On November 3, the Ningxia Hui Autonomous Region CPPCC held a democratic supervision consultation meeting on the construction of the "Great Wall, Long March , and the Yellow River National Cultural Park (Ningxia Section) project." The heads of relevant departments of the autonomous region, CPPCC members , and experts and scholars made suggestions on the implementation of the construction of the three major national cultural parks (Ningxia section) and the future planning direction.

In recent years, in accordance with the unified deployment of the central government on the construction of the Great Wall, Long March and Yellow River National Cultural Park, Ningxia has planned 89 key construction projects with a total planned investment of 2.3 billion yuan. Among them, 32 projects are included in the central budget of the Cultural Protection, Inheritance and Utilization Project in the "14th Five-Year Plan" period, and 6 projects are included in the national cultural park planning. "After review, the national ministries and commissions have included 26 national cultural park projects in our region in the national '14th Five-Year Plan' cultural protection, inheritance and utilization project reserve database, including 9 Yellow River National Cultural Park, 210 Great Wall National Cultural Park, and 7 Long March National Cultural Park." The head of the Autonomous Region Development and Reform Commission introduced.
"At present, we have started construction of 17 national investment projects, completed an investment of 270 million yuan, and the construction of the three major national cultural parks (Ningxia section) has achieved phased results." Yang Liu, deputy director of the Propaganda Department of the Autonomous Region Party Committee, added.
"The three major national cultural parks are mainly in construction. At present, they are relatively lagging in general, and there are very few iconic large projects." The focus of the meeting was on the speed of the construction of the three major national cultural parks (Ningxia section). The members believed that there were problems such as insufficient attention from local and departmental departments, inadequate coordination, inaccurate direction, and unbalanced work progress, especially in project promotion.
"Some projects involve red lines such as land, environmental protection, ecology, and cultural relics protection. The approval procedures are processed for a long time, and the construction plan is repeatedly adjusted, resulting in delayed start-up, slow payment of funds, and late entry into the unity, which has affected the progress of the project construction." Wei Zhong , deputy director of the Autonomous Region Department of Culture and Tourism, responded that the construction of the National Cultural Park will be comprehensively deepened in accordance with the two time nodes of basically completing the Great Wall, Long March National Cultural Park construction by 2023 and basically completing the construction of the Yellow River National Cultural Park by 2025.
