Previously, I thought that in terms of EUV lithography equipment, the United States only restricted some cooperation between ASML and our domestic companies. But later, when foreign companies were involved in expanding their factories in China, they were also blocked by the United States. From this we can see that the US has a very tough attitude towards the shipment of advanced manufacturing equipment.

Then, after the US chip bill, the United States took a new move again, that is, to expand the scope of restrictions and upgrade the process process for the Chinese market from 10nm to 14nm. According to the previous attitude of the United States, factories with investment capacity in our country must be within this restriction. However, due to various factors, the United States has relaxed its concern and directly stated that Korean companies are not within the limit.

I thought the promise of the United States was still very useful, but what we didn’t expect was that just recently, foreign companies officially issued a “warning”.

According to relevant information, Samsung believes that under such restrictions, in the long run, Samsung's introduction of some new equipment into its Chinese factories may be blocked. and these new devices naturally include lithography machine . To a certain extent, Samsung may also be blocked in introducing lithography machines. is obviously, Samsung is "warning" itself not to be true to these promises, but to make plans for the long-term situation.

We can think that in Samsung's eyes, the American words are no longer useful. However, this is a very unexpected thing. After all, Samsung attaches great importance to the US market, and now with the promise of the US, Samsung should not speak out like this. But then again, it is normal for Samsung to not believe it.

First of all, there is no formal agreement on this verbal commitment. The Americans have always liked to take such things to delay the word and no news until the end. Because there have been many such cases in the past. We don’t talk about anything else, just talking about this chip bill has dragged on for a long time. It is conceivable that even things with agreements can delay so much, let alone verbal promises.

Secondly, in the long run, the United States is indeed planning to further reduce China's advanced technology development capabilities in semiconductor . From the previous restrictions on EUV lithography machines to lobbying for the expansion of DUV lithography machines to the scope of prohibited shipments. and a series of operations after the chip bill were implemented, such as the process restrictions upgrade mentioned above, as well as the determination of advanced processes to define 28nm process processes, and enterprises that have established factories in the United States, want to obtain subsidies in the future There will be no investment plans for advanced process processes in the domestic market this year, etc.

It is not difficult for us to see that Samsung's "warning" to itself makes sense. Perhaps in other words, even if the current restriction temporarily puts aside the restrictions on Korean companies, what about the next time? Or are some other restrictions? According to the American attitude, Samsung will not be able to avoid it sooner or later. Moreover, Samsung has laid the foundation for Samsung to not lose the Chinese market in terms of shipment rates and our domestic production capacity. In this case, Samsung naturally has some concerns.

However, looking at Samsung's attitude, it seems that it is trying to find a win-win solution, but I don't know if Samsung's abacus will fail.
