Recently, the Ministry of Education issued the " Several Opinions on Strengthening Organized Scientific Research in Colleges and Universities to Promote High-level Self-reliance and Self-reliance " (hereinafter referred to as the "Opinions"), which promotes colleges and universities to give full play to the advantages of the new national system, strengthen organized scientific research, and comprehensively strengthen innovation. System construction, focusing on improving independent innovation capabilities, and making arrangements to serve the national strategic needs with higher quality and greater contribution.
Colleges and universities are an important part of the country’s strategic scientific and technological strength. Organized scientific research in universities is an important form for universities to institutionalize scientific and technological innovation and serve the national and regional strategic needs in a systematic manner. Data show that in the past ten years, universities have taken the lead in building more than 60% of national key laboratories in subject areas and 30% of national engineering (technology) research centers; the group of strategic scientists and leading talents in universities has grown steadily, and more than 40% of the two national key laboratories in the country have Academicians of the Chinese Academy of Sciences and nearly 70% of the winners of the National Science Fund for Distinguished Young Scholars are gathered in colleges and universities. As the main force of basic research and the source of major scientific and technological breakthroughs, the innovation capabilities of universities determine the level of building an innovative country.
