What is the Counter-Terrorism Law?

"Counter-Terrorism Law of the People's Republic of China" is referred to as the "Counter-Terrorism Law". Release on December 27, 2015 and implemented on January 1, 2016. It is a comprehensive law that comprehensively and systematically stipulates relevant work systems, mechanisms and means and measures, and is the basic law of anti-terrorism work.

This law is formulated in accordance with the Constitution to prevent and punish terrorist activities, strengthen anti-terrorism work, safeguard national security, public security and people's lives and property.

Terrorism includes the following acts of terrorism:

. Organize, plan, prepare to implement, implement activities that cause or intend to cause serious social harm such as casualties, major property losses, damage to public facilities, and chaos in social order.

. Promote terrorism, incite terrorist activities, or illegally hold items that promote terrorism, and force others to wear clothing and logos that promote terrorism in public places.

. Organize, lead, and participate in terrorist activities.

. Provide information, funds, materials, labor, technology, places, etc. for terrorist activity organizations, terrorist activists, conducting terrorist activities or training on terrorist activities.

. Other terrorist activities.

3 1. Assist and cooperate with relevant departments in carrying out anti-terrorism work.

. Clue report: If a person is found to be suspected of terrorist activities or suspects of terrorist activities, he/she should report it to the public security organs and relevant departments in a timely manner.

Telecom business operators and Internet service providers: (1) Provide technical support and assistance such as technical interfaces and decryption to relevant departments; (2) Information containing terrorist or extremist content should be stopped immediately, relevant records should be kept, relevant information should be deleted, and relevant information should be reported to the public security organs or relevant departments.

Of course, there are also logistics, finance, transportation and other industries and relevant departments that should implement information registration, supervision and inspection, and prohibit transactions.

If the personal safety of the person or his close relative is in danger due to reporting and stopping terrorist activities, testifying in terrorist crimes, or engaged in anti-terrorism work, the personal safety of the person or his close relatives shall be in danger upon application, and the public security organs and relevant departments shall take one or more of the following protection measures:

. Do not disclose personal information such as real name, address, and work unit.

. Specific people are prohibited from contacting protected persons.

. Take special protection measures for personal and residential properties.

. Change the name of the protected person and re-arrange the residence and work unit.

. Other necessary protection measures.
