On the afternoon of August 4, 1949, Cheng Qian and Chen Mingren announced the uprising, and Hunan was thus peacefully liberated. Later, Chen Mingren's troops were reorganized into the 21st Corps of the People's Liberation Army, and the rebel general Tang Boyin was appointed as the senior officer of the corps.

Tang Boyin is from Xiangtan, Hunan. When he was a child, he suffered a lot because his family was poor. During the Red Army period, he led his troops to besiege the Red 7th Army established after the Baise Uprising, causing considerable losses to the Red Army.
