Every year, the Immigration, Refugees and Citizenship Canada (IRCC) will release an immigration level plan as a guide to how many immigrants are allowed to come to Canada every year. It includes the immigration breakdown of economic, family and humanitarian programs over the next three years. This year it will show forecasts for 2023, 2024 and 2025.
Under Canada’s main immigration law, Immigration and Refugee Protection Act (IRPA), the government must issue this announcement before November 1 of each year. This is the second immigration level program announced in 2022, the first time in February following the latest federal election on September 20, 2021.
Why are there two announcements this year?
2022-2024 plans will not be announced until February 2022, rather than the plans originally scheduled to expire on November 1, 2021. After the elections ended, the parliament did not resume meetings until November 22, 2021, and only held 19 days since then, until the holiday began. In these cases, under the IRPA, the plan must be announced within 30 days of reconvening the Parliament. In this case, the Parliament resumed its meeting in mid-January 2022.
Now the parliament is in full swing, and the government will continue to release the latest immigration level plan as planned.
Current Immigration Level Plan
Under the 2022-2024 Immigration Level Plan, Canada’s goal is to bring 431,645 new permanent residents through all immigration categories in 2022. This goal has steadily increased to 2024, with a total of 451,000 new permanent residents.
By 2022, Canada has welcomed more than 300,000 new permanent residents. Most of them come from economics courses. The target of economic immigration in 2022 is 241,850, accounting for about 60% of the total number of immigrants. The 2022 plan also targets 105,000 family immigrants and 8,250 refugees and humanitarian immigrants.

Usually, immigration level plans contain new growth and are currently at the highest level ever. For example, less than 10 years ago, the overall target for 2016 was 250,000 immigrants. In 2021, even during the uncertainty brought by the pandemic, the IRCC broke the record of the largest permanent residents, totaling more than 405,000 people.
The current overall target for 2023 is 447,055 people, and then slightly increased to 451,000 people in 2024.
IRCC works with various other government departments and stakeholders to develop an immigration level plan that balances how permanent residents are allocated in each category and follow-up plan.
