1. Development goals
(1) Main goals. By the end of the 14th Five-Year Plan, the city will have added 10,000 elderly care beds and 8,000 nursing homes. The long-term care insurance system has been further improved. Inclusive elderly care and mutual assistance for the elderly have been comprehensively developed. Support measures for family elderly care have been further strengthened. The construction of childcare demonstration guidance centers at the city and county levels has been completed, and the expansion of childcare service institutions has been accelerated. , family infant care services are advanced in an orderly manner, and infant care service management systems and mechanisms have been initially established; the comprehensive supervision system for elderly care services that combines government supervision, industry self-discipline, and social supervision has become more complete. Elderly care services have integrated development with culture, education, housekeeping, medical care, tourism, manufacturing and other industries, forming a number of distinctive and competitive leading enterprises, service brands and industrial clusters.

2. Key tasks
(1) "Promote bottom line, promote universal benefit, and market-oriented" coordinated development. On the premise of meeting the centralized support needs of the extremely poor people, the focus is on providing care services for the disabled elderly people with financial difficulties and the elderly in family planning special families. Improve the security system for special elderly groups, implement the subsidy and elderly allowance systems for the elderly with financial difficulties, and strengthen the connection with the "two subsidies" for disabled people, social assistance and other policies.Focusing on the economically disadvantaged and disabled elderly, we provide home-based elderly care services through government purchase of services and other methods.
