◆ Airworthiness certification mainly includes model certificates, production licenses and airworthiness certificates
◆ “This time, the C919 aircraft obtained the model certificate means obtaining the 'access certificate' to enter the civil aviation market.”
◆ “Usually, civil aircraft need to complete the aircraft delivery and operation preparations from airworthiness certification to entering commercial passenger operation.”
On September 29, Beijing Capital International Airport , the Civil Aviation Administration of China issued C919 aircraft model certificates to Commercial Aircraft . What is the
model certificate? What does C919 evidence collection mean? When will passengers board the C919 plane? In this regard, a reporter from "Xinhua Viewpoint" interviewed Yang Zhenmei, Director of the Aircraft Airworthiness Certification Department of the Civil Aviation Administration.

【What does it mean to obtain a model certificate of conformity in C919? 】
"The most important thing for civil aircraft is safety. In order to judge whether the aircraft is safe, the international practice is to pass legislation, and the government conducts airworthiness management to confirm the safety of the aircraft." Yang Zhenmei introduced that airworthiness evidence collection is a national statutory requirement, a prerequisite for civil aviation aircraft to enter the market, and a safety guarantee for public aviation travel.
It is reported that airworthiness certification mainly includes 3 documents. First of all, designing civil aircraft requires obtaining a model certificate to show that the aircraft design meets airworthiness standards and environmental protection requirements. Secondly, the production of civil aircraft requires a production license to ensure that the mass-produced aircraft complies with the approved model design. On this basis, each aircraft also needs to obtain an airworthiness certificate, that is, a "permit flight certificate", to indicate that the aircraft is in a safe and available state.
It is understood that in the industry, model qualification certification is usually regarded as the most important "big test" before civil aircraft is put into market operation.
"This time, the C919 aircraft obtained a model certificate means that it has obtained an 'access certificate' to enter the civil aviation market." Yang Zhenmei said that this also marks that my country has the ability to conduct airworthiness certification for large passenger aircraft in accordance with internationally accepted airworthiness standards.
【How is the performance of C919 airworthiness certification? 】
On May 5, 2017, C919 successfully completed its first flight and then entered the test flight and evidence collection stage.
In the next five years, six C919 test flights have carried out test flights and evidence collection work in Yanliang, Shaanxi, Nanchang, Jiangxi, Dongying, Shandong, Xilinhot, Inner Mongolia, Turpan, Xinjiang, Dunhuang, Gansu, etc., and comprehensively carried out test flights of stall , power, performance, flight control, and icing subjects.
"In this process, the Civil Aviation Administration must confirm that the design of the C919 model complies with the requirements of the 25th "Airworthiness Standards for Transport Aircraft" of as well as noise and emission environmental protection requirements, etc., involving a total of 495 specific clauses." Yang Zhenmei said.
Take natural icing certification test flights as an example. The airworthiness standard requires that the aircraft should be able to operate safely under the maximum icing state required by the regulations. At the beginning of this year, the C919 natural freezing test flight was conducted in Yanliang, Shaanxi. The bureau's test pilot flew the C919 test flight and chased Yunfei into the clouds, carrying the thick ice to conduct a series of test subjects. Finally, after hundreds of cloud penetrations, more than 70 test points including flight quality, wing anti-ice, power equipment, cockpit vision and other specialties and systems were successfully completed.
Yang Zhenmei said that in the process of airworthiness evidence collection, the Civil Aviation Administration conducted verification of various extreme natural environments such as high temperature, high humidity, high cold, strong wind and icy weather through evaluation methods such as data review, test sighting, manufacturing compliance inspection and certification and test flight, and conducted a comprehensive assessment of the safety, reliability, and environmental protection of C919.
Yang Zhenmei said: "It was finally confirmed that the aircraft model design meets the requirements of China's civil aviation regulations. The C919 aircraft is safe and environmentally friendly."
[When can passengers board the C919 aircraft?]
What are the important links in the commercial market from products to products?
"Usually, civil aircraft need to complete the aircraft delivery and operation preparations from airworthiness certification to commercial passenger operation." Yang Zhenmei said that from experience, the time experienced by different aircraft models is different.
reporter learned that the C919 aircraft currently has 28 customers and a total of 815 orders.COMAC is actively preparing for delivery of users and supporting operations. Yang Zhenmei said that after receiving the aircraft, the airline will complete the operation qualification approval according to relevant requirements and will be able to enter commercial passenger operation afterwards. How far is the
C919 aircraft going to the international market?
In this regard, Yang Zhenmei introduced that there are two situations in which the C919 aircraft goes to the international market. One is that it flies abroad as a registered aircraft in China, and the other is that it is sold abroad as an aircraft developed by China.
For flights abroad, as a member of the ICAO, my country has established an airworthiness certification system that meets the requirements of the International Civil Aviation Convention and its annexes. The airworthiness certificate issued by the Civil Aviation Administration of China can be recognized by other ICAO member countries. Chinese airlines can operate C919 aircraft registered in China and have a Chinese airworthiness certificate to fly around the world.
For sale abroad, according to international practice, exported aircraft should meet the airworthiness requirements of the importing country. On the basis of obtaining the airworthiness approval of the Civil Aviation Administration of China, the C919 aircraft can obtain airworthiness approval from the imported National Aviation Administration through bilateral airworthiness. At present, China has signed bilateral airworthiness agreements with 32 countries and regions including the United States and Europe, providing a good bilateral environment for domestic civil aircraft to enter the international market.
"Next, the Civil Aviation Administration will do its best to support the export of domestic civil aircraft and help domestic civil aircraft go global." Yang Zhenmei said.
