NBD: Yangpu International is mainly responsible for the investment promotion of Yangpu Port. What are the conditions for enterprises to settle in Yangpu Port? Which industries are encouraged?
Wuchuan: We welcome all kinds of outstanding enterprises to develop in Yangpu Port, but they must also meet the corresponding conditions. The first is to comply with the industrial development plan of Yangpu Port. From the perspective of the free trade port, it is mainly modern service industry, tourism and high-tech industries. From the perspective of Yangpu Port, there are four positionings, one is to build an international container hub for the new western land-sea channel, the second is an advanced manufacturing base, the third is a bulk commodity trading distribution base, and the fourth is an international new-type trade innovation demonstration area. We are currently focusing on 4 major industries are positioned to attract investment.
Of course, for Yangpu Port, we also pay special attention to environmental issues. It is a very important indicator that Yangpu is building an ecological environment demonstration area to meet environmental protection requirements.In addition, compliance with customs supervision is also a key indicator for inspection.
NBD: Yangpu is positioned as a pilot area and a demonstration area for the construction of the Hainan Free Trade Port. During the construction of the Free Trade Port, how motivated are foreign investors to invest in Yangpu? In terms of optimizing the business environment, where do you think efforts should be made?
Wuchuan: Since its establishment on May 8 last year, Yangpu International has contacted more than 1,300 enterprises, including many foreign-funded enterprises. In terms of project implementation, Yangpu International has introduced a total of 17 foreign-funded projects, with a total contracted foreign investment of US$537 million and an actual receipt of US$216 million. After the global epidemic is stabilized, Yangpu International will also go out and actively promote the formation of Yangpu International's overseas investment promotion ecosystem.
We insist on being the "second shop" of the enterprise. From the perspective of investment promotion, we must start from the following aspects: first, to build an enterprise operation and service ecosystem; second, to strengthen team building and optimize the investment promotion team. NBD: How do you view Yangpu's future industrial positioning and development trend?
Wuchuan: The overall development goal of Yangpu in the future is to do "three articles" well. The first is to focus on the construction of an international shipping center in the new western land-sea corridor, to build Yangpu into a “Belt and Road” node area, and to do a good job in the “channel” article; the second is to emphasize the integrated development of ports, industries and cities, and give full play to the role of industries in the economy and society. NBD: What new plans does Yangpu International have in attracting investment in the future?
Wuchuan: On the basis of the existing investment promotion, Yangpu International has led the planning of three industrial cluster parks: China Food Valley, New Materials Industrial Park and Sino-German Industrial Park.
China Food Valley is a high-end food industry business card that Yangpu Economic Development Zone strives to create. In the future, investment promotion will mainly focus on four types of high-end food and health products: special needs, special medical care, licensed products, and specialty products. Establish standardized food research and development and testing services, and make "Made in Yangpu" a model leading domestic high-end healthy food.
In terms of the new material industrial park, the Yangpu petrochemical industry has formed the development fundamentals of the combination of production and storage. Relying on the sound public works supporting facilities and utilizing the incremental resources of the petrochemical industry, Yangpu will further extend the petrochemical industry chain.
In addition, Yangpu has positioned the Sino-German Industrial Park as a breakthrough point for high-quality economic development and growth in the province. Wuchuan: There is a huge demand for talents in the construction of a free trade port. According to the requirements of the Hainan Provincial Party Committee, the whole province is implementing the plan of "Millions of Talents Entering Hainan". There are many steps in attracting high-end talents. planning and initiatives.
On this basis, Yangpu has also formed some institutional arrangements and plans. For example, after foreign talents enter Yangpu, corresponding policies have been configured in terms of housing, car use, medical care, and education.
On the other hand, we make full use of the tax deduction policy to attract talents. The "Overall Plan for the Construction of Hainan Free Trade Port" pointed out that before 2025, high-end talents and in-demand talents working in Hainan Free Trade Port will be exempted from the actual tax burden of personal income tax exceeding 15%. Before 2035, for individuals who have lived in Hainan Free Trade Port for a total of 183 days in a tax year, their comprehensive income and business income derived from the Hainan Free Trade Port will be subject to three levels of excess: 3%, 10%, and 15%. Individual income tax is levied at progressive rates.
