The commanders were Su Yu and General Chen respectively. Song Shilun was the chief of staff in Shanye at that time. He had heard of Su Yu's name, but the two had never had a deep intersection.
It was not until early 1947 that the Party Central Committee ordered Chen Lao's headquarters to merge with Su Yu's headquarters into East China Field Army to implement the strategy of "developing northward and defending southward".
