Kazakh President Qasim-Jomart Tokayev noticed this issue and on the 27th he said his decision to discuss with Russia the issue of Russians arriving in Kazakhstan: "In recent days, many people from Russia have come to us. We must take care of them and ensure their safety. This is a political and humanitarian issue. I have instructed the government to take necessary measures. We will hold talks with the Russian side and will resolve this issue for the benefit of our country."
Tokayev pointed out that people from abroad will receive help, but there will be no additional discounts. "All work will be carried out in accordance with the law and our obligations." Kazakhstan has a clear opposition to Russia's recent referendum held in the Donbas region. Tokayev's speech particularly emphasized, "The territorial integrity of all countries should be unshakable, and in his opinion, this is a key principle."
Early, Kazakh Prime Minister Ali Khan Smerov directed Russians entering the country to register and resolve labor issues in order to prevent the growth of social tensions in the region.
