Based on the summary of the experience and lessons of previous local epidemic prevention and control work, combined with my country's prevention and control strategies and goals, we gather the wisdom of experts in prevention and control policy research in multiple fields to make adjustments. These versions of prevention and control measures are becoming more and more scientific, more perfect, and more accurate. Each version of the plan has withstood the test of time and the achievements have been obvious to all. Judging from the global epidemic prevention and control situation, the number of infections, the number of patients, the number of severe cases and the number of deaths in my country have remained at a low level, and the safety of people's lives and health have been protected to the greatest extent. Practice has fully proved that the epidemic prevention and control policies determined by the Party Central Committee are correct, scientific and effective. We have the foundation, conditions, confidence and ability to overcome the epidemic and transmission caused by the new coronavirus and achieve dynamic zeroing.

After research and demonstration, some measures of the ninth edition of the prevention and control plan were improved, and twenty optimization measures were formed. This is based on the grasp of the laws of virus mutation and transmission and the summary of prevention and control experience in various places in the past three years. It is a measure that seeks progress while maintaining stability, takes small steps, conforms to my country's national conditions, and is more scientific and accurate.
