All units should further improve their political stance, unify their thoughts and actions with the decisions and deployments of the Party Central Committee, adhere to the people-first and life-first, adhere to the ninth edition of the prevention and control plan, implement the twenty optimization measures, and implement the requirements of the "Notice", and do a better job in transportation-related work in the prevention and control of the new crown pneumonia epidemic. The following notice is hereby notified:First, optimize nucleic acid testing inspection measures. will no longer check the negative nucleic acid test certificate and health code for passengers traveling across regions through roads, waterways, buses, and taxis (online car-hailing). will cooperate with the local joint prevention and control mechanism to cancel the implementation inspection.
The second is to ensure orderly transportation services. Implement the requirement that "non-high-risk areas shall not restrict the flow of personnel, shall not suspend work, production or business", and shall not arbitrarily suspend or restrict passenger transport services in non-high-risk areas. Under the leadership of the local joint prevention and control mechanism, we will provide emergency travel services in high-risk areas.
The third is to ensure smooth traffic and logistics. Cooperate with relevant departments to implement the implementation of the "removal inspection points of highways, waterways and ship locks" that should be withdrawn, and vehicles and ships shall not be restricted at will. shall not shut down the expressway service area , port terminal, railway station , air airport and postal express distribution center without authorization on the grounds of epidemic prevention and control. is strictly prohibited from blocking or closing highways, ordinary roads, and waterway locks without authorization.
Fourth, strengthen the protection of practitioners. carefully organizes the inclusion of front-line transportation and logistics practitioners in the "whitelist" management, and urges personal protection, vaccination and health monitoring. Antigen testing can be carried out according to the needs of epidemic prevention work. Nucleic acid testing will be carried out in accordance with relevant regulations for practitioners in high-risk positions, and other personnel are willing to be tested.
Fifth is to maintain normal production work order. All relevant units should work with relevant departments to supervise and guide key passenger and freight hub stations, trunk roads, trunk waterways, navigable buildings, highway (water) service areas and other management units, port enterprises, transportation enterprises, etc., optimize and improve the emergency plan for practitioners to be infected with the new coronavirus, strengthen personnel management, and improve response and disposal measures to ensure that work is not messy and services are continuous.
All units must strengthen their work responsibilities, resolutely correct simplification, "one-size-fits-all" and adding layers of measures, opposes and overcomes formalism and bureaucracy, scientifically and accurately implements transportation measures for epidemic prevention and control, effectively solves prominent problems in prevention and control, and coordinates the prevention and control of epidemics, logistics, smooth logistics, and safe production. In the next step, our department will implement the decisions and deployments of the CPC Central Committee and the State Council and the relevant requirements of the Joint Prevention and Control Mechanism of the State Council, dynamically optimize transportation epidemic prevention and control measures, protect people's life safety and physical health to the greatest extent, and minimize the impact of the epidemic on economic and social development.

The Ministry has revised and formed the "Guidelines for the Prevention and Control of the New Coronavirus Pneumonia Epidemic (Tenth Edition)" (hereinafter referred to as the "Guidelines"), which is now issued to you, please organize and implement it carefully.
The Guidelines have integrated and optimized the normalized epidemic prevention and control requirements for passenger stations and transportation vehicles and epidemic prevention and control requirements in risk areas, and implemented "one industry, one table". The main revisions are: combined with the new requirements for demarcation of high-risk areas, and canceled the requirements for suspending the operation of passenger stations in high-risk areas and passenger services entering and leaving high-risk areas; deleted the requirements for cross-region travelers to check negative nucleic acid test certificates, health codes and "land inspection"; canceled the requirements for road passenger passenger information registration; canceled the requirements for controlling the concentration of passenger stations in low-risk areas and passenger loading rates of transportation vehicles, and clearly guided passengers to wait for the bus and sit in dispersed manner when conditions are met; optimized the requirements for emergency plans and emergency responses to sudden outbreaks; optimized the requirements for disinfection and cleaning frequency of urban rail transit; refined the relevant content of epidemic prevention publicity.
Local transportation authorities should further improve their political stance, unify their thoughts and actions with the decisions and deployments of the Party Central Committee, and strictly implement various optimization measures and the requirements of the "Guidelines" to further improve the scientificity and accuracy of epidemic prevention and control in the industry. must strictly implement the relevant requirements that "non-high-risk areas shall not restrict the flow of people, shall not suspend work, production, or business", shall not suspend passenger services at will, and under the leadership of the local joint prevention and control mechanism, the front-line personnel of transportation services shall be included in the "whitelist" management, and shall efficiently coordinate epidemic prevention and control and stable operation of the industry. At the same time, it is necessary to supervise and promote Beijing road passenger transport operators to implement the relevant regulations of the capital's strict joint prevention and control coordination mechanism on the entry (return) to Beijing by personnel. During key periods such as Spring Festival travel and holidays, local transportation authorities should, in accordance with the requirements of the local joint prevention and control mechanism and according to local actual conditions, promptly optimize and improve epidemic prevention and control measures for passenger stations and transportation vehicles, appropriately encrypt the frequency of disinfection and ventilation, and adopt antigen detection or appropriate encrypt the frequency of nucleic acid detection to improve the sensitivity of epidemic monitoring and early warning for practitioners in high-risk positions.
The optimization and adjustment of epidemic prevention and control policies for railways, civil aviation, postal areas, stations and transportation vehicles shall be carried out by the State Railway Administration, the Civil Aviation Administration of China, and the State Postal Administration respectively.
