On December 29, jimu News reporter learned from the official website of the Ministry of Education that the Ministry of Education and other 13 departments jointly issued the "Opinions on Standardizing Non-disciplinary Off-Campus Training for Primary and Secondary School Students" to make systematic arrangements for the management of non-disciplinary off-campus training. It is clarified that training institutions are not allowed to collect fees in a one-time manner or in disguised forms such as recharges and sub-cards for a time span of more than 3 months or 60 class hours, and the amount must not exceed 5,000 yuan.

The opinion clearly states that non-disciplinary training content should conform to the physical and mental characteristics and educational rules of the training subjects, and content related to subject-based training is not allowed. The training time must not conflict with the teaching time of local primary and secondary schools. The end time of offline training must not be later than 20:30, and the online training must not be later than 21:00.
Non-disciplinary training institutions must adhere to the public welfare attribute and implement clear pricing and information disclosure. In response to the problems that frequently occurred in the past, such as "running away with money" and "difficulty in refunding fees" of training institutions, the opinions released this time require that training fees be managed by designated banks, special accounts, and special funds. Training fees must not be paid using training loans and methods. also encourages the operation of providing training services first and then charging.
According to the opinions released this time, employees of non-disciplinary training institutions in various places must also have vocational (professional) qualifications in corresponding categories such as sports, culture and art, science and technology, etc. They are not allowed to hire on-the-job teachers in primary and secondary schools (including on-the-job teachers in private primary and secondary schools). The employment of foreign personnel must comply with relevant national regulations.
’s opinion calls for strengthening the role of the main frontier of school education and promoting students’ better learning and return to school. Strengthen the staffing of teachers in in-demand subjects such as music, physical education, and art, and launch comprehensive courses on good music, physical education, and beauty. improves the test content, methods and scoring methods of physical education and art high school entrance examinations, reverses the tendency of one-sided test-oriented education, effectively strengthens process assessment, weakens the selection function, and focuses on the cultivation of students' sports habits and artistic literacy.
and shall not link the results of non-disciplinary off-campus training with the enrollment of universities, middle schools and primary schools . Various localities can appropriately introduce non-disciplinary training institutions to participate in school after-school services based on needs. The principle of public welfare must be adhered to. The fee standards for training projects introduced by should be significantly lower than the fee standards for training institutions providing homogeneous training services outside schools.
In this regard, Zheng Xiaobian, professor at Central China Normal University and director of the BGI New Parent Education Research Institute , believes that children need to develop in an all-round way, and non-disciplinary training and subject-based teaching courses will affect each other. How to leverage strengths and avoid weaknesses and make them actively promote each other requires legislation and institutionalized adjustments to practice. Some training institutions have exaggerated the atmosphere of educational anxiety, aggravated "educational involution", increased the burden on parents and students, greatly affected the implementation of the " double reduction " policy, and is not conducive to the healthy development of education.
Zheng Xiaobian said that primary and secondary schools should establish a long-term and effective co-education system between home, school and society. It is necessary to continuously improve the quality of classroom teaching, actively expand the content of after-school services, and promote parents’ active participation in parent-child interaction through parent schools, and correctly view the role of training. Social management agencies must further continue to standardize off-campus training in order to truly effectively reduce the learning burden of students and the financial burden of parents, and promote fair and balanced development of education. "At the same time, the "Opinions" were jointly formulated by 13 departments. It requires all departments to work together, jointly manage and cooperate closely, and issue specific implementation standards as soon as possible, so as to effectively improve the governance efficiency of non-disciplinary training."
After the opinions were released, many parents expressed their hope that the policy would be implemented as soon as possible after learning the news. "It is often difficult for training institutions to refund fees, and some institutions lack qualifications, especially some non-disciplinary training institutions." Subject-based training institutions deliberately misinterpret the policy of including sports in the high school entrance examination and create anxiety for no reason. Setting clear relevant standards can not only protect the legitimate rights and interests of parents and children, but also improve the overall quality of training institutions. "A fifth-grade parent in Wuhan said that some off-campus training programs have high fees, and the training fees are clearly marked, and the disclosure of training content, duration, charging items, charging standards and other information also makes parents feel more at ease.
The principal of Hankou Primary School said that since the implementation of the "double reduction" policy last year, the education and training market environment has been greatly improved through the effective management of subject-based off-campus training. However, non-disciplinary training institutions are still a mixed bag of good and bad. This "Opinion" strengthens the governance of non-disciplinary training institutions, which is also good news for schools and has strong practical relevance. "Especially recently, the Wuhan Municipal Education Bureau also issued a notice stating that primary and secondary schools can standardize and reasonably introduce third parties to participate in after-school services. The scope of introduction includes non-disciplinary off-campus training institutions. The state and relevant departments have strengthened the supervision and governance of such institutions, which also ensures our follow-up work."
