Previously on September 30, Ukrainian President Zelensky, Ukrainian Speaker Stefanchuk and Ukrainian Prime Minister Smigal signed Ukrainian application for joining NATO. However, a few hours after Zelensky "takes decisive steps" to sign the application for Ukraine to join NATO, Assistant to the National Security Affairs of the Ukraine Sullivan said that Ukraine's application to NATO "should be conducted at a different time." At that time, Stoltenberg did not directly answer the question raised by the reporter about "whether NATO is ready to review Ukraine's application", but said that every democracies "has the right to submit an application to become a NATO member state, and NATO respects this right."
