Taiyuan City Notice on Orderly Removing Temporary Silent Management
Since this round of epidemic outbreak, our city has insisted on implementing the "New Coronavirus Pneumonia Prevention and Control Plan (Ninth Edition)" and The State Council Joint Prevention and Control Mechanism Twenty Measures to Further Optimize Epidemic Prevention and Control Work. With the joint efforts of the city's cadres and people, phased results have been achieved. After comprehensive analysis, the Municipal Epidemic Prevention and Control Command decided to orderly lift temporary silent management for Yingze District and Jiancaopiao District , which basically achieved social zeroing, from 0:00 on November 28. After the silent management is lifted, the "four-party responsibilities" of local, departments, units and individuals must be strictly implemented, and more efficient and precise control measures must be implemented to ensure that the epidemic does not rebound.
1. Strict management of entry and exit areas. Strengthen management of the boundaries between the areas where silent control is lifted and areas where silent control is not lifted. No cross-regional flow is allowed unless necessary, and cross-regional flow must be held with a valid certificate or pass. Except for high-risk areas in urban areas, all areas in urban areas must strictly implement the prevention measures of "personal protection and avoid gatherings".
2. Strengthen nucleic acid testing and epidemic prevention inspection. Employees in key industries are inspected once a day, and the majority of residents are inspected once a day. Public places must strictly implement epidemic prevention requirements such as wearing masks, temperature measurement, one scan and three checks (scan the place code, check health code, itinerary card, negative nucleic acid test certificate within 48 hours), and environmental ventilation and disinfection.
3. Strengthen basic living security. Pharmacies are open normally, and real-name sales registration for "one withdrawal and two anti-anti-deficit" drugs will continue to be carried out; basic livelihood service places such as farmers' markets, vegetable and fruit stores, and convenience stores will be open for flow restrictions. People’s livelihood security and material supply guarantee should maintain “two points and one line” management measures.
4. Orderly restore production and living order in the area. The hotel is open in an orderly manner, and dine-in is not available for the time being; open scenic spots and attractions are open for limited flow; non-essential places are not open for the time being. Enterprises strictly implement the procedures for resumption of work. Industrial enterprises, key projects, and construction sites that meet the management conditions can be built in closed-loop and produced and operated with the approval of the industry competent department. Social vehicles will pass normally within this area.
5. Strengthen personal protection. Please enhance your risk awareness, actively and consciously cooperate with relevant epidemic prevention and control measures, jointly create an epidemic-free environment, and make positive contributions to maintaining the normal economic and social order of our city.
