Some people have asked such a question---It is not a war period, so why are there still spies? The logic behind this statement is: a country is not in a state of war now, so it does not need to send spies abroad.
This means that external intelligence work is simply understood as military intelligence work.
However, this is not the case.
In fact, in peacetime, a country sends spies abroad for at least five reasons:
1. Collect foreign scientific and technological intelligence: This can shorten the time of domestic scientific research work and save a lot of manpower, material resources and financial resources;
2. Collect foreign economic intelligence: This can make the country profit from international economic activities and ensure the country's economic security;
3. Collect foreign political intelligence: This can adjust its foreign policy accordingly, which is conducive to its international relations and international status;
4. Collecting counter-espionage intelligence: If you do not send spies to foreign countries, it does not mean that foreign countries do not send spies to you. Therefore, you need to actively infiltrate foreign intelligence agencies to understand how they collect your intelligence, which intelligence they collect, which spies they sent, who have sent over, etc., in order to prevent and counter foreign espionage activities;
5. Collecting foreign military intelligence: Even permanently neutral countries like Switzerland and Austria need to collect foreign military intelligence and war potential intelligence. The reason is the same as in the previous article: If you don’t start a war against others, it does not mean that others don’t start a war against you. So you must prepare for the future so as not to be caught off guard. War cannot be crammed at the moment.
No country in the world will not send spies abroad just because they do not fight.
