In 1982, Liu Jingru was transferred from Taixi Hospital to Qingdao to be the vice president of the traditional Chinese medicine hospital because of his outstanding business. In 1984, he was transferred to the position of director of Qingdao Municipal Health Bureau until he retired.

Looking back on the changes in the development of medical science in Qingdao over the years, Mr. Liu Jingru was filled with emotion.

Qingdao's medical level was very good in the 1930s and 1940s. Due to the special era, coupled with the loss of talents and insufficient capital investment, the medical level dropped sharply. "When I first arrived at the Health Bureau, the hospital's equipment was very backward. I had to go to the Ministry of Health and the Ministry of Finance to ask for money from the central government every day."

Nowadays, Qingdao has increased its investment in the medical system and expanded a large number of hospitals, which made Liu Jingru very pleased, "It is developing very fast now, and people are much more convenient and quick to see a doctor."
