In the previous article, the author and you talked about a series of stories about the adjustment of prefecture-level urban planning in Shandong Province, such as Qingdao City, Weifang City, Linyi City, and so on. Today, let’s talk about Dezhou City in the northwestern part of Shandong Province. Dezhou City is adjacent to Hebei Province and has 11 districts and counties under its jurisdiction, with a total population of more than 5.6 million. A question arises. How did the division of the 11 districts and counties of Texas come into being? Today, we will talk about this issue.
First, let’s talk about Shandong Province. Shandong Province is an important province in my country, and it is also a province with a large economy, a large population, and a large food province. Shandong Province has a very complete range of industrial types, and its economic aggregate is second only to Guangdong Province and Jiangsu Province, ranking third in the country. Shandong Province has a total population of 101 million people, second only to Guangdong Province, ranking second in the country. Shandong Province has ample arable land, and large areas of wheat and vegetables are planted. It is called "the national vegetable basket ." For example, Shandong Province’s vegetables have always been famous.
Shandong Province has 16 prefecture-level cities, and Dezhou is one of them. Dezhou City is located in the northwestern part of Shandong Province, adjacent to Hebei Province. Therefore, there has always been a saying of "North Crossing". Dezhou has 2 districts, 2 county-level cities, and 7 counties, totaling 11 districts and counties. The total population is over 5.6 million, which is not small among the prefecture-level cities in Shandong Province. So, how did the division of the 11 districts and counties of Dezhou City come into being? Our country needs to look at the history of zoning in Shandong Province.
The geographical position of Shandong Province is very important. In the process of the ancient warlords' melee, they will definitely compete repeatedly for the Shandong region. For example, Cao Cao , after controlling the Shandong area, became the basis for Cao Cao to dominate the north. For the northern regime, it controlled the Shandong region, moved south to the Jianghuai region, and retreated to defend North China and the Central Plains. In that year, during the northern expedition of Zhu Yuanzhang ,The strategy of "controlling Shandong first and reducing most of its wings" was adopted.
Before the Yuan Dynasty, my country's successive dynasties basically followed the two-level division of state and county. In the middle of the 13th century, after the rise of the Yuan Dynasty in the north, within a few decades, the Dajin Kingdom, Xixia Kingdom , Dali Kingdom, Southern Song Dynasty and other regimes were eliminated successively, and a very large dynasty was established. However, with the expansion of the territory, the Yuan Dynasty also began to face various problems. The Yuan Dynasty lacked local management experience. Facing the densely packed hundreds of state capitals and thousands of counties, the Yuan Dynasty was a little confused.
The arable land, crops, and population situation in various places are complicated. Taking cultivated land as an example, cultivated land in various places is divided into more than 10 types, such as sandy land, muddy land, hilly land, and irrigated land. Each type is divided into upper, middle and lower levels. The situation of crops in various places is more complicated. Due to the different soil structure and climate, there are many types of crops planted, and there is a saying that whole grains have appeared. For such a complicated situation, the "man with a horse" has never experienced it.
Relying on the two-level division of states and counties in the Tang and Song dynasties, it has been unable to meet the needs of the Yuan dynasty. The 15 roads in the Tang Dynasty and the 23 roads in the Song Dynasty have their own problems. Finally, on the basis of the 23rd Road in the Song Dynasty, the Yuan Dynasty introduced the provincial system based on the mature framework of the Jin Guoxing Shangshutai. The Yuan Dynasty divided the country into 10 provinces, such as , Lingbei province , Liaoyang province, Sichuan province and so on. Each province has jurisdiction over various roads, each road has jurisdiction over various state capitals, and each state capital has jurisdiction under various counties, which is equivalent to a four-level division.
At that time, Shandong was placed under the direct management of China Bookstore. Although the Yuan Dynasty established the provincial system and laid the foundation for the province, it was not perfect. First, the zoning of the provinces in the Yuan Dynasty is unreasonable and management is very difficult. Second, the design of the local management agencies is unreasonable and overlaps with each other. At the end of Yuan Dynasty's rule, in view of the importance of Shandong, the Yuan Dynasty specially established Shandong Province. In 1368, Zhu Yuanzhang established after Ming Dynasty ,According to the actual needs of the Ming Dynasty, the division of various regions was further adjusted.
The third emperor of the Ming Dynasty Zhu Di During the reign of , with the move of the capital in the Ming Dynasty, the divisions of North and South Zhili and 13 provinces were gradually formed. I have to say that many divisions in our country were basically perfected during the Ming Dynasty. For example, Shandong Province, Zhejiang Province, Fujian Province, etc., are very close to the current zoning. In Shandong Province, a series of state capitals have been established, such as Jinan Prefecture , Yanzhou Prefecture , Dongchang Prefecture and so on. Among them, the counties under the jurisdiction of Dezhou City were under the management of Jinan Prefecture, Dongchang Prefecture and Hejian Prefecture of Beizhili at that time.
In the middle of the 17th century, after the Qing Dynasty gradually established its own rule, it further adjusted the division of various regions. In the end, a division of 18 provinces inland was formed. There have been some adjustments in the division of Shandong Province. The counties under the jurisdiction of Dezhou City were under the management of Jinan Prefecture and Wuding Prefecture in Shandong Province, and Tianjin Prefecture of Zhili Province at that time. The famous Beijing-Hangzhou Grand Canal flows through Shandong and Hebei provinces, and the two sides of the Grand Canal are intertwined. This is the cause of the subsequent adjustment of the division of the two provinces.
In 1912, after the fall of the Qing Dynasty, our country entered a situation of warlord melee. Due to the importance of the geographical location of Shandong Province, various warlords have repeatedly fought for it, and all parts of Shandong Province have been severely damaged. After droughts, locust plagues, and tidal disasters, all parts of Shandong urgently need to enter into recuperation. In a blink of an eye, the early days of the founding of the People's Republic of China, and as the country's situation gradually stabilized, our country began post-war reconstruction, resumption of production, and economic construction. At the same time, a series of important projects were constructed in various places in Shandong.
In Shandong Province, a series of special areas have been set up, such as Linyi special area, Tai'an special area, Jiaozhou special area and so on. In 1950, when the Dezhou prefecture was established, it had jurisdiction over Dezhou county-level cities and 16 counties. They are: Wuqiao County, Dongguang County, Nanpi County, Qingyun County, Ningjin County, Yanshan County, Leling County, Shanghe County span14span, Linyi County, Jiyang County, Deping County, De County, Pingyuan County, Yucheng County, Qihe County, Ling County, etc.
In 1952, due to the need to manage the Grand Canal, five counties in Hebei Province were included in Shandong Province. Among them, En County, Wucheng County, and Xiajin County are included in the management of Dezhou Prefecture. At the same time, Wuqiao County, Dongguang County, Nanpi County, Qingyun County, Ningjin County, and Yanshan County under the jurisdiction of Dezhou Prefecture are also included in Hebei Province. Coupled with the abolition of Lingxian County, Dezhou Prefecture now has 1 county-level city and 12 counties under its jurisdiction. After the Dezhou prefecture was abolished in 1956, the counties under its jurisdiction were divided into the Liaocheng prefecture and the Huimin prefecture.
It must be said that in the 1950s and 1960s, the transportation and communication conditions were limited, and there were too many counties under management, which was not conducive to management. Therefore, in 1961, the Dezhou prefecture was re-established and governed 10 counties including Leling County, Linyi County, Shanghe County, Jiyang County, Qihe County, Pingyuan County, Xiajin County, Wucheng County, and Yucheng County. And 1 county-level city. In 1964, in the second round of regional adjustment between Hebei Province and Shandong Province, Ningjin County and Qingyun County were put under the management of Dezhou Prefecture.
At this time, Dezhou Prefecture has jurisdiction over 1 county-level city and 12 counties. In the late 1960s, after all the prefectures in our country were renamed regions, the Texas prefecture was renamed 德州区 ,The zoning remains unchanged. In the early 1980s, with the continuous economic development, in order to meet the needs of the development of the times, many provinces in our country have successively changed to prefecture-level cities. At the same time, the divisions of many prefecture-level cities have been further expanded.
In 1989, Shanghe County, Jiyang County, and some townships in Qihe County in Dezhou area were put under the management of Jinan City. The Dezhou area has one county-level city and 10 counties under its jurisdiction. In 1994, the Dezhou area was abolished and the Dezhou prefecture-level city was established. Dezhou county-level cities were abolished, and Decheng District was established. As for the original 10 counties under its jurisdiction, they are under the management of prefecture-level cities in Dezhou. With the continuous development of Dezhou City, the urban population has grown and the urban area has expanded. In 2014, Lingxian County was revoked and Lingcheng District was established.
As of this time, Dezhou has formed a division of 2 districts, 2 county-level cities, and 7 counties, totaling 11 divisions. They are: Decheng District, Lingcheng District, Yucheng City, Leling City, Linyi County, Pingyuan County, Xiajin County, Wucheng County, Qingyun County, Ningjin County, Qihe County. Among them, the correlation between Qihe County and the provincial capital Jinan City has always been very high.
There are many more stories about the adjustment of various regions in our country. The author will chat with you slowly in future articles (the author has no other account, please pay attention).
