According to the requirements of " Teacher Law of the People's Republic of China ", " Teacher Qualification Regulations ", "Implementation Measures for the "Teacher Qualification Regulations"" and the "Notice on Doing a Good Job in Implementing the Teacher Qualification System in 2022" (Jiaozizi [2022] No. 1), and in combination with the actual work of Shaanxi Province, the matters related to the qualification certification work of primary and secondary school teachers in Shaanxi Province in the second half of 2022 are now announced as follows:
1. Object scope
Chinese citizens in Shaanxi Province, as well as active-duty military personnel and armed police who have not reached the national legal retirement age, residence (must hold a local residence permit and are valid for the period of validity) or the place of school (only for fresh graduates , students studying for junior college to undergraduate and graduate students) who are in Shaanxi Province, as well as active-duty military personnel and armed police who are serving in Shaanxi can apply to identify internship instructor qualifications in kindergartens, primary schools, junior middle schools, senior middle schools, secondary vocational schools and secondary vocational schools in Shaanxi Province.
Hong Kong, Macao and Taiwan residents studying, working and living in Shaanxi Province, holding Hong Kong, Macao and Taiwan residents residence permit can apply for the qualification of primary and secondary school teachers at the place of residence in Shaanxi Province; holding Hong Kong, Macao and Macao residents travel to the mainland , and Taiwanese residents who hold 5-year valid Taiwan residents travel to the mainland can apply for the qualification of primary and secondary school teachers at the place of residence in Shaanxi Province.
According to relevant regulations, applicants can only be recognized as one teacher qualification in the same year.
2. Conditions for identification
(I) Abide by the Constitution and laws, have good ideological and moral character and professional ethics, and be able to fulfill the obligations stipulated in the " Teachers Law ".
(II) If you apply for the qualification of a kindergarten or primary school teacher, you must have a college degree or above; if you apply for the qualification of a junior middle school, a senior middle school, or a secondary vocational school teacher, you must have a bachelor's degree or above; if you apply for the qualification of a secondary vocational school internship instructor, you must have a college degree or above, and you must have a professional and technical position equivalent to the assistant engineer of a or above or above professional and technical level or intermediate or above workers.
According to the relevant regulations of the national and Shaanxi Province primary and secondary school teacher qualification examination, students above the third grade of ordinary colleges and universities can take the primary and secondary school teacher qualification examination. Before passing the examination but obtaining the graduation certificate, they do not have the academic qualification requirements to apply for the recognition of teacher qualifications. Full-time graduates from ordinary colleges and universities can apply for the certification of the corresponding teacher qualifications in the last semester before graduation. The certification institution will give a recognition conclusion and issue a teacher qualification certificate after the applicant obtains the graduation certificate.
(III) Pass the primary and secondary school teacher qualification examination, obtain the "Certificate of Passing the Primary and Secondary School Teacher Qualification Examination" and pass the reform of exemption from examination for normal students within the valid period or through the reform of exemption from examination for normal students, obtain the "Certificate of Professional Ability of Normal Student Teachers" and within the valid period.
(IV) The level of Mandarin should meet the second-level B and above standards of the " Mandarin Proficiency Test Level Standard " issued by of the National Language and Character Working Committee. Among them, those who apply for Chinese, kindergartens and Chinese language teaching teachers should meet the second-level A and above standards.
(V) Can adapt to the needs of education and teaching work and have good physical fitness. The physical examination standards shall be implemented in accordance with the relevant provisions of the "Notice on Doing a Good Job in the Physical Examination of Teacher Qualification Certification in Shaanxi Province" (Shaanxi Education [2019] No. 61), and the physical examination conclusion shall be qualified.
3. Application process
(I) Online application
1. Application time: 8:00 on October 24, 2022 to 17:00 on November 2.
2. Application website: Applicants who meet the requirements log in to the China Teacher Qualification Network (www.jszg.edu.cn) within the online registration time, after completing the registration and real-name verification, they will select the corresponding certification institution (where the household registration, the place of school to be studied or the place of residence obtained a residence permit) to complete the application.Among them, in the column "Please choose the examination form", applicants who have obtained the "Certificate of Passing the Primary and Secondary School Teacher Qualification Examination" should choose the "National Unified Examination", and applicants who have obtained the "Certificate of Professional Ability for Teachers of Normal Students" should choose the "Reform Person without Examination".
The Xi'an Municipal Education Bureau recognizes the qualifications of high school and secondary vocational teachers, and the education bureaus of various districts and counties in Xi'an City recognizes the qualifications of junior high school, primary school and kindergarten teachers. The qualifications of primary and secondary school teachers in other cities are uniformly recognized by the municipal education administrative department . The applicants of Hancheng apply for certification in Weinan City , and the applicants of Shenmu and Fugu apply for certification in Yulin City .
When applying, you should select the corresponding on-site review confirmation point according to the website prompts.
(II) Physical examination
Each certification agency organizes applicants to conduct physical examinations in designated hospitals according to the prescribed procedures and physical examination standards. The specific arrangements shall be subject to the recognition and physical examination announcements issued by the education bureaus of each city (district).
(III) On-site confirmation
After the applicant completes the online application, he/she should promptly review the certification announcement published on the website of the corresponding certification agency, and carry the following materials at the specified time and place to complete the review and confirmation:
1. The original second-generation ID card (needed to be within the validity period); Hong Kong, Macao and Taiwan residents studying, working and living in Shaanxi Province shall bring the Hong Kong, Macao and Taiwan residents' residence permit or Hong Kong, Macao and Macao residents' travel to the mainland, and Taiwan residents hold a five-year valid Taiwan residents' travel to the mainland.
2. The original academic certificate, the Hong Kong, Macao and Taiwan academic qualifications should also be submitted to the original "Hong Kong, Macao and Taiwan academic qualifications" issued by the Ministry of Education Study Abroad Service Center, and the original " Foreign Academic Degree Certificate " issued by the Ministry of Education Study Abroad Service Center. The academic qualification information that has been verified by the electronic information comparison of the China Teacher Qualification Network during the online reporting time may not be submitted.
Special reminder: During the review of the materials, for academic qualifications that cannot be directly compared with verified by the Chinese Teacher Qualification Network, the applicant must submit the "China Higher Education Academic Qualification Certification Report" (apply online on the Academic Information Network), otherwise the academic qualifications that are deemed to be unqualified will not be accepted. It is recommended that applicants verify their academic qualifications on the Academic Information Network in advance, and apply for a certification report in a timely manner if they cannot be verified.
3. A recent photo of a 1-inch colored white-backed ID card on the front of the crown is not available (the photo should be uploaded on the same background as the photo was uploaded when applying online, and the name and ID number were stated on the back of the photo).
4. If you apply for certification at the place of household registration, you shall submit your own household registration book or collective household registration certificate; if you apply for certification at the place of residence, you shall submit a valid original residence certificate; if you apply for certification at the place of study, you shall submit an original student ID with complete registration information;
Active-duty military personnel and active-duty armed police in Shaanxi apply for service, you shall provide officer certificate or police officer certificate . If the place of service cannot be displayed on the certificate, you must also provide personnel relations certificate issued by the organization and personnel department of the subordinate troops or unit. The format of the certificate shall be determined according to the regulations of the troops or units, and the certificate shall clearly indicate the place of service of the applicant.
5. If the " Mandarin Proficiency Test Level Certificate " is successfully compared and verified by the China Teacher Qualification Network, there is no need to submit it; if the comparison cannot be verified, the original "Mandarin Proficiency Test Level Certificate" must be submitted.
Applicants who apply for the qualification category of internship instructors in secondary vocational schools, in addition to providing the above information, must also provide professional title certificates for professional positions of equivalent assistant engineers or above or qualification certificates for intermediate or above workers' technical level.
(IV) Certification and Certificate
After each certification agency completes the on-site review work, it will make a determination conclusion based on the review situation and issue a teacher qualification certificate for applicants who meet the certification conditions. For the method and time of receiving the certificate, please refer to the receipt notice of each certification agency on the information release website.
4. Epidemic prevention and control requirements
All certification agencies should combine the epidemic prevention and control situation, strictly implement various prevention and control measures in accordance with local epidemic prevention and control requirements, arrange time reasonably and safely and effectively promote the identification work. Applicants must understand the relevant regulations on epidemic prevention and control of the corresponding certification institution in advance, take personal safety protection, and strictly implement various epidemic prevention and control requirements.
5. Other matters
(I) For details on other matters not covered, please refer to the notices and announcements issued by the websites of the Education Bureaus of each city (district). Applicants are advised to check them in time to avoid missing the work arrangements of the identification agency.
(II) If the applicant is asked to conduct online declaration and on-site review according to the prescribed time, place and requirements, and fail to complete the application work within the prescribed time due to missed the declaration time, selected the wrong identification agency or on-site confirmation point, incorrect declaration information or incomplete submission of materials, the certification agency will no longer accept the application and the responsibility shall be borne by the applicant himself.
(III) Applicants should truthfully submit relevant materials, deliberately commit fraud, and defraud teachers of their qualifications will be punished in accordance with relevant national regulations.
