Since the German Chancellor Scholz visit China, relations between the two countries have improved, but considering the complex ruling environment within the German government and the fierce party struggles, the development of Sino-Germany relations is destined not to be smooth.

According to Global Network , the Ministry of Economic Affairs, led by the German Green Party, issued a strategic document involving China, planning to put forward new requirements for German companies with strong business in China and reduce political support for Sino-German economic projects. The document said that while China has reduced its dependence on Europe, the dependence of EU and Germany on China has increased. In 2021, Germany's total imports from China reached 142 billion euros. In addition, Germany is particularly dependent on China in the automotive industry and other fields.

The document also claims that according to German Ministry of Economic Affairs officials, China will "recover Taiwan" by 2027 at the latest. Given the current economic ties between China and Germany, it is not ruled out that Germany will be "threatened". In order to deal with this possible situation, German Economic Minister Habek said that he hopes to implement relevant measures as soon as possible, focus on developing relations with alternative markets such as Asia-Pacific, Latin America, and Africa, and no longer provide development loans to China from the latest 2023.

China has always opposed the politicization of economic and trade issues, and the Taiwan issue is China's internal affairs. China does not allow external forces to intervene, nor will it take the initiative to involve external forces. The German Ministry of Economic Affairs' so-called "threat" may be purely caused by ideological bias, and wants to undermine cooperation between China and Germany.

Also worth noting is that the report disclosed by foreign media has a description: "This 100-page document is not coordinated with the German federal government." This sentence shows that this strategic document was planned by the Green Party and did not even coordinate and communicate with the federal government. This not only highlights the drawbacks of the joint rule of the three parties in Germany, but also shows that the attitudes towards China are different among the parties.

Among them, the Green Party led by Bell Burke has long advocated based on values and adopted a tough policy towards China. The Green Party has made a hindrance from it more than once, slandering China and Germany. After Pelosi fled to Taiwan, China announced a countermeasure, and Bellboke claimed that if a conflict broke out in the Taiwan Strait, Germany would "help Taiwan." In November, Bellbock colluded with foreign ministers of other G7 member countries to issue a joint statement urging China to abide by the " United Nations Charter ", avoid using "threat" or "violent" means to resolve Taiwan-related issues.

In comparison, the Social Democratic Party to which Scholz belongs is more rational in its policy toward China. As the deputy prime minister and finance minister of the former Prime Minister 1 Merkel period, Scholz is more willing to inherit Merkel's political legacy and adopt a foreign policy based on interests and compromise in dealing with conflicts in relations with China. It is precisely based on this political view that Scholz's journey to China was promoted.

When Germany formed a three-party government, it proposed an important agreement, that is, the policy on China must follow the Sino-German government consultation mechanism under multi-party discussions in order to determine the specific content. However, in this strategic document led by the Greens, it is rare to consult with the federal government, which shows that the SPD and the Greens have irreconcilable divisions in terms of China's policies.

Since Scholz visited China, the Green Party has repeatedly shown its tough stance against China. Some analysts believe that this is a political means by the German government to be a red face and the other to be a black face, but now it seems that this is not the case. It is a real difference in the attitudes towards China and China between the two parties. As for what impact this difference will have on Sino-German relations, we must also observe what trends Scholz will have in the future.

As the core country of the EU, Germany's changes in its policies and policies towards China will also invisibly influence the EU's attitude. I hope Scholz can uphold the spirit of frankness and pragmatism, promote the steady and long-term development of China-Germany relations, and contribute the best efforts to the EU's strategic independence.
