Since 2018, if there are insufficient full-time teachers (teaching and research staff) engaged in subject teaching due to special circumstances such as lack of staffing, maternity leave and sick leave, retired teachers can be recruited within the number of personnel approved by the municipal and district staffing management departments to engage in subject teaching and research. This revision is a fine adjustment made in order to make full use of the advantages and resources of retired teachers and better mobilize the enthusiasm of retired teachers to continue to engage in education, and combine it with the specific implementation of the Yinfa Teaching Plan in recent years.
Compared with the past, the future recruitment of "Silver Plan" shows two major changes. First, there are more units that can recruit silver-haired teachers. Second, there are changes in the recruitment procedures. Previously, the recruitment position information of each school was uniformly released to the public by the Municipal Education Bureau. After the revision, the recruitment position information of the silver-haired teacher in each school will be published to the public on the portal of the school or the education administrative department. The following changes are that the time for recruiting retired teachers is more flexible, that is, schools can be online at any time as needed, changing from once a year to multiple recruitment a year.
