In order to thoroughly implement the "Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Carrying out Quality Improvement Actions" (Zhongfa [2017] No. 24) and the "Hefei Yaohai District Government Quality Award Management Measures", strengthen quality management, set quality benchmarks, and promote quality advancedness, with the approval of the district government, our district organized the review of the first Yaohai District Government Quality Award. The following notice is hereby notified on matters related to the application work:
1. Application time
from now until February 28, 2023.
2. Application conditions
(I) Enterprises applying for the Yaohai District Government Quality Award (hereinafter referred to as the application enterprise) shall meet the following conditions:
1. Register in the administrative area of Yaohai District for more than 3 years;
2. Those engaged in production and business activities have strong independent innovation capabilities, implement standardization strategies and brand strategies, outstanding corporate culture, excellent operating performance and social contribution, and their business scale and total asset contribution rate ranked leading in the region in the previous year; those engaged in non-profit business have their social contributions at the forefront of the industry;
3. Establish and implement an excellent performance management system, and the quality management system is sound. Has passed the quality management system certification or other related management system certification , introduced the excellent performance management system and operated for more than 3 years, with significant quality and efficiency;
4. Comply with the laws, regulations and policy requirements of industrial development, environmental protection, energy conservation and emission reduction, production safety, quality and other laws, regulations and policies, and have relevant qualifications or certificates;
5. Quality management has industry characteristics and enterprise characteristics, quality work has significant achievements, and continuous improvement effect is strong;
6. Actively fulfill social responsibilities, have good integrity records and social reputation;
7. Obtain relevant quality honors awarded by district-level and above competent departments or industry associations;
8. Obtain recommendations from industry departments of town and street development zones or district governments.
(II) If the applicant company has any of the following circumstances, its review application will not be accepted:
1. It does not comply with the national industrial, environmental protection, quality and other policies;
2. There have been major quality, safety, environmental protection and other accidents in the past three years, and related illegal and irregular behaviors;
3. In the past three years, its products, projects or services have been found to have serious quality problems in the national, provincial, municipal and district-level supervision and random inspections or supervision inspections;
4. There have been illegal and irregular behaviors related to tax in the past three years;
5. Production and operation organizations have suffered losses in the past three years;
6. Other acts that seriously violate laws and regulations.
3. Application materials
Application materials consist of declaration forms, organizational overview, self-evaluation report and empirical materials.
1. Application form: The applicant company should truthfully and completely fill out the "Yaohai District Government Quality Award Enterprise Application Form";
2. Organization overview: The content is provided in accordance with the requirements of GB/Z19579-2012 "Guidelines for Implementation of Excellence Performance Evaluation Guidelines". The number of words shall not exceed 3000 words;
3. Self-evaluation report: Detailed description of the time, process, practices, results and experience of importing excellent performance management (separate article); comparing the specific requirements of GB/T19580-2012 " Excellent Performance Evaluation Criteria ", each item is written from the three aspects of adoption methods, work development and implementation results, and a chart can be used. The number of words shall not exceed 50,000 words;
4. Empirical materials: Anyone involved in the declaration form and self-evaluation report must provide proof materials, including the company's basic information, materials related to the content in the declaration form, materials that reflect the company's management level and operating performance, and other materials that the company believes need to provide.
IV. Application procedure
(I) Application: The application company shall submit the complete application materials to the market supervision department of the town and street development zone where it is located before February 10, 2023 and the district industry supervisory department. Among them, the paper application materials are in six copies (double copies of empirical materials) and the electronic USB flash drive (including all materials) are in two copies. The originals need to be prepared for verification.
(II) Recommendation: After receiving the materials, the market supervision departments of each town and street development zone or the district industry authorities sign the recommendation opinion on the application and recommendation form and stamp it with the town and street development zone. After the official seal of the district industry authorities, they will report to the Quality and Technical Supervision Section of the District Market Supervision Bureau before February 28, 2023.
5. Work requirements
(I) attach great importance to it. All units are advised to attach great importance to the organization and publicity work of application, give full play to the role of local news media, widely publicize and mobilize, actively create an atmosphere, and truly recommend application projects with outstanding local achievements, significant quality and efficiency, and strong core competitiveness.
(II) Carefully check. The recommendation unit should carefully review and check the materials provided by the application company, and strictly review the authenticity of the application materials and whether they meet the basic application conditions, to ensure that all information is accurate and reliable.
