On September 27, the Propaganda Department of Henan Provincial Party Committee held a series of press conferences on the theme of "Henan's Ten Years" Xuchang special session. A reporter from Dahe Daily Yu Video learned that in recent years, based on the advantages of manufacturing and private economy, Xuchang City has seized the major opportunities of the country to promote the "Belt and Road" and vigorously implemented the open-driven strategy. With strategic consulting company formed by Mr. Rudolph Schalping, former Minister of the German Ministry of Defense, as a link, creatively established a cooperation mechanism with Germany, and achieved effective connection between "Xuchang speed" and "German quality". Xuchang has become a member city of the Sino-German Industrial City Alliance and has been approved as the only Sino-German (Xuchang) small and medium-sized enterprise cooperation zone in the province.
Liu Tao, deputy secretary of the Xuchang Municipal Committee of the Communist Party of China and mayor of the Municipal People's Government, introduced that since 2016, more than 80 well-known German enterprises and institutions have visited Xuchang one after another; Xuchang's economic and trade delegation went to Germany for more than 10 large-scale exchanges, and more than 150 enterprises participated in it. The cooperation and exchanges cover multiple fields such as direct investment, technology research and development, equipment introduction, vocational education, healthy elderly care, and co-construction of parks. A total of 139 cooperation project agreements with Germany have been signed, including 70 projects implemented, and the number of signed projects and landed projects ranked first in the province. Sino-Germany cooperation has become a bright business card for Xuchang's opening up to the outside world.
At present, Xuchang has initially built a pattern of all-round opening up and has been rated as an advanced provincial municipality in the province's opening up to the outside world. In expanding opening up to the outside world, three tasks have been focused on.
First, take the initiative to go out and open up the market. Focusing on "opening the world map to find the market", we will set up special funds for enterprises to "go global" with a total amount of 1 billion yuan, and encourage and support enterprises to go abroad and be open and win-win in terms of overseas investment, foreign contracting projects, overseas inspections, etc. In the past ten years, the cumulative import and export volume was 138.91 billion yuan, with an average annual growth of 11%, of which 120.98 billion yuan and 17.93 billion yuan were exported, achieving a trade surplus of 103.05 billion yuan. The total import and export volume has remained second in the province, and the total export volume has remained second in the province all year round; there are 600 foreign trade enterprises, with an average annual growth of 4.6%, and products have been exported to 130 countries and regions. For example, more than 20 companies including Xuchang Rebecca Group and Wanli Group have invested in countries along the "Belt and Road" and set up 40 overseas enterprises (representative offices), with the total amount of foreign investment in China reaching US$300 million.
The second is to introduce it accurately and strengthen cooperation. Based on the three Kingdoms Cultural Week, Jun Porcelain Culture Festival, , Pharmaceutical Fair, Flower Expo , Health Summit and other large festivals and events, we keep pace with the times and innovate and open investment promotion methods. Focusing on leading enterprises such as Xuji , advantageous industries such as power equipment, circular economy industrial parks and other characteristic parks, we dynamically improve the key industrial chain map and investment roadmap, and promote new models such as industrial chain investment and business investment promotion, attracting a large number of well-known domestic and foreign companies such as Swiss Thunder, Germany European Green Protection, France Saint-Gobain, China Aviation Industry Group, and Zhejiang Zhende Medical Group to invest and do business in our city. For example, the first German-owned project in our city, with a total investment of US$50 million in the province, took only 220 days from visits and inspections, formal signing, and then to start construction. The project has been completed and put into production, with an estimated annual output value of 800 million yuan. From January to August this year, the city organized a total of 119 batches of investment promotion teams, negotiated 229 projects, and introduced 34.31 billion yuan of funds from outside the province.
The third is to build a large platform and facilitate services. Make good use of the two domestic and international markets and two resources, vigorously promote the construction of open platforms such as market procurement trade method, comprehensive bonded zones, bonded logistics centers (type B), cross-border e-commerce, actively serve foreign trade enterprises, and strive to build an inland open highland. At present, the comprehensive bonded zone is under application; our city has become the only national-level market procurement trade pilot in the province. It was officially launched in April last year, with exports of 2 billion yuan that year and exports of 2.16 billion yuan from January to August this year; the bonded logistics center was closed for operation in October last year, with 166 companies entering the market, with a total import and export of over 1 billion yuan, ranking second in the province and 23rd in the country; the number of cross-border e-commerce operating enterprises exceeded 2,000, and the transaction volume from January to August this year was US$1.68 billion, ranking second in the province in the total volume.
