. Its core business includes the production of thin-film electrode groups, integration and testing of fuel cell stacks, assembly and testing of power modules.
