Higher Notice on Optimization and Adjustment of Isolation Management Measures
New Coronavirus Pneumonia Prevention and Control Command Office at all cities at all levels, and the Provincial Coronavirus Pneumonia Prevention and Control Command Office member units:
To implement the State Council's joint prevention and control mechanism for the new coronavirus pneumonia epidemic joint prevention and control mechanism " on further optimizing the prevention and control measures for the new coronavirus pneumonia epidemic" Notice on scientific and accurate prevention and control work (Joint Prevention and Control Mechanism Zongfa [2022] No. 101) requires that the work is coordinated during the adjustment of isolation measures and the relevant work requirements are as follows:
1. Instant optimization and adjustment of four types of personnel health management measures
(I) Close contacts. has adjusted the management measures of "7-day centralized isolation + 3-day home health monitoring" to "5-day centralized isolation + 3-day home quarantine". During this period, the "One Code Pass" system will be entered in the isolation site, and red code management will be implemented, and no going out is allowed. On the first, 2, 3 and 5 days of centralized medical observation, nucleic acid test will be carried out once , and on the first and 3 days of home isolation medical observation, nucleic acid test will be carried out once nucleic acid test will be carried out once 1 and 3 days of home isolation medical observation.
(II) Spillover personnel in high-risk areas. has adjusted the management measures of "7-day centralized isolation" to "7-day home isolation". During this period, the community's "three-person group" is entered into the "one code pass" system, and red code management is implemented, and no going out is allowed. Nucleic acid tests were carried out once in the first, third, fifth and seven days of home isolation.
(III) Entry personnel. has adjusted the management measures of "7-day centralized isolation + 3-day home health monitoring" to "5-day centralized isolation + 3-day home quarantine". During this period, the "One Code Pass" system will be entered in the isolation site, and red code management will be implemented, and no going out is allowed. After the incoming personnel complete the quarantine at the first entry point, the destination shall not be quarantined repeatedly. One nucleic acid test will be conducted on the first, second, third and fifth days of centralized medical observation, and one nucleic acid test will be conducted on the first and third days of home isolation medical observation. Risk assessment is conducted for nucleic acid test Ct value 35-40 when incoming personnel are released from centralized isolation. If it is a previous infection, the "three-day inspection" will be conducted during home isolation. The community's "three-person group" will enter the "one code pass" system and perform red code management. You are not allowed to go out.
(IV) High-risk positions. When personnel in high-risk positions leave their posts for resuming, they will be adjusted from "7-day centralized isolation or 7-day home quarantine" to "5-day home health monitoring", during which yellow code management is assigned, and nucleic acid tests are carried out on the first, 3 and 5 days each, and in principle, the community will take home samples. Do not go out unless necessary. If you really need to go out, do not go to crowded public places or take public transportation.

2. Timely arrange for people who meet the conditions in the management to be released from isolation
For those who currently have 8 days of centralized isolation management and who meet the "person, thing, environment" nucleic acid test results for "person, thing, environment" will be lifted out of centralized isolation immediately; for those who have been centralized isolation management for 5 days but less than 8 days, and whose nucleic acid test results for "person, thing, environment" can be released from centralized isolation, and will continue to complete 1-3 days of home isolation after returning to the community. The close contacts of close contacts are no longer determined, and the close contacts of close contacts in the tube are immediately released from isolation.
333. Do a good job in the connection between people who have been lifted out of centralized isolation and transferring to home isolation
centralized isolation personnel fill in the destination information within 2 days after checking in, and the destination community will promptly confirm it after receiving the information. For those who have been centralized for 5 days, if the destination community confirms that the conditions for home isolation are met, the destination prevention and control command office will arrange a "point-to-point" closed-loop connection to the destination home isolation. They cannot take public transportation such as planes, trains, high-speed rail, buses, etc.; the local community "three-person group" urges the implementation of home isolation measures. If the conditions are not met, the three-day centralized medical observation will be completed in the original isolation site.
4. Effectively implement various risk prevention measures
all localities and departments should organize and implement it carefully in light of actual conditions, strengthen policy training, strength coordination and material guarantee. We will vigorously and orderly promote the optimization and adjustment of isolation and prevention measures, and resolutely correct the simplification, "one-size-fits-all" and increase the scale at all levels. If it is found that it does not comply with the current policy measures, it should be corrected in a timely manner and immediately corrected.
