Project Construction Setting background and current situation:
According to the work requirements of the "Guangdong "Digital Government" Reform and Construction Plan" issued by the Provincial Government in December 2017 and the "Dongguan "Digital Government" Reform and Construction Plan" issued by the Municipal Government in March 2019, the Municipal Government Service Data Management Bureau takes the lead in coordinating the construction of a unified and secure government cloud platform. According to the guiding ideology of "government-enterprise cooperation and separation of management and operation", through government procurement, select suppliers that meet the qualifications and conditions, and coordinate the construction of the government cloud platform by purchasing services. Government Affairs Cloud pays service fees according to the method of "use first and then pay, and settle according to actual settlement".
With the advancement of the construction of digital government in our city, the original service directory resources can no longer meet the application requirements of digital government projects. In November 2020, the Municipal Government Service Data Administration added cloud resource catalogs and service qualifications through government procurement (competitive consultation), and the cloud resource catalogs increased to 80 types. The construction and use of
Government Cloud has effectively improved the "information island" and waste of fiscal funds caused by the decentralized construction of traditional government information infrastructure. Over the past three years, the municipal government cloud project has operated safely and stable, without major failures and safety accidents, providing strong support for the city's government information construction.
On July 14, 2021, the Provincial Government issued the "Notice of the People's Government of Guangdong Province on Issuing the 14th Five-Year Plan for the Reform and Construction of Digital Government in Guangdong Province" (Guangdong Government (2021] No. 44) proposed to improve the "one cloud" and "one network" architecture in the province, improve the refined management capabilities of government cloud and government networks, improve the wireless service capabilities of government external networks, expand the application of new information infrastructure in the construction of digital governments, and require the promotion of government expansion and continuous expansion of government affairs. Enhance the government cloud service capabilities and promote the expansion of resources such as computing and storage.
In order to further promote government cloud work, we now refer to relevant provincial and municipal documents, combine Dongguan , redefine the service directory and maximum price limit, and purchase government cloud service provider .

1. Technical requirements
(I) Government cloud service
1. Cloud computing service: provides 3 types of computing resource services, namely cloud host, GPU server, and bare metal.
2. Cloud storage service: provides file storage, block storage and object storage services, and select reasonable and flexible storage methods according to business scenarios. To ensure the performance and reliability of cloud hard disks, two or more disks are required to store SATA and SSD. Distributed cloud hard disk and object storage need to be deployed in 3 replica mode. Platform storage nodes need to use the third generation of mainstream manufacturers to expandable processors or other similar products and above, and a single processor ≥16C specification.
3. Network service: provides load balancing access to Ganxi Cloud Data Center at least 2 or more links. To ensure that users of different time periods, different regions, and different network access providers obtain the best network response speed. In order to ensure the stability and security of the export network, it is committed to improving the export bandwidth and three-network access in the government external network area and the Internet area, ensuring that each export bandwidth is not less than 3GB, and expanding capacity when the bandwidth utilization rate exceeds 70%. The network resource pool requires the use of SDN architecture, which supports VxLAN technology, IPv4/IPv6 dual-stack network, dynamic network resource allocation and isolation, and supports connection with the Internet, government affairs external network and industry dedicated network.
4. Cloud security service: suppliers provide government cloud platform that meets the national standard GB/T 31168-2014 "Information Security Technology Cloud Computing Service Security Capability Requirements", and protects the third-level guarantee requirements of information security level protection 2.0, and uses the network connected to the Internet and the unified export of the e-government external network area as the protection boundary of the supplier platform. Suppliers must deploy corresponding security equipment in accordance with the third-level guarantee requirements to provide basic security capabilities for cloud computing services. The annual cloud platform and other level 3 2.0 score should be at least 85 points or more.
5. Software support service: provides container services, message queue middleware, microservices, API gateway services, relational cloud databases, non-relational cloud databases and other functions.
6.Information and Creation Service: adopts independent and controllable software and hardware products to build infrastructure such as cloud management , cloud computing, cloud storage, cloud network and cloud security, and provides flexible operating environments such as computing, storage, and network, and has online and offline deployment and upgrade capabilities and online cloud service management functions.
7. Cloud backup service: vendor must provide local cloud backup service. It adopts duplicate backup technology and provides virtual machine system disk backup services. Once a week, the backup files will be retained for at least one month.
8. Cabinet rental: The supplier promises to add the number of new cabinets to be leased every year (excluding the number of cabinets currently used), 20 new cabinets (including) in the first year, and 100 new cabinets (including) in three years. (II) System migration
1. In order to ensure the business continuity and data security of the city's government system, as well as the reliability of the migration process, suppliers should cooperate with the user unit to conduct sufficient demand analysis and solution design before the migration, formulate strict migration standards and processes, and cooperate to solve problems encountered during the migration process.
2. Vendors should have the ability to migrate across cloud (homogeneous and heterogeneous) and meet data destruction requirements. Data destructibility supports automatic clearance of disk and memory data on physical servers, making the data unable to be recovered.
migration time is calculated from the date of signing of the contract. The winning bidder shall complete the migration of the city's government affairs system and data within 90 days. The migration-related expenses shall be borne by the winning bidder.
(III) Operation and maintenance management
1. Government cloud platform management: provides cloud management platform software that matches the cloud platform operation environment, adopts the OpenStack technology route, manages resources through the cloud management platform software, and realizes flexible computing, automated deployment, resource area division and other functions; supports different computing virtualization technologies, and supports mainstream manufacturers physical machine resource management; virtual machines support hot migration and achieve high availability; automatically switch to another available node when a node fails.
2. Operation and maintenance team: suppliers should form an operation and maintenance team with high quality, strong professionalism, rich experience and stable, responsible for the software, hardware and network operation and maintenance of the entire government cloud platform, and provide business consultation related to the government cloud platform, including but not limited to resource declaration, resource adjustment, business system migration, network docking with the government cloud platform, data sharing, etc. Both the municipal and county levels should arrange on-site service personnel (at least 3 people at the municipal level, at least 2 people in each county (city, district) and the "three districts", totaling at least 29 people) to be responsible for matters related to the construction of government cloud at the same level. County-level on-site service personnel should guide the county-level government system to deploy on-the-cloud. Suppliers should establish strict management and operation and maintenance procedures, provide 7*24 technical support, and record troubleshooting and processing procedures. Relevant records should form reports for viewing and retrieval.
