On December 2, 2022, Canadian Immigration Minister Sean Fraser announced that Canada will expand the application qualification for the Open Work Permit (OWP) to the spouse of the Canadian Open Work Permit holder. In layman's terms, the spouse of the open work visa holder can now apply for an open work visa.

Under this policy, international students are eligible to apply for an open work visa for their spouse outside of Canada without restrictions on employers and jobs.
So what is an open work visa?

Usually, a work visa is issued for a specific job of a specific employer. For example, a type of Canadian immigration that is now very well-known - an employer guaranteed immigration. Open work visas allow foreigners to work legally for any employer in Canada, with no restrictions on jobs.
