According to the appointment arrangement, from September 2020 to September 2022, I served as a member of the Party Leadership Group and Deputy Director of the Hainan Provincial Department of Housing and Urban-Rural Development. I have been in charge of the Urban Construction Department, Real Estate Market Supervision Department, Housing Security and Provident Fund Supervision Department, and contacted the Hainan Provincial Housing Provident Fund Management Bureau. After the typhoon, I rushed to Guoxing Avenue, Haikou to check the trees that were blown down by the wind, and made timely suggestions and opinions on issues such as urban landscaping construction and management.
In Haikou City, research on the renovation of old urban communities Hainan Province attaches great importance to rural revitalization work. In combination with the business of the department, we focus on traditional residential houses, immigration resettlement sites, "gas for firewood and firewood" and other related fields. The Hainan Provincial Party Committee and the Provincial Government resolutely implement the decisions and deployments of the CPC Central Committee and the State Council, focus on the strategic positioning of "three districts and one center", always adhere to the requirements of "housing for living, not for speculation", adjust the industrial structure with the determination of a hero to cut off his arm, and break the dependence of economic development on real estate. Through the implementation of "two suspensions", all-region purchase restrictions, strengthening guidance and control, improving the housing system, carrying out market rectification and risk prevention, and establishing a long-term mechanism for real estate regulation, the situation of "one industry dominance" has improved, the economic structure adjustment has achieved phased results, the overall operation of the real estate market is stable, the risks are generally controllable, and real estate regulation has successfully passed the qualifying level.

First of all, promote the establishment of the stable and healthy development of the real estate market in Hainan Province, establish and improve the departmental linkage mechanism, form a working synergy, strengthen supervision and guidance of municipal and county work, and strengthen the main responsibilities of cities and counties. Urge cities and counties to maintain regulation and control stability, and implement policies according to the city in accordance with the requirements of stabilizing land prices, housing prices and expectations, implement various regulatory measures such as "wide-region purchase restrictions", total commercial housing construction control and annual plan control, and maintain the stable and healthy development of the real estate market. In 2022, under the adverse impact of repeated national epidemics, economic downturn, downward expectations and the explosion of leading real estate companies such as Evergrande , Hainan Province took multiple measures to maintain the relatively stable operation of the real estate market, and the main indicators of market operation are better than the national average.

In addition, we continue to work hard to strengthen the monitoring and early warning analysis of the real estate market. Build a centralized real estate management information system in Hainan Province, including online registration and data reporting modules for commercial housing, providing basic data support for precise implementation of regulation and control. On this basis, a Hainan Province real estate market monitoring, early warning and analysis indicator system was prepared, and an early warning platform was developed, and a core indicator was assigned values based on the four levels of "red, yellow, blue and green" to intuitively reflect market changes and warn of risks. Regularly or irregularly, visit cities and counties for investigation or undercover, establish contacts with the Provincial Real Estate Association and Shell Company to provide market information on a monthly basis, and understand the market situation from multiple dimensions. Two real estate market analysis reports are submitted to the provincial government every month. One report uses national statistics to mainly analyze trend changes; the other report uses provincial housing and construction system data and situations reflected by cities, counties, development enterprises, and intermediary agencies, mainly analyzes the latest changes in the market. According to the needs of epidemic prevention and control and stabilizing the economy, in March 2022, based on analyzing the market situation in the country, Hainan Province and Haikou, we put forward several policy suggestions to the provincial government to improve real estate policies and maintain stable and healthy market development; guide Haikou City to improve real estate policies, support rigid and improved housing demand, and improve the market structure of serious imbalance in supply and demand.

3 It is indeed very important to regulate the order of the real estate market. In accordance with the work arrangements of the Ministry to continuously rectify and regulate the order of the real estate market, and in combination with the actual situation in Hainan, we will continue to carry out market rectification work to create a good business environment and help the construction of the free trade port. From October 2020 to the present, the province has organized nine special rectifications, including the real estate market, rental market, online false publicity and advertising, prominent problems in the property service market, illegal publicity and advertising, "house in house", commercial and office project construction, and the real estate field to crack down on and rectify pension fraud. In the rectification process, mainly adopted the form of undercover investigation and other forms, and jointly investigated and dealt with residential projects with many complaints from the masses and repeated violations, and always maintained a high-pressure crackdown. A total of 3,175 real estate development enterprises (projects), 1,837 intermediary institutions, 181 housing rental enterprises, and 2,299 property service enterprises were investigated in the province, 645 orders were ordered to rectify, 682 warning interviews, 79 were suspended for rectification, and 57 development enterprises, intermediary institutions and practitioners suspected of illegal and irregular activities were fined RMB 20.84 million; 63 intermediary institutions were cancelled, and 26 people were disqualified from purchasing houses; 4 practitioners were disqualified and personal bad behavior records were recorded; illegal crimes were transferred to the public security and judicial departments for investigation and punishment in accordance with the law. In August 2021, at a press conference held by the State Information Office, Ni Hong, then Vice Minister of the Ministry of Housing and Urban-Rural Development, highly affirmed the effectiveness of Hainan Province's real estate market rectification.

wenlinfeng Real estate risk prevention and control work is very important. What are the experiences and practices in this regard?

Hainan Province has established a special working group for real estate risk prevention and control in the Free Trade Port to coordinate the real estate risk prevention and control work in the province. In response to the problems of some real estate development projects, , which affects the project's scheduled delivery of houses and the processing of real estate certificates due to land, planning, funds, seizure, etc., the city and county organized a comprehensive investigation of risk points and proposed solutions. Sorting out the situation of commercial housing projects that have been shut down due to capital chain breaks, accurately classify and file, and classify disposal. At the same time, relying on the working mechanism of the special team, through meeting scheduling, leadership case management, special research, supervision and inspection, departmental cooperation, etc., we will coordinate the resolution of related problems and difficulties with cities and counties. The 146 real estate risk projects identified in the province have been properly disposed of 129, with a disposal completion rate of 88%. Carry out a 100-day action to deal with accumulated petitions in the real estate field, and handle petitions and complaints in the fields of house quality, property management, and difficulty in obtaining property rights certificates.

In the past two years, Hainan Province has successively introduced a series of measures to form a basic system in the real estate field and revised the "Regulations on Property Management of Special Economic Zones of Hainan Province". At the same time, we will study and draft relevant policies such as "Interim Measures for Regulation, Evaluation and Assessment", and "Real Estate Credit Management System". In addition, we are making every effort to complete the special work. For example, special work such as promoting charging piles into communities, housing maintenance fund audit and rectification, meter reading to households, and researching and improving talent apartment policies have achieved phased results. In accordance with the work deployment of the Hainan Provincial Party Committee and the Provincial Government, after more than a year, the "Guiding Opinions on Improving the Housing Security System of Hainan Free Trade Port" was organized and issued after deliberation by the Provincial Party Committee and the Provincial Government. The guiding opinions propose to accelerate the construction of a special housing security system for Hainan Free Trade Port, with affordable rental housing and public rental housing as the main body. It not only effectively connects with the top-level design of the national housing security, but also reflects the practical and innovative achievements of Hainan's housing security work. It has well adapted to the development situation and work requirements of Hainan Free Trade Port. It is a programmatic document for Hainan to strengthen housing security work in the future. In order to solve the basic housing problem of local residents and the introduction of talents, Hainan Province has carried out pilot projects for housing construction in six cities and counties since 2020, summarizing an effective set of experiences and practices. It is urgent to legislation on the Free Trade Port to make institutional arrangements for the development of housing and consolidate the pilot results. In accordance with the requirements of small cut legislation and based on extensive research, we completed the "Several Regulations on the Construction and Management of Housing in Hainan Free Trade Port (Draft)" with high quality, which was reviewed and approved by the Standing Committee of the Provincial People's Congress on December 1, 2021, filling the historical gap in housing security legislation in Hainan Province and also set a precedent in the field of shared-ownership housing legislation in the country.

In two years, the province has started construction of nearly 63,300 units of affordable housing projects, of which about 50,000 units of affordable housing have been started. The construction of affordable housing has shifted from pilot to large-scale construction and supply, filling the gap in Hainan's unallocated affordable housing and improving the urban housing security capabilities of the whole province.

Ni JixinWe focus on Provident Fund personal loan risk management and implement the "deposit and loan linkage". The overdue rate of personal loans in Hainan Province is 0.1‰, far lower than the national average. Explore and expand the coverage of the system and include flexible employment personnel in the scope of contribution. In conjunction with the Provincial High Court, a joint document was issued to establish a joint mechanism for the implementation of the government and the court, and the scope of assistance to be limited to the scope stipulated in Article 24 of the "Housing Provident Fund Management Regulations ", and it was made clear that private loans, credit cards overdue, etc. should not be included in the scope of execution, reducing the risk of fraud. In the work of steadily promoting the renovation of old urban communities in , Hainan Province issued an implementation plan for the renovation of old urban communities, clarifying the renovation tasks during the "14th Five-Year Plan". Strengthen the leadership of party building, rely on grassroots organizations to mobilize the masses, and explore from scratch, seven working mechanisms including joint meetings, priority transformation, supervision and assessment, reasonable sharing of funds, simultaneous promotion of construction and management, regular scheduling, and monthly special reports. Accelerating the aging, renewal and transformation of urban gas pipelines is an important task involving urban safety. We have organized and completed the classification and statistics of the existing 12,000 kilometers of gas pipelines in the city, and formulated the 2022-2025 gas pipeline aging, renewal and transformation plan. Guided Haikou and other six cities and counties to plan old gas pipeline renovation projects and apply for a total of approximately 167 million yuan in the central budget, and formulate implementation plans for aging, renewal and transformation of gas pipelines in the province.

We have increased the intensity of law enforcement supervision, punished a number of enterprises and individuals, interviewed a number of cities and counties, and reported a number of typical cases of violations of laws and regulations. In conjunction with the safety production month activities, emergency rescue drills for urban gas leakage and bottled gas explosions across the province were organized. Establish a work coordination mechanism for the gas safety department and hold a regular work meeting every month. Successfully completed the 2021 and 2022 Boao Forum for Asia Annual Meeting and Consumer Products Expo gas supply and use guarantee. Guide cities and counties to rectify more than 4,000 general problems, 2 major risks, and 48 sections of gas pipeline occupation to effectively resolve risks. The whole province's housing and construction system works together to jointly promote new breakthroughs in municipal facilities management and construction. The province has built 133 kilometers of urban underground comprehensive pipeline corridors, exceeding the construction goals and tasks of the 13th Five-Year Plan. The creation of barrier-free environments is being accelerated. Haikou City has passed the national barrier-free environment demonstration city assessment. Wenchang , Qionghai , and Lingshui were rated as national barrier-free environment demonstration cities and counties. Promote the revision of the "Hainan Province Urban Municipal Facilities Management Regulations". In conjunction with the investment and regulations departments, we will carry out a census of urban underground municipal infrastructure, promote the intensive and efficient construction and use of urban underground municipal infrastructure, and promote high-quality urban development.
