In accordance with the "Opinions of the General Office of the State Council on Deepening the Collaboration of Medicine and Education to Further Promote the Reform and Development of Medical Education" (issued by the State Council [201 7〕No. 63) relevant regulations stipulate that graduates with a bachelor's degree or above who have passed the standardized resident training training and work in primary medical and health institutions (restricted to county-level medical and health institutions in difficult and remote areas such as Xinjiang, Tibet and Tibetan areas in the four provinces) can directly take the intermediate professional title examination.
3. According to the "Notice of the Central Leading Group for Epidemic Response on the Comprehensive Implementation of Several Measures to Further Protect and Care for Medical Workers" (Guofa Dian [2020] No. 5) and the "General Office of the Ministry of Human Resources and Social Security" on the prevention and control of the new coronavirus epidemic for front-line professional and technical personnel According to the relevant requirements of the "Notice on Professional Title Work" (Human Resources and Social Security Department [2020] No. 23), front-line medical personnel participating in the prevention and control of the new coronavirus epidemic, on the basis of meeting the corresponding registration conditions, can apply for the health professional technical qualification examination one year in advance if they are promoted to a higher professional title; for those who have made outstanding contributions and received commendations and awards at or above the provincial or ministerial level, those who are promoted to a higher professional title can directly apply to participate in the examination. The scope of frontline medical personnel participating in the prevention and control of the new coronavirus epidemic is in accordance with the provisions of the "Notice of the State Council's Joint Prevention and Control Mechanism in Response to the New Coronavirus Infection Pneumonia Epidemic on Focusing on the Frontline and Implementing Measures to Protect, Care and Care for Medical Workers" (Guofa Dianping [2020] No. 10). In principle, the above-mentioned persons who enjoy early declaration will only enjoy one policy discount.
4. Physicians and nurses working in township health centers and community health service institutions can take the examinations for the intermediate technical qualifications in health professions general medicine , general medicine (TCM) and community nursing professional categories one year in advance.
5. For applicants in 2023, their academic qualifications or degree acquisition dates and years of working experience in this major shall be as of December 31, 2022. Persons who need to apply for the professional category of their current position due to changes in their job positions must have worked in the professional category of their current position for at least 2 years. The provisions regarding professional academic qualifications or degrees in the registration conditions refer to formal college graduation qualifications or degrees recognized by the national education and health administrative departments. When calculating the length of service, those engaged in medical or nursing and other professional activities shall be counted from the time of registration; those who obtain professional titles such as nurses, pharmacists or technicians shall be counted from the time of obtaining the corresponding qualifications.

Starting from 2024, occupational medicine will be merged into the major of internal medicine, tuberculosis will be merged into the major of infectious diseases, occupational health will be merged into public health major , family planning will be merged into obstetrics and gynecology and urology major respectively according to professional content; traditional Chinese medicine nursing will be merged into nursing major, and at the same time, the content of traditional Chinese medicine will be added to all nursing professional examinations accordingly. The professional categories of Traditional Chinese Medicine Nursing (junior division, intermediate level, professional codes are 204, 374 respectively), tuberculosis, occupational diseases, family planning, and occupational health (intermediate level, professional codes are 311, 314, 360, 363 respectively) will be removed from the catalog. Applicants for corresponding majors should make registration plans in advance. For majors such as health management and integrated traditional Chinese and Western medicine that are not included in the catalog, local human resources, social security, and health departments will continue to adopt methods such as reviews or self-organized examinations to confirm their qualifications for junior and intermediate professional and technical positions based on the actual conditions of the region.

Those who apply for the professional codes 301 to 365 and 392 in the "Professional Catalog of Health Professional Technical Qualification Examination" should have the corresponding professional practicing physician qualification, and submit the corresponding professional practicing physician qualification certificate when registering; those who apply for majors with professional codes 203, 204 and 368-374 should have nurse practicing qualifications and submit nurse practicing certificate when registering.
8. The results of relevant professional subjects of the Health Professional Technical Qualification Examination are subject to a rolling management method of two years as a cycle. If you pass the examination of 4 subjects of the same major in two consecutive examination years, you can obtain the professional qualification certificate . The passing scores of each subject between different majors (including major and sub-majors) shall not be combined and calculated as the same major. Those who have participated in the health professional technical qualification part of the professional examination must ensure that their certificate numbers are consistent when registering for the remaining subject examinations within the specified time limit. In 2023, apply for traditional Chinese medicine nursing (junior division, intermediate level, professional codes are 204, 374 respectively), tuberculosis, occupational diseases, family planning, and occupational health (intermediate level, professional codes are 311, 314, 360, 363 respectively) ) Professional category personnel who have passed some subjects will retain the subject scores passed in 2023 for rolling management when applying for relevant majors within their scope of practice in 2024. Examination management agencies at all levels shall uniformly use the "Health Professional and Technical Qualification Examination Management System" to confirm and review candidates' qualifications. All localities must follow the "Measures for Application and Issuance of Residence Permits for Hong Kong, Macao and Taiwan Residents" (Guobanfa [2018] No. 81) and the "Organization Department of the Central Committee of the Communist Party of China and the Ministry of Human Resources and Social Security" The Notice of the Ministry of Public Security and 25 other departments on the issuance of measures for foreigners to enjoy relevant benefits for permanent residence in China (Ministry of Human Resources and Social Security [2012] No. 53) requires residents of Hong Kong, Macau, and Taiwan and foreigners holding China's " Foreigner Permanent Residence Certificate " to participate in the health professional technical qualification examination.

According to the "Notice on Matters Concerning the Implementation of Relative Fixed Qualification Standards for 33 Vocational Qualification Examinations for Professional and Technical Personnel" issued by the Ministry of Human Resources and Social Security, the qualification standard for each subject of the Health Professional Technical Qualification Examination is 60 points. In order to ensure coordination and balance in the recruitment of health professional and technical positions in various regions, the health departments of each province, autonomous region, and municipality directly under the Central Government may, in conjunction with the human resources and social security departments, determine the standards for the recruitment of intermediate and junior technical positions in the health profession in this region in that year based on local actual conditions. The standards determined by each locality should be reported to the National Health Commission and the Ministry of Human Resources and Social Security for filing.
