coordinate the promotion of the " license separation " reform, open a "enterprise start-up zone", launch the first free seal engraving service for newly established enterprises, implement one-window acceptance, one form filling, and backend circulation of enterprise start-up; relying on the "one-stop service" service platform, Inner Mongolia e-registration, and "Mengsuban" APP, vigorously promote the use of electronic business license , promote "intelligent approval without human intervention" and "apply completion", and offline processing of enterprise start-up is compressed to 1 working day, and online processing is compressed to 0.5 working days. Since the beginning of this year, 352 new enterprises have been established, including 290 electronic registrations throughout the process, 13 intelligent approval registrations without manual intervention, and the enterprise electronic registration rate has reached more than 86%. At the same time, we have strengthened the "government-bank cooperation" business and signed cooperation agreements with three banks including Eqianqi Rural Commercial Bank to provide registration services for market entities .
02 Realizes "zero fees" for enterprise establishment
Free engraving of official seals, financial seals, invoice special seals, and legal person seals for newly established enterprises through government procurement services, saving more than 600 yuan in enterprise start-up costs. At the same time, providing enterprise business license free delivery service to achieve "zero fees" for enterprise establishment. Up to now, a total of 501 newly established enterprises have been engraved with free official seals, and the free purchase price has been reduced by more than 300,000 yuan.
03 Continue to deepen the reform of separation of certificates and licenses
conscientiously implement the "Reform Plan for the "Separation of Certificates and Licenses" for business licenses related to enterprises in the Etok Qianqian Banner Market Supervision Department". In the reform matters, food business licenses (only selling pre-packaged food ) are approved and registered, and no food business licenses will be issued. Since this year, a total of only 132 pre-packaged foods have been registered.
04 It is more convenient for enterprise exit
to accept cancellation services centrally by opening a special window for cancellation. Relying on the Autonomous Region’s “One-Selection Service Platform for Enterprise Deregistration”, we will implement the “zero-meet” cancellation model of enterprise deregistration guidance, one-stop publicity, one-stop tracking, one-stop service, and one-stop feedback, so as to reduce the time limit for enterprise deregistration to within 20 working days. Since the beginning of this year, a total of 117 enterprises have been cancelled, of which 85 have been simply cancelled.
05 Comprehensively promote the widespread application of electronic business licenses
guides enterprises to download and use electronic business licenses, strengthen departmental connections, and implement the "one-license service" of electronic business licenses, realize the widespread application of electronic business licenses in the fields of licensing approval, government services, financial services, business activities, etc., and continuously expand the function of electronic business licenses. Since the beginning of this year, more than 800 new market entities have been guided to download electronic business licenses.
