According to media reports on September 6, Ontario is preparing to align the Ontario Immigration Nomination Program (OINP) with the new 2021 National Occupational Classification (NOC) system.
The new NOC system has been used by the Employment Development Agency of Canada (EDSC) and Statistics Agency of Canada (StatsCan), and the Immigration, Refugees and Citizenship Canada (IRCC) will implement the system in November.
This move will affect OINP by changing which professions meet the qualifications of each program. For example, Ontario’s Provincial Nomination Program (PNP) requires job opportunities or work experience in NOC skill type 0, A, or B, and will be TEER 0, 1, 2, or 3.
"For OINP's employer job opportunities demand skills, job opportunities were previously required in a specific NOC skill level C or D occupation, and now the program will require job opportunities in a specific TEER 4 or 5 occupation under NOC 2021," the amendment says. "Under NOC 2021, some occupations will change the NOC tag, which will have an impact on what categories they are eligible for."
The full details of the NOC 2021 system are available on the Statistics Canada website and the IRCC website. OINP said it will also release updates on its website.
Ontario also proposes to require employers to work opportunities Foreign workers abortion applicants with Canadian Language Baseline (CLB) Level 5 or above. The province said the addition of new language standards would be in line with “the program’s interest in promoting successful employee integration and hopefully better protect applicants and OINPs from false statements and other program integrity issues.”
Educational standards for international student flows for employers’ job opportunities are also yet to be discussed. Ontario wants applicants who hold a certificate of at least one year to meet the Ontario University Graduation Certificate Standards defined under the Ontario Qualification Framework. "This amendment is expected to provide clear information and relieve their burden for international student flow applicants who hold a one-year certificate."
Lastly, Ontario wants to change the minimum amount of OINP administrative fees.
The public can view the amendment at the Ontario Regulatory Registration Office. Ontario will accept feedback on the proposed changes by October 21, 2022.
NOC 2021 will affect the qualification for rapid entry
IRCC is expected to implement NOC 2021 on November 16. Changes in careers that meet the Fast Track qualification will therefore affect the qualification of the Ontario Fast Track PNP.
By the proposed regulatory changes, the following 16 A profession will be eligible for a fast track:
Salary Administrator
Dental Assistant and Dental Laboratory Assistant
Nurse Assistant, Nursing and Patient Services
Pharmaciation Technical Assistant and Pharmacy Assistant
Primary and Secondary School Teacher Assistant
Shetmaster and bailiff
Regulators
Law enforcement personnel and other supervisors
Beauticians, electrical scientists and related professions
Residential and commercial installers and service providers
Residential and commercial installers and service providers
Pest Controller and Fumigator
Other Repairs and Service Providers
Transport Truck Driver
Bus Driver, Subway Operator and Other Transportation Operator
Heavy Equipment Operator
Fly Assembler and aircraft assembly inspector
Instead, through the Ontario immigration nomination program, these three professions will become unqualified as a result:
Other performers
Project leaders and lecturers in entertainment, sports and fitness
Tailors, tailors, fur merchants and milliner
The above professions will continue to meet other programs with broader job qualification requirements, such as some PNP project.
