From nothing to something, digital empowerment is all-round

 The initial administrative approval service hall has almost zero intelligence due to the limitations of venue, technology and other conditions. In October 2020, the new government service center in Hongze District was fully launched. The total area of ​​the hall was 37,600 square meters. It was equipped with cloud desktop , number calling system, big data visual management platform, "good bad review" evaluator, smart workbench and other equipment. Digital government services were realized from scratch.

  Relevant person in charge introduced that by continuously strengthening the construction of platforms such as the Jiangsu Government Service Network Hongze flagship store, Huai'an Online Service Hall Hongze Branch, Hongze Assistant Agency, etc., 1,395 government service matters upon application in the district can be handled online throughout the entire process. Data shows that the online processing rate of government service matters today reaches 95.7%, which means that the proportion of handling matters is 99%. The full process and electronic registration online processing rate for new market entities exceeds 95%. Multi-department and multi-system linkage approval for engineering projects has achieved 100% full coverage.

 "Intelligent service" and "self-service service" are a major feature of related services. It is understood that in Government Service Center , the self-service form filling machine can realize the facial comparison information function, effectively preventing the business approval of fake certificates; the self-service certificate identification form is integrated with printing and storage, and the machine can automatically produce and fill in information and effectively store the information; the self-service drawing function greatly reduces people's errands and facilitates people to obtain the service content they need.

 In addition, Hongze District is equipped with 21 self-service smart terminals such as government affairs, taxation, and electricity in the hall, which can realize the functions of license inquiry (ID card, business license, driver's license, marriage certificate , etc.), online declaration, and can also self-service application and issuance of water and electricity bills, tax payment, entry and exit, business manufacturing and other businesses, providing all-weather and 24/7 services to enterprises and the public.

From traditional to simple, convenient for the people and enterprises to add vitality

 In September 2017, Hongze District carried out a pilot work on the reform of relatively centralized licensing rights at the provincial level. After two rounds of matter transfer, the Hongze District Administrative Approval Bureau reduced the initial 111 administrative licenses to 80 administrative licenses.

  According to the relevant person in charge of the Hongze District Administrative Approval Bureau, in recent years, the bureau has simplified acceptance and approval, sorted out and standardized 96 retained certificate matters, and involved 156 service matters. All materials that can be obtained through electronic certificates and and data sharing will no longer be required to be provided by enterprises and the public. At the same time, vigorously promote the "notification and commitment system", so that enterprises and the masses can get things done with one promise, and effectively solve prominent problems such as excessive and overproven evidence materials and "repeated proof" and "circular proof".

Based on the needs of the masses, Hongze has built a three-level government service system for district, town and villages, and has improved the coordinated nearby processing and town and village joint service mechanism to create a "15-minute government service circle". Continue to promote the downward flow of government service matters to towns (streets), and through authorized handling, entrustment handling, assistance and agency, 105 government service matters closely related to the production and life of the people, such as public education, labor and employment, can be handled nearby. Since the beginning of this year, the district has handled a total of 75,263 matters, of which 55,527 are handled online, accounting for 73%.

 In order to promote "one-window to do multiple things", Hongze innovatively created 4 comprehensive windows in the government service center to realize "cross-provincial handling" of high-frequency matters, sorted out the top 20 matters in the 102 other county-level regions, and achieved undifferentiated acceptance through the intelligent guide system; low-frequency matters are "one-stop processing", and 774 low-frequency government service matters from 20 relevant units at the district level are uniformly accepted, realizing "front desk reception, rear approval, one-stop collaboration, and comprehensive window certificate issuance", and improving service efficiency.

As of now, 43 units in Hongze District have officially entered the government service center, with a total of 184 service windows. More than 95% of the administrative licensing matters in the district have entered the government service center, truly realizing "one building office, one-stop service". In 2021, the local government successfully piloted the reform of "one industry, one certificate" and "second-hand housing transactions" and other "care for one thing on Huai Shang". In 2022, 15 types of "one thing" such as employment registration, marriage, and housing provident fund loans will be steadily promoted. Over the past two years, a total of 4,196 "Natural Person One Things" have been completed, with zero charges in the entire process; 20 livelihood industries such as retail pharmacies and small restaurants have issued a total of 1,638 comprehensive industry licenses, an average compression rate of application materials is 49%, and an average reduction of approval time is 60%, which has won unanimous praise from enterprises and the public.
