Mainland Chinese students

1. People's Republic of China Mainland citizens.

2. Support the leadership of the Communist Party of China, be willing to serve the socialist modernization construction, have good moral character, and abide by laws and regulations.

3. As of 2023, the academic degree and work experience obtained by our school must meet one of the following conditions:

(1) A bachelor's degree (or above) recognized by the state has more than six years of work experience (including six years); and has more than three years of work experience (including three years) after graduation from undergraduate degree or more than two years of work experience (including two years) after obtaining a master's or doctoral degree.

(2) A nationally recognized higher vocational college degree or bachelor's degree has more than eight years of work experience (including eight years); and a nationally recognized higher vocational college degree or bachelor's degree has more than five years of work experience (including five years) after graduating from university.

4. Academic certificates obtained overseas must be certified by the Ministry of Education Study Abroad Service Center.

5. The physical health status meets the physical examination requirements stipulated by the state and our school.

6. Candidates must promise the authenticity of their academic qualifications, degree certificates and examination identities. Once they are verified by the admissions unit or certification department, they will be cancelled from applying for, admission or admission.

7. Candidates should carefully check whether they meet the application requirements (including the application requirements issued by the school and the departments, majors, and projects) before registering. dual master's degree program achieves the deep integration of MPA projects and EMBA projects, aiming to cultivate outstanding leaders who understand China's development model, understand global strategic management, establish an international perspective, master modern public management and business management knowledge, and combine public value and entrepreneurial spirit, and compound senior management talents with innovative thinking.

training arrangement

This project is an MPA-EMBA dual degree education model, mainly based on the MPA project of Tsinghua University and the EMBA project of City University of Hong Kong, integrating China's development model and global strategic management related content.

This project is part-time, with a study duration of 2.5 years. If there are special circumstances, the study period shall not exceed 5 years after approval. It is carried out in segmented centralized learning, with 4 days of concentration each month (4 working days or 2 weekends + 2 working days). The teaching language is mainly Chinese ( Mandarin ). The teaching locations of the

project are at Tsinghua University and City University of Hong Kong respectively, and the professional practice part is carried out in suitable regions at home and abroad.

According to project training goals and project positioning, the course content covers public management courses and business management courses, and also takes into account knowledge systems such as government and social capital cooperation, development strategy and planning, global strategic trends and foreign policy. The public management course mainly includes three parts: core courses, elective courses, and cutting-edge courses. According to the MPA degree requirements, students will eventually need to submit their graduation thesis. The business administration course mainly includes two parts: compulsory courses and elective courses. According to the EMBA degree requirements, students will eventually need to submit a graduation design report.

Learning fee

The tuition fee for this project is HK$708,000/student, of which Tsinghua University charges 99,000/student. Unified is collected by City University of Hong Kong.

Tuition fees include lecture fees, textbook lecture fees, school and college libraries, computer center usage fees, paper defense fees, etc. This fee does not include transportation, international travel, board and overseas practice fees required for students to attend classes.

Degree awarding

In accordance with the relevant regulations of Tsinghua University and City University of Hong Kong, the content of the training plan shall be completed, thesis defense is passed, and the degree committee has reviewed and approved by the degree committee. At the same time, the EMBA certificate obtained by Tsinghua University Public Administration Master's Degree Certificate (Master of Public Administration, MPA)

pre-exam interview application requirements

Those with a working experience of over six years or more and who have rich public management or other management experience can apply for pre-exam interview.

Candidates must submit their pre-examination interview application through the online application system of the MPA-EMBA dual master's degree program of Tsinghua University-Hong Kong City University (http://admission.sppm.tsinghua.edu.cn/). After registration, select the application batch, fill in the candidate's basic information, and upload the scan of the pre-examination interview application materials as follows:

① Personal comprehensive self-report (no more than 1,000 words, including political performance, foreign language proficiency, research plan, career experience and career planning, etc., must be signed);

② Two recommendation letters, the recommender must For associate professors or scholars with corresponding titles or above, or senior professionals in related industries;

③ valid ID (front and back);

④ Educational background materials: academic/degree certificate (candidates who obtain academic qualifications from abroad provide certification report of the Ministry of Education Study Service Center); original transcripts during college or copy of transcripts in the archives (sticked with red seal of the archive unit);

⑤ The main commendation status of candidates in the past six years (with a copy of the certificate);

Note: The qualification review process will strictly review the originals such as valid ID cards, educational background materials.

Related Policy Notes

before the interview arrangements and results will be published in the MPA-EMBA admissions information column of the official website of the School of Public Administration of Tsinghua University. Candidates who pass the pre-examination interview will receive the 2023 MPA-EMBA pre-admission qualification or pre-admission subsidy qualification. The specific quota is determined based on the quality of candidates in each batch.

candidates who take the pre-examination interview and obtain the pre-admission qualification, the admission line is the national Class A line. For candidates who have obtained pre-admission qualifications and whose preliminary examination results do not meet the national A-line, the pre-admission qualifications can be retained for 1 year. Candidates who did not take the first exam that year will not be retained for their pre-admission qualifications.
