"Ten Strict Prohibitions" mainly put forward specific requirements for market supervision personnel at all levels, clarify behavioral norms, draw discipline red lines, and build a solid line of defense for clean government.
"Ten prohibited" content is:
(I) Accepting gifts, gifts, red envelopes (electronic red envelopes), local specialties, precious specialties, consumption cards, securities, and banquets, tourism, fitness, entertainment, inspections and other activities that may affect the fair performance of official duties.
(II) It is strictly prohibited to provide or accept receptions beyond the standard or scope in official activities, or participate in organizing " One Table Meal " and illegal banquets for receptions in units and internal canteens of enterprises.
(III) It is strictly prohibited to interfere with and interfere with administrative licensing, administrative inspection, administrative supervision, , administrative law enforcement, government procurement, material supply, project construction and other matters.
(IV) It is strictly forbidden to commit fraud, take credit, seek benefits, receive benefits or accept unit, personal benefits and illegally designate third-party service agencies in administrative supervision services such as certificate processing, access and operation, bidding and procurement, certification inspection, approval and evaluation, supervision and sampling, award declaration, law enforcement inspection, case investigation and handling.
(V) It is strictly forbidden to directly or indirectly disburse or reimburse the expenses that should be borne by the unit and individual, purchase at a price significantly lower than the market or sell corporate products and services at a price significantly higher than the market, and use work convenience to borrow, borrow cars and other items from the regulatory service objects and their relatives.
(VI) It is strictly forbidden to ignore the interests of the supervisory service objects and the reasonable demands of the people, be indifferent to the problems reported by the supervisory service objects and the masses, act indifferently, act slowly, act arbitrarily in work, shirking responsibility, and perfunctory responsibilities.
(7) It is strictly forbidden to participate in shares, work, or receive compensation, bonuses, and allowances in regulatory service enterprises in violation of regulations, or to charge consulting fees, expert fees, service fees, etc. from enterprises in the name of serving as consultants, experts, etc.
(VIII) It is strictly forbidden to use positions or power to influence relatives and specific relatives to facilitate production and operation activities, seek benefits, or damage the legitimate rights and interests of other regulatory service objects and the masses.
(9) It is strictly forbidden to hold weddings and funerals, housewarming banquets, school entrance banquets, birthday banquets, etc., or to hold banquets in batches, small scales, and multiple locations, and accept money and goods from subordinates, interested units and individuals.
(10) It is strictly prohibited to enter and exit private clubs, accept or hold private club membership cards, and participate in "pornography, gambling and drugs", and engage in activities that violate social morality, professional ethics, and family virtues.
Shaanxi Provincial Market Supervision Bureau requires party organizations at all levels in the system to effectively implement the main responsibility of comprehensively and strictly governing the party, and strive to strengthen the education, management and supervision of the vast number of party members, cadres and staff, and ensure that pressure is transmitted, responsibilities are implemented, and regulations are implemented.
