The reporter learned that the relevant notice of the Ministry of Education clearly stated that all localities should speed up the construction of a unified recruitment platform for secondary vocational schools and ordinary high schools, so as to uniformly fill in volunteers, complete admission procedures, and uniformly register students.


Inventory of school qualifications. Establish an annual inspection system for the qualifications of secondary vocational schools. Before the beginning of each spring semester, local education administrative departments must conduct an annual inspection and publicize the qualifications of secondary vocational schools through the secondary vocational school management information system combined with offline reviews. For schools that fail the annual inspection and refuse to make rectification, reduce their enrollment plans, suspend the registration of new students until they stop enrolling; for schools that do not have the qualifications to run secondary vocational education, and secondary vocational schools that have not been approved by the educational administrative department of the school. Branch schools and schools must resolutely ban enrollment qualifications.


Strictly manage the student status of secondary vocational schools. Register and maintain school status information of secondary vocational students in a timely manner. Each school shall establish electronic files for new students through the National Secondary Vocational School Student Management Information System within 20 working days of enrollment. The deadline for the fall electronic registration of secondary vocational school freshmen is November 20 of the current year, and the deadline for the spring electronic registration of students is April 20 of the current year. When a student's student status changes (including repetition, transfer, major, suspension, withdrawal, cancellation, death, etc.), relevant information must be maintained in a timely manner. Within 20 working days before leaving school, graduate students shall go through the graduation procedures through the secondary vocational school registration system, and at the same time, complete the funding information through the National Student Financial Aid Management Information System before going through the graduation procedures.


Registration of "dual student status" is strictly prohibited. Encourage secondary vocational schools to help some students with academic difficulties complete compulsory education in vocational schools in accordance with regulations. Before completing compulsory education, secondary vocational schools are strictly prohibited from registering for secondary vocational school status. The number of students enrolled in the secondary vocational school registration system and the national primary and secondary school student registration management system whose registration information is duplicated in the compulsory education stage is not included in the statistical scope of secondary vocational enrollment and school students, and is not included in the calculation base of the secondary vocational student subsidy budget funds. It is strictly forbidden to register for students enrolled in ordinary high schools, technical schools, and ordinary colleges in the secondary vocational school registration system.


At the same time, it is clear that the management of subsidy for secondary vocational schools shall be strengthened, and the application for subsidy shall be strictly controlled. Students applying for secondary vocational student funding must be full-time full-time academic education students in secondary vocational schools. Students with part-time, non-academic education, or abnormal school status are not allowed to apply for secondary vocational funding. Students who duplicate the student status information of students in the compulsory education stage in the national primary and secondary school student status management system shall not apply for secondary vocational aid. Strictly check the funding list. The Ministry of Education will regularly carry out the verification and comparison of the secondary vocational student funding list with the student status information of compulsory education, regular high schools, technical schools, and regular colleges and universities, and resolutely eliminate duplication of funding.


Our province has made it clear that the education bureaus of each city (district) shall strictly check the enrollment qualifications of their secondary vocational schools, implement the enrollment information disclosure system, do a good job in the review and filing of enrollment guidelines, and seriously investigate and deal with violations of laws and regulations. All secondary vocational schools and relevant colleges and universities shall register and maintain the school status information of secondary vocational students in a timely manner to ensure that the status of the students is consistent. At the same time, all local schools are required to strictly control the application for funding, strictly check the funding list, and strictly investigate and deal with illegal activities such as arranging secondary vocational funding funds.


At the same time, the Provincial Department of Education will conduct random checks on the enrollment, student status, and funding management of schools in various regions, and conduct serious investigations and reports on violations of laws and regulations discovered.
