In order to further strengthen the management of education fees and standardize school charging behavior, according to the "Shandong Province Primary and Secondary School Fee Management Measures" (Lu Development and Reform Cost [2020] No. 648), "Notice on the Implementation of the Opinions of the Ministry of Education and other 5 Departments on Further Strengthening and Standardizing Education Fee Management" (Lu Jiaocaizi [2020] 12 No.), document "Implementation Opinions of Shandong Provincial Department of Education and 4 other departments on Implementing the Action to Strengthen Science and Training and Excellence and Promote the Characteristics and Diversified Development of Ordinary High Schools" (Lu Jiaojizi [2021] No. 6) and other provisions. The following are notified related matters such as the charging standards for secondary and below education and secondary vocational education in our city.
pricing permissions
Customer fees, after-school service fees, student installation fees, and public high school tuition fees are subject to government pricing or government guidance prices for public primary and secondary schools. The tuition and accommodation fees for non-profit private primary and secondary schools are subject to government guidance prices. For-profit private high schools and secondary vocational schools are charged with market-regulated prices.
The charging standards for public primary and secondary schools in the city (excluding after-school service fees), the charging standards for non-profit private primary and secondary schools in the city, and the charging standards for public and non-profit private secondary vocational schools in the city are formulated by the people's government of prefecture-level cities. Charges for other schools and public compulsory education schools. After-school service fees during working days shall be formulated by the people's government of the county (city) where they are located.

(I) Tuition fee
1. Public general high school. The student will not exceed 800 yuan per semester. The general high school education education classes organized by ordinary high schools and foreign educational institutions shall not exceed RMB 50,000 per student per academic year (including accommodation fees). Public special high schools recognized by provincial and municipal evaluation can appropriately increase the proportion of no more than 30%, and public special high schools recognized by county evaluation can appropriately increase the proportion of no more than 10%.
2. Non-profit private schools. Tuition fees are determined based on factors such as school management level, school management costs, and market demand. When a government purchases a degree school, students included in the purchase service plan shall reduce and exempt tuition fees based on the actual payment of the purchase funds by the government. The difference between the government's payment standards and the tuition fee standards shall be paid by the students.
3. Secondary vocational school. Full-time formal student registration students with full-time formal student status are exempt from tuition fees for full-time students with formal student status established based on Technician College , Technician College Senior Working Class, Preparatory Technician , etc. Tuition is exempt from school-enterprise cooperation and other forms of school-running and secondary vocational schools organized by public and enterprise-run secondary vocational schools. If the approved tuition standard for private secondary vocational schools ( technical school ) is higher than the financial subsidy part, the school can charge students according to regulations.
(II) Accommodation fee
Accommodation fee for public primary and secondary schools shall be subject to government pricing or government guidance price. The accommodation fees for non-profit private primary and secondary schools are subject to government guidance prices.
1. Public high school. The average dormitory costs 70 yuan per student per semester. Student dormitories that implement apartment-based management will be subject to differentiated charges in accordance with the "Weifang Public Primary and Secondary School Student Apartment Charge Standards Table" (Appendix 3).

4. Secondary vocational school. The city's public and non-profit private secondary vocational schools implement differentiated fees in accordance with the charging standards for student apartments in non-profit private schools. The accommodation fees of secondary technical secondary school departments affiliated to universities shall be subject to relevant regulations on the management of college fees.
(III) Service charges and charges
Service charges and charges are strictly determined in accordance with the principles of cost compensation and non-profit. The school shall not obtain any economic benefits during the process of providing students with services other than normal teaching and handling related matters. The service charges and charges of secondary technical secondary schools affiliated with universities shall be implemented in accordance with the college fee management regulations.
1. Service charges include: food expenses, school bus service fees, reissue certificate and card work fees, and after-school service fees. Among them, after-school service charges for public compulsory education schools are subject to government guidance prices. The price management departments of each county, city, district and development zone will work with the finance and education departments at the same level. In combination with the actual situation of economic development, financial subsidies, service content, service methods, service time, resource allocation, etc., the rural school (school located in rural or townships) will not exceed 3 yuan per class for each student, and other schools will not exceed 3.5 yuan. The charging standards will be formulated and reported to the people's government at the same level for review. In principle, it is approved every 2 years.

The fees include: homework fee, student installation fee, social practice activity fee, residents' basic medical insurance fee, accident insurance fee, teaching aid materials fee, and high school textbook fee. Among them, government-guided prices for students in public primary and secondary schools are subject to installation fees.
Public primary and secondary school student outfits are divided into three categories: summer wear, spring and autumn wear and winter wear. Grade 1, 3 and 5 of primary schools can be distributed in three categories of student outfits. Junior high school students and high school students are allocated. Each of the three types of students is equipped with one set. Parents of students can voluntarily increase the number of sets.

Through public bidding, the school determines the specific price within the scope of the above standards and collects it according to the actual situation. Students adhere to the principle of voluntary binding and ordering and shall not be forced or forced to purchase in any form or disguised form. Student dress styles must be continuity. If students do not require replacement, the school shall not force replacement.

(I) Start the program
Schools that need to formulate or adjust the charging standards the following year should ask the competent department to submit pricing suggestions to the pricing authority before the end of December of that year. Pricing suggestions should include: basic school situation, income and expenditure status in the past three years, financial subsidies, per-student cost, charging standard suggestions, basis, impact on related aspects, etc., and attach the tuition and accommodation fee verification form approved by the competent department.
The tuition fee for public high schools and accommodation fees for public primary and secondary schools shall be proposed by the education department in a timely manner, and the price is submitted and the financial department initiates the pricing procedure. Among them, the adjustment of the tuition fee standards for public high schools must be approved by the people's government at the same level.
Secondary vocational schools, non-profit private primary and secondary schools tuition and accommodation fees, as well as after-school service fees and student installation fees for public primary and secondary schools, the school shall apply for pricing adjustment. After review by the competent department, the price recommendation shall be formulated and submitted to the price authority according to the management authority to initiate the pricing adjustment procedure. Among them, the formulation or adjustment of after-school service fee standards for public primary and secondary schools must be approved by the people's government at the same level.
(II) Adjust the amplitude. In principle, the increase in the charging standard shall not exceed 20%. The amount of fee reduction is not limited.
(III) Adjust frequency. After the official charging standards for are determined, in principle, no adjustment will be made within 3 years. If there are major changes in school costs and accommodation conditions, it is necessary to adjust. We will strictly grasp it.
(IV) Trial price. newly established secondary vocational schools and non-profit private schools (including first-time enrollment schools and majors) should apply for trial prices, with a trial period of 2 years. Tuition fee standards are not higher than the highest standards for similar schools (major) in the same administrative region. Accommodation fee comparison The charging standards are determined by the "Weifang City Non-profit Private School Student Apartment Charge Standards Table" (Appendix 4). Apply for formal price development 6 months before the expiration of the trial period.
refund policy
(I) fee policy. Accommodation fees and tuition fees for public primary and secondary schools and tuition fees for public high schools are charged per semester; tuition fees and accommodation fees for private primary and secondary schools and vocational schools are charged per semester or academic year, and cannot be charged inter-school year. Service charges and fees are adhered to the principles of voluntary and non-profit for students. They should occur immediately and be collected immediately, settled according to actual conditions, refunded more and compensated less, and are not allowed to be collected in combination with tuition and accommodation fees. After-school service fees for public compulsory education schools are collected on a monthly basis and cannot be charged across months. The school will issue a fee notice to the students based on the actual after-school service in the month and charge the fees in the next month.
(II) Refund policy. If a student withdraws (transfers, retires) before admission due to his own reasons, the fees charged will be refunded; if he withdraws (transfers, retires) after admission, the remaining tuition, accommodation fees and other fees will be refunded monthly. If a student drops out of school due to the school publishing or publishing false admission brochures or other acts that violate national regulations, all the fees charged shall be refunded. If students leave school, join the army, transfer to school after approval, or leave school early, the remaining tuition and accommodation fees will be refunded monthly. During the period when students are off, they do not pay tuition or accommodation fees. After the school resumes, the relevant fees will be paid according to the charging standards for the grade level. Tuition fees are not allowed for schools that have not started or have not started classes (including online classes).
(III) Charge method for new and old students. If the school tuition and accommodation fees are raised, it is limited to new students, and the old students will continue to implement the charging standards for admission; if the charging standards are lowered, the new and old students will implement the reduced standards. If the admission brochure is released first and the charging standards are adjusted later, the charging standards shall be adopted. After the trial period for the newly established non-profit private schools and secondary vocational schools, formal prices will be formulated, and the difference between the formal price and the trial price will be "refunded more and not compensated."

(I) Strict capital management. accommodation fees for public primary and secondary schools and tuition fees for public high schools are managed according to administrative and institutional fees, and the Shandong Provincial Finance Department is uniformly supervised by the Shandong Provincial Department of Finance. The charging income is fully paid into the finance through the Shandong Provincial Non-tax Income Collection and the Financial Invoice Management System, and the "two lines of income and expenditure" management is implemented. It is strictly forbidden to charge service charges and agency charges with administrative and institutional charges.
(II) Implement the public notice of charging. schools should indicate the charging items, charging standards and approval documents in the admission brochure and admission notice in accordance with regulations, and disclose the charging items, charging standards and other content to students and the society through various forms such as school portal websites, public accounts, public notice boards, public notice boards, and clear papers, actively accept supervision from students, parents and society, and increase the transparency of charging.
(III) Standardize charging behavior. is strictly prohibited from setting up charging items, setting charging standards and charging beyond the scope. It is strictly prohibited to sell teaching aids or other products to students in disguise, and students and parents must not force or imply purchase designated teaching aids or materials, learning aids, newspapers, magazines, etc. Schools are not allowed to obtain price differences in charges. Student dormitories and apartments shall not force the provision of relevant living services or bind service charges with accommodation fees. The canteen operated by the school shall not charge food fees to students who voluntarily eat for profit. Schools shall not require and organize students to participate in various tutoring classes and subject competitions.It is strictly forbidden for schools and teachers to organize or cooperate with social school institutions to organize various key classes, specialty classes, cram schools, etc. for students to implement paid training.
This notice will be implemented from September 1, 2022 and will be valid until August 31, 2025.
