Zoning Adjustment in Anhui Province, one of 16 prefecture-level cities, Anqing City, why there are 10 counties?

In the previous article, the author and you talked about a series of stories about the adjustment of prefecture-level urban planning in Anhui Province, such as Hefei City, Fuyang City, Wuhu City, and so on. Today, let’s talk about Anqing City, Anhui Province. It has to be said that as the original capital city of Anhui Province, Anqing has an excellent geographical location and convenient transportation. It has 3 districts, 5 counties, and 2 county-level cities, totaling 10 districts and counties. So, how did the divisions of the 10 districts and counties of Anqing City come into being?

First, let’s talk about Anhui Province. Anhui Province is one of the six provinces in central my country, and it is also one of my country's most populous and food provinces. Anhui Province stretches across the north and south of my country. The output of wheat in the north and rice in the south is very high. As Anhui Province spans north and south, there are certain differences in customs and cultures across Anhui Province. The total population of Anhui Province is more than 61 million, which is basically the same as that of Hunan Province in the central region. Among the provinces in our country, the total population of Anhui Province is not small.

Among them, southern Anhui is a grain-producing area in Anhui Province, with a moderate climate and convenient transportation. Anhui Province has a total of 16 prefecture-level cities under its jurisdiction, and Anqing City is one of them. As the old provincial capital of Anhui Province, Anqing has a bright culture, a long history, and various ancient buildings abound. At present, Anqing City has 3 districts, 2 county-level cities, and 5 counties under its jurisdiction, totaling 10 districts and counties. In 2020, the total GDP of Anqing City will reach more than 240 billion, with a total population of more than 4.1 million.

From the per capita level, Anqing City is not low. As for the zoning of the 10 districts and counties of Anqing City, they are in a relationship of mutual influence with the zoning adjustment of Anhui Province. Before the Yuan Dynasty, my country's successive dynasties basically followed the state and county divisions. In the middle of the 13th century, the Yuan Dynasty in the north rose rapidly. In several decades, the Dajin Kingdom, Xixia Kingdom , Dali Kingdom, Southern Song Dynasty and other regimes have been eliminated successively.Established an empire with a huge territory. However, with the rapid expansion of the territory, the shortcomings of the Yuan Dynasty's lack of local management experience are very obvious.

The Yuan Dynasty divided the country into hundreds of prefectures and thousands of counties. At that time, the population data, the number of acres of arable land, and the output of crops in each region were extremely complicated. Let’s take the arable land in various places as an example. Due to the completely different climate and geological structure, the arable land in various places is divided into more than 10 types, including hilly land, irrigated land, and sandy land. Each type is divided into three types: upper, middle, and lower. grade. The crops in various places are divided into soybeans, sorghum, wheat, rice, etc., and there is a saying of whole grains.

Faced with such a situation, the Yuan Dynasty, which is full of military virtues, has nothing to do. Relying on the two-level division of states and counties in the Tang and Song Dynasties, it is impossible to count on it. There are many problems in all aspects of the 15 roads in the Tang Dynasty and the 23 roads in the Song Dynasty. Finally, the Yuan Dynasty combined the experience of Song Dynasty 23rd Road in the framework of the Jin Guoxing Shangshutai, and after repeated improvements and adjustments, it introduced the famous provincial system. The Yuan Dynasty divided the country into 10 provinces, such as Jiangsu and Zhejiang provinces, Henan Jiangbei province, Lingbei province and so on.

At that time, the Yuan Dynasty divided most of Anhui into Henan Jiangbei Province. It can be seen from the Yuan Dynasty that the division of the entire Huanghuai region together is more conducive to local management. Each province in the Yuan Dynasty was divided into various roads, each road divided into various state capitals, and each state capital under its jurisdiction various counties, which was equivalent to the establishment of four-level divisions. Although the Yuan Dynasty established provinces and laid the framework of the province system, there were many problems with the division of provinces. The division of the provinces is not scientific, and the management is too difficult.

Organizations in various regions overlap each other, and the efficiency is low. By the end of Yuan Dynasty's rule, the provincial system had existed in name only. In 1368, Zhu Yuanzhang established after Ming Dynasty . In the framework of the Yuan Dynasty and the provinces, according to the actual needs of the Ming Dynasty, the division of various places was further adjusted. The road-level institutions were abolished and adjusted to a three-level division model of provinces, states, and counties. This zoning model is very classic,It lasted for hundreds of years. At the same time, the Ming Dynasty also set up a pattern in which the chief ambassador, the police ambassador, and the command ambassador were set up side by side.

In the period of the third emperor of the Ming Dynasty Zhu Di , with the move of the capital in the Ming Dynasty, 13 provinces and the divisions of North and South Zhili were gradually formed. The divisions of many provinces in my country were basically formed during the rule of the Ming Dynasty, such as Henan Province, Zhejiang Province, Fujian Province and so on. However, the situation in Anhui is different. At that time, Anhui, Jiangsu and other places were under the management of Nanzhili. After the Qing Dynasty established its rule in the mid-17th century, it further adjusted the divisions of various regions.

Finally, 18 provinces in the interior of the Qing Dynasty appeared. At first, Nanzhili was renamed Jiangnan . In the early days of Emperor Kangxi's reign, given the large span of Jiangnan Province, it was difficult to manage according to the actual situation at that time. In 1667, Jiangnan Province was divided into Jiangsu Province and Anhui Province. Among them, the provincial capital of Anhui Province was established in Anqing House . During the Qing Dynasty rule, Anhui Province governed 8 prefectures and 5 Zhili prefectures. They are: Anqing Prefecture, Huizhou Prefecture, Ningguo Prefecture, Chizhou Prefecture, Taiping Prefecture, Luzhou Prefecture, Fengyang Prefecture, Yingzhou Prefecture 15, span16span Sizhou, and state, Chuzhou, and Guangdezhou.

has a total of 51 counties and 4 scattered prefectures. Among them, Anqing Prefecture has jurisdiction over Huaining County, Tongcheng County, Qianshan County, Taihu County, and Song County , Wangjiang County and other 6 counties. However, the establishment of Anqing Mansion in the provincial capital also has its own problems. First, Anqing Mansion is located in the southern part of Anhui Province, which is too far away for the prefectures and capitals of northern Anhui. Second, there is a dense water network around Anqing Mansion, making it difficult to expand the construction of the city. Especially in the late Qing Dynasty rule, building a railway was a difficult problem.

In 1912, after the fall of the Qing Dynasty, our country entered a stage of warlord melee. The continuous wars in various regions have caused great damage to the economies of all regions. In a blink of an eye, it was the early days of the founding of the People's Republic of China. As the situation stabilized, our country entered a stage of post-war reconstruction and resumption of production. At the same time, a series of projects were established in various parts of Anhui. Due to the need to manage localities, Anhui Province was once divided into Northern Anhui Administrative Office Area and Southern Anhui Administrative Office Area. Among them, the northern Anhui administrative area is located in Hefei, and the southern Anhui administrative area is located in Wuhu.

With the needs of economic development, overly complex zoning is not conducive to economic construction. In the early 1950s, the administrative districts of Northern Anhui and Southern Anhui were merged into Anhui Province. The provincial capital was established in Hefei. Subsequently, a series of special zones were established in Anhui Province, such as Suzhou special zone, Fuyang special zone and so on. Initially, Anqing prefecture governed 1 county-level city and 8 counties, namely: Anqing City, Tongcheng County, Huaining County, Tonglu County, Qianshan County, Taihu County, Susong County, Wangjiang County, Yuexi County.

In 1951, Tonglu County was renamed Hudong County. In 1952, the jurisdiction of Anqing Prefecture was further expanded, and 13 counties were under its jurisdiction, namely: Tongcheng County, Huaining County, Hudong County, Qianshan County, Taihu County, Susong County, Wangjiang County, Yuexi County, Guichi County, Dongliu County, to De County, Qingyang County, Tongling County. In the same year, the county-level city of Anqing was promoted to a prefecture-level city, standing side by side with Anqing Prefecture. In fact, this situation was very common in the 1950s and 1960s.

such as Kaifeng City and Kaifeng Special Zone in Henan Province, Baoding City and Baoding Special Zone in Hebei Province,This is the case. These three cities are the original old provincial capitals. In July 1955, Hudong County was renamed Zongyang County. In 1958, in the then regional adjustment, Anqing Prefecture merged with Anqing City. However, this situation only lasted for one year. In 1959, Anqing City and Anqing Special Zone were established again. In 1965, Anqing City was downgraded to a county-level city and included in the management of Anqing Prefecture.

In the same year, Chizhou Prefecture was re-established. Guichi County, Dongzhi County , Qingyang County, and Tongling County under the jurisdiction of Anqing Prefecture were put under the management of Chizhou Prefecture. In the late 1960s, after all the prefectures in our country were renamed regions, the Anqing prefecture was renamed Anqing area. At this time, the Anqing area has jurisdiction over Anqing City, Tongcheng County, Zongyang County, Huaining County, Wangjiang County, Susong County, Taihu County, Yuexi County, Qianshan County and other places, a total of 1 county-level city, 8 Counties.

In the late 1970s, with the continuous economic development, in order to adapt to the needs of the times, the regions under the jurisdiction of my country's provinces have been gradually adjusted to prefecture-level cities. In addition, some counties have been upgraded to county-level cities, and the scope of relations between some prefecture-level cities has been further expanded. In 1979, Anqing City was promoted to a prefecture-level city for the second time, and Anqing prefecture-level city and Anqing area were side by side. In 1988, the Anqing area was abolished, and the eight counties under its jurisdiction were put under the management of Anqing prefecture-level city. At the same time, Anqing prefecture-level city established three districts: , Yingjiang District , Daguan District, and suburban districts.

In 1996, Tongcheng County in Anqing City was revoked and the Tongcheng county-level city was established. At this time, Anqing City has jurisdiction over 3 districts, 1 county-level city, and 7 counties, for a total of 11 districts and counties. With the continuous development of Anqing City, the urban population has further increased and the urban area has further expanded. In 2005, the suburbs of Anqing City were revoked and Yixiu District was established. In 2015, according to management needs, Zongyang County of Anqing City was placed under the management of Tongling City. In 2019, Qianshan County was revoked, and Qianshan county-level city was established.

As of this time, the division of 3 districts, 2 county-level cities, and 5 counties in Anqing City has been completely formed. A total of 10 districts and counties, namely: Yingjiang District, Daguan District, Yixiu District, Qianshan City, Tongcheng, Huaining County, Wangjiang County, Susong County, Taihu County, Yuexi County . Of course, with the need of economic development, Anqing City has successively established several economic development zones and development zones. However, these districts have special circumstances and are generally not counted.

There are many more stories about the adjustment of regional divisions in our country. The author will talk slowly with you in future articles.
