The charging standards for public primary and secondary schools in the city (excluding after-school service fees), the charging standards for non-profit private primary and secondary schools in the city, and the charging standards for public and non-profit private secondary vocational schools in the city are formulated by the people's government of prefecture-level cities. After-school service fees during working days shall be formulated by the people's government of the county (city) where they are located.

1. Public general high school. The student will not exceed 800 yuan per semester. The general high school education education classes organized by ordinary high schools and foreign educational institutions shall not exceed RMB 50,000 per student per academic year (including accommodation fees). Accommodation fee for public primary and secondary schools shall be subject to government pricing or government guidance price. The accommodation fees for non-profit private primary and secondary schools are subject to government guidance prices.

1. Public high school. The average dormitory costs 70 yuan per student per semester. Student dormitories that implement apartment-based management will be subject to differentiated charges in accordance with the "Weifang Public Primary and Secondary School Student Apartment Charge Standards Table" (Appendix 3).

After review by the competent department, the price recommendation shall be formulated and submitted to the price authority according to the management authority to initiate the pricing adjustment procedure. Among them, the formulation or adjustment of after-school service fee standards for public primary and secondary schools must be approved by the people's government at the same level.

(II) Adjust the amplitude. In principle, the increase in the charging standard shall not exceed 20%. The amount of fee reduction is not limited.

Service charges and fees are adhered to the principles of voluntary and non-profit for students. They should occur immediately and be collected immediately, settled according to actual conditions, refunded more and compensated less, and are not allowed to be collected in combination with tuition and accommodation fees. After-school service fees for public compulsory education schools are collected on a monthly basis and cannot be charged across months. The school will issue a fee notice to the students based on the actual after-school service in the month and charge the fees in the next month.

(II) Refund policy. If a student withdraws (transfers, retires) before admission due to his own reasons, the fees charged will be refunded; if he withdraws (transfers, retires) after admission, the remaining tuition, accommodation fees and other fees will be refunded monthly. If a student drops out of school due to the school publishing or publishing false admission brochures or other acts that violate national regulations, all the fees charged shall be refunded. If students leave school, join the army, transfer to school after approval, or leave school early, the remaining tuition and accommodation fees will be refunded monthly. During the period when students are off, they do not pay tuition or accommodation fees. After the school resumes, the relevant fees will be paid according to the charging standards for the grade level. Tuition fees are not allowed for schools that have not started or have not started classes (including online classes).

(III) Charge method for new and old students. If the admission brochure is released first and the charging standards are adjusted later, the charging standards shall be adopted. After the trial period for the newly established non-profit private schools and secondary vocational schools, formal prices will be formulated, and the difference between the formal price and the trial price will be "refunded more and not compensated."

The canteen operated by the school shall not charge food fees to students who voluntarily eat for profit. Schools shall not require and organize students to participate in various tutoring classes and subject competitions.It is strictly forbidden for schools and teachers to organize or cooperate with social school institutions to organize various key classes, specialty classes, cram schools, etc. for students to implement paid training.
