In order to accelerate the expansion of application fields of electronic certificates and licenses and national mutual recognition, realize more government service matters online, mobile, and one-time processing, and further help deepen the " Deregulation, Supervision and Service " reform and optimize the business environment, this plan is formulated in accordance with the requirements of the "Opinions of the General Office of the State Council on Accelerating the expansion of application fields of electronic certificates and licenses and National Interoperability and Mutual Recognition" (Guobanfa [2022] No. 3) (hereinafter referred to as the "Opinions").

1. Overall requirements

(I) Basic principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, in accordance with the decisions and deployments of the Party Central Committee and the State Council, the work requirements of the Autonomous Region Party Committee and the Autonomous Region People's Government, adhere to the people-centered development philosophy, innovate administrative management and service methods, improve the level of government services, and optimize the business environment. Relying fully on the integrated online government service platform (hereinafter referred to as the integrated platform), we will promote the application of electronic certificates and licenses in more fields and achieve national mutual communication and mutual recognition, so that data can run more and the public can run less errands. Adhere to the systematic concept, pay attention to top-level design, and, under the premise of safety and control, take the service matters frequently handled by enterprises and the public as the demand-oriented approach, achieve convenient and efficient services, innovate new technology work models, and better play the supporting role of electronic certificates and licenses in deepening the "deregulation, supervision and service" reform, promoting the construction of digital government , and building a service-oriented government that satisfies the people, and continuously improve the sense of gain and satisfaction of enterprises and the public.

(II) Work objectives. Before the end of 2022, in accordance with national requirements, an autonomous region's electronic certificate sharing service system will be established, an electronic certificate issuance mechanism will be established, and an electronic certificate issuance mechanism will be continuously improved to collect electronic certificates, basically covering all kinds of certificates, certificates, approvals, licenses, online signing contracts, mortgage certificates, etc. commonly used by individuals and enterprises, so as to realize the synchronous issuance of electronic certificates and paper certificates, and the issuance will be shared. According to the list of electronic certificates and licenses released by the State Council, the Autonomous Region's "Electronic Certificate Responsibility List" was sorted out, and the electronic certificates and licenses generated during the government service process were compared. The electronic certificates and licenses generated during the government service process were generated and issued simultaneously, and the electronic certificates and physical certificates were collected in an integrated platform to complete the functional upgrade of the electronic certificate library. Accelerate the use of electronic certificate services for high-frequency application scenarios such as medical and health care, public security, civil affairs, and education, publish a list of electronic certificate application scenarios, formulate supporting rules for electronic certificate interoperability and mutual recognition, and improve the use standards for electronic certificates and licenses in mobile services, self-service and other fields.

By the end of 2023, 40% of the main certificate materials and certificate information required for personal and legal person affairs will be changed from the service entity to automatic acquisition of the application system, reducing the repeated submission of service materials, and ensuring that relevant information required for service is not filled out without filling in.

By the end of 2025, the system and rules for the application of electronic certificates will be more sound, and the application fields will be more extensive, supporting the standardization, standardization and facilitation of government services to achieve remarkable results, further facilitating enterprises and the public.

2. Expand the application field of electronic certificates and licenses

(III) Focus on high-frequency business and expand the application field of personal electronic certificates and licenses. By the end of 2022, the main certificate materials and certificate information required for personal affairs will be changed from the service entity to automatic acquisition of the application system, reducing the repeated submission of service materials, and ensuring that relevant information required for service is not filled out.Accelerate the electronic application of birth medical certificate , household registration book, ID card, social security card , professional qualification certificate, professional skill level certificate, newly applied marriage registration certificate, real estate certificate , medical insurance electronic certificate and other common personal licenses. In accordance with the unified deployment of National Immigration Administration, the Ministry of Public Security and the Ministry of Education, we will promote the electronic application of passports, Hong Kong and Macao Passes , Taiwan Passes, etc., motor vehicle driver's licenses, academic certificates , and degree certificates. It covers government service matters related to human application scenarios such as marriage registration, birth registration, housing provident fund transfer and continuation, employment and entrepreneurship, household registration transfer, social security card application, pension insurance relationship transfer and continuation, medical treatment in other places, reimbursement, real estate registration, education and culture, medical care, and electricity processing. Before the end of 2025, the public shall not be required to submit the electronic certificate materials that can be shared online by the public; information that can be verified through the network shall not be required to be provided repeatedly; information that can be verified through the network shall not be required to be provided repeatedly.

(IV) Optimize the business environment and expand the application field of enterprise electronic certificates and licenses. When at least 20% of legal person matters are declared through an integrated platform or departmental self-built system by the end of 2022, the information required for enterprise services can be queried and verified through electronic certificate sharing, reducing the submission of certificate materials for matter declaration, reducing corporate costs, and enhancing the convenience and friendliness of enterprise services. Promote the application of electronic certificates such as business licenses, production and operation licenses, testing and certification, agency legal person certificates, public institution legal person certificates, social group legal person certificates, trade union legal person qualification certificates, rural collective economic organization legal person certificates, urban and rural cooperative economic organization legal person certificates, grassroots mass organization legal person certificates, enterprise investment project registration certificates and other electronic certificates in high-frequency government service matters such as enterprise registration, operation, investment and engineering construction, and further expand to the fields of power registration, tax payment, social security, medical security, housing provident fund, transportation, public resource transactions, financial services, administrative law enforcement, market supervision, enterprise annual report, change and cancellation, trademark patents, qualification certification, and production safety. In principle, if government service matters for enterprises can be queried and verified through data sharing by the end of 2025, they will be exempted from submission; in principle, they will be exempt from submission of physical certificates.

(V) Rely on electronic certificates and licenses to explore "full self-service" service. By the end of 2022, the full process of at least 10 high-frequency matters will be handled by self-service, breaking the spatial and geographical and time constraints of enterprises and the masses, and enhancing the sense of gain of enterprises and the masses. On the basis of fully considering the actual needs of enterprises and the public, a batch of matters with relatively simple application materials and high coverage of electronic certificates will be selected, and through self-service equipment (self-purchased, third-party equipment), the application form will be automatically generated, the electronic certificates will be automatically cited, and the processing results will be automatically feedback (except for matters that require review of enterprise application materials according to law or on-site inspection of enterprise application matters according to law). Before the end of 2025, all government service matters will be filled out without filling out, and certificate materials will be submitted without submitting them.

(VI) Promote social application and revealing scenarios. By the end of 2022, electronic certificate registration will be implemented at centralized offices of government agencies at the autonomous region, prefecture, and municipal levels, and electronic certificate registration registration services will be launched in the field of cultural tourism and public places. By the end of 2025, places that require real-name verification will be fully completed, such as stations, airports, tourist attractions, museums, science and technology museums, etc., and electronic certificate release applications for household registration books, ID cards, driver's licenses, motor vehicle driving licenses and other licenses will be promoted.

(VII) Promote the application of in-process and post-process supervision scenarios. Before the end of 2022, the "double random, one public" random inspection, on-site inspection, daily inspection, special inspection, public security patrol in public places, migrant population management, traffic law enforcement and other scenarios will be initially implemented. Promote the docking of professional supervision business systems of various regulatory departments with the integrated platform electronic certificate and license system, and gradually improve the docking of the "double random, one public" random inspection business system of market entities and the integrated platform electronic certificate and license system.Full coverage of regulatory scenarios will be achieved by the end of 2025, and the advantages of electronic certificates and licenses in preventing loss, counterfeiting and tampering will be fully utilized.

(8) Increase the application of new technologies and actively carry out innovation in the application of electronic certificates and licenses. Accelerate the application of new technologies such as big data, cloud computing, blockchain, artificial intelligence , and realize innovation in the application of "blockchain + electronic certificate" by the end of 2022 based on an integrated platform, with "one thing done at one time" as the benchmark, and combine the scenarios such as enterprise establishment and enterprise cancellation. Using ID cards, business licenses, etc. as the source of identity trust, we will fully link relevant information about various commonly used electronic certificates and licenses for enterprises and the public, and promote the integration, standardization, standardization and convenient application of electronic certificates and licenses. Explore the establishment of a "one card" for residents' services using commonly used electronic certificates and licenses such as electronic social security card as a carrier; promote the deep integration of " health code " with urban transportation, education and culture, medical care, social security and other fields to achieve the "one code" for people's livelihood services. Pilot the use of domestic equipment and systems to carry out intensive construction, continuously improve the intelligent level of electronic certificate application, and encourage third parties such as enterprises and social organizations to participate in providing electronic certificate services on the premise of protecting personal privacy and ensuring data security.

(9) Strengthen online and offline integration and retain traditional service methods. Relying on the integrated platform, we actively inform and actively promote the electronic certificate sharing and the electronic certificate display function of the "new series" service brand during the government service business process, and guide enterprises and the public to correctly use electronic certificates and licenses to do things quickly. For all types of groups such as the elderly, the disabled, and those who have not yet been included in the integrated platform electronic certificate system management in a timely manner, we will gradually guide digital service innovation on the basis of retaining traditional service methods, and ensure that physical certificates and electronic certificates provide equal services online and offline, so as to maximize the convenience and benefits of the people.

3. Promote cross-regional, cross-provincial mutual trust and mutual recognition of electronic certificates and licenses

(10) Improve the coordinated promotion mechanism for cross-regional and cross-provincial applications of electronic certificates and licenses. Establish and improve the cross-regional and cross-provincial objection handling mechanism for electronic certificates, build and improve corresponding consultation, complaint and handling portals, and achieve timely and effective resolution of various complaints and suggestions during the use of electronic certificates. Research and formulate management measures such as electronic certificate signatures and seals, electronic seal password applications, formulate and improve the work process of cross-regional and cross-provincial mutual communication and mutual recognition of electronic certificates, clarify the responsibilities and obligations of various links such as issuance, certificate holding, license use, sharing, and retention of electronic certificates, and ensure clear rights and responsibilities.

(11) Promote the standardization and standardization of electronic certificates. If the country has issued electronic certificate standards before the end of 2022, the competent departments of all industries in the autonomous region shall, in accordance with the requirements of relevant national industry departments, rely on the integrated platform to unify electronic certificate templates, unified metadata specifications, and unified electronic certificate names, and the competent departments of all industries in the autonomous region shall speed up the standardization transformation of existing certificates and licenses, achieve the unified standards and specifications of the entire region, and implement dynamic management of the electronic certificate catalog. If the state has not issued electronic certificate standards, the competent departments of the autonomous region shall consult with relevant national industry departments, rely on the integrated platform to unify electronic certificate templates, unified metadata specifications, and unified electronic certificate names to achieve unified standards and specifications in the entire region, and dynamic management of the electronic certificate catalogue. All localities (states, cities) and departments will issue a list of electronic certificate application scenarios, formulate supporting rules for the mutual recognition of electronic certificates and licenses, improve the use standards for electronic certificates and licenses in mobile services, self-service and other fields, and clarify the online and offline complementary system for electronic certificates and licenses. Establish a list of electronic certificate issuance and licenses, and include it in the dynamic management of the integrated platform. The industry competent departments organize the formulation and improvement of relevant standards and issuance rules for electronic certificates in this industry and in this field, and promote the comprehensive standardization of common licenses and licenses such as ID cards, household registration books, driver's licenses, business licenses, social organization registration certificates, business licenses, professional qualification certificates, and professional skills level certificates. By the end of 2025, in accordance with the standards and specifications for electronic certificate filing, we will further promote the electronic management of the entire process of archiving government service files to ensure that the electronic files formed are reliable, the procedures are standardized, and the elements are reasonable.

(12) Focus on improving the quality of electronic certificate data.All departments of the autonomous region and local governments (prefectures and cities) should coordinate the construction and improvement of the local and departmental electronic certificate system, and gather electronic certificate information to an integrated platform in accordance with the principles of "all should be returned", "whoever issues it, who is responsible", and "unified collection and unified assessment". For special circumstances such as missing data elements of physical certificates and adjustments to the issuing agency, the industry competent department will clarify the relevant measures for issuing electronic certificates and licenses; for cases such as annual inspection, extension, revocation, cancellation, abolition, temporary detention, mortgage, pledge, etc., the department will promptly maintain and update the information to ensure the accuracy, timeliness and availability of electronic certificates and licenses, and ensure that electronic certificate information is gathered on the national government service platform in real time. Relying on the integrated platform electronic certificate system, the autonomous region government service and public resource trading center serve as the assessment unit, and the relevant departments (units) are assessed and evaluated based on monthly cycles, and the quality of the electronic certificate system gathered in the integrated platform is regularly reported. All responsible departments make timely rectifications to continuously improve the integrity, accuracy and sharing timeliness of electronic certificate data.

(13) Carry out the application of cross-regional and cross-provincial mutual trust and mutual recognition of electronic certificates and licenses in an integrated platform. To realize the connection between the integrated platform electronic certificate system and the national data sharing acceptance service system, users across the country can use the "new series" brand terminal of the autonomous region's government service mobile terminal or the national government service mobile terminal to display their certificates and scan the code to do business. On the integrated platform, they can select electronic certificates and licenses issued nationwide under their name to ensure that users across the country can obtain electronic certificates and licenses through the national data sharing acceptance service system when handling online and offline channels in the autonomous region, in principle, no corresponding physical certificates and licenses will be submitted.

4. Vigorously improve the support capacity of electronic certificate sharing application

(14) Optimize the support capacity of the integrated platform electronic certificate system. In accordance with the national electronic certificate and license relevant standards, we will continuously improve the integrated platform electronic certificate and license system. All localities (prefectures, cities) and departments must uniformly collect the newly built electronic certificate database into the integrated platform electronic certificate database to realize cross-regional license query, electronic certificate download and printing, information acquisition, information verification, data collection and other functions. Relying on the integrated platform data sharing management system, the certificate catalog data will be pushed to the national government service platform to realize mutual trust and mutual recognition of electronic certificates and licenses across regions and departments, and continuously promote the transformation of existing certificates and licenses, and do a good job in the sharing of electronic certificates and licenses, so as to realize unified storage, one-store management, and sharing of various basic data and administrative approval results data, avoid repeated docking of "point-to-point, many-to-many".

(15) Accelerate the issuance and gathering of electronic certificates and licenses. Implement the standards for the production of electronic certificates and licenses, complete the production of electronic certificates and licenses in accordance with the principles of "making as much as possible" and "who issues, whoever issues, whoever verifys", and based on the electronic certificate engineering standards formulated by the state and the local electronic certificate engineering standards formulated by the competent departments of various industries in the autonomous region. If the face-to-face data is supported by the information system, the electronic certificate of the full data is realized. If the face-to-face data is not supported by the information system, the electronic collection of the full data is realized. According to the list of electronic certificates and licenses issued by the State Council, all departments and localities (prefectures and cities) of the autonomous region have sorted out the "Electronic Certificate Responsibility List"; if all relevant departments and localities (prefectures and cities) of the autonomous region have a unique certificate list, sort out the "Electronic Certificate Responsibility List" (special), compare the "Electronic Certificate Responsibility List" and clarify the responsible units for electronic certificate gathering in accordance with the "Electronic Certificate Responsibility List", formulate an electronic certificate gathering plan, rely on the integrated platform to complete the docking with the business systems of various relevant departments, and complete the gathering of electronic certificates and licenses on time, quality and quantity.

(16) Improve the support and guarantee capabilities of electronic seals. Promote the application and mutual recognition of electronic signatures and electronic seals of various entities such as enterprises, institutions, social organizations, and individuals in accordance with the law. Relying on electronic business license and supporting electronic certification services, we will build a unified electronic business license and enterprise electronic seal service system to realize the simultaneous issuance of electronic business licenses and enterprise electronic seals, mutual trust and mutual recognition across regions and departments, and expand the application of electronic business licenses, electronic signatures and electronic seals in the field of enterprise-related services.Accelerate the issuance of electronic seals in various regions (prefectures, cities) and departments, and strengthen cross-level signatures and joint signatures and seals for multiple departments. Accelerate the construction and formation of a service mechanism and system for electronic signatures and electronic seals of various subjects such as enterprises, institutions, social organizations, and individuals, encourage third-party electronic certification service agencies to accelerate innovation, and realize the integrated development of different forms of electronic certificates and electronic signatures and electronic seals. Relying on the integrated platform electronic certificate system, in accordance with the principle of "who signs (signs) and who verifys", electronic certificates, electronic contracts and other electronic documents are provided across regions and cross-departmental seal verification services to facilitate enterprises and the public to use electronic signatures and electronic seals to handle government service matters.

(17) Improve the overall security protection system for electronic certificates. Improve the electronic certificate security management system, strengthen the hierarchical and classified management of electronic certificate related data, implement the security responsibility of each relevant unit, and eliminate unauthorized access to electronic certificates, information leakage and abuse of capabilities through management and technical means. Taking data security as the core, relying on e-government cloud to consolidate the underlying security foundation, focus on improving application security, strengthening user authorization mechanisms, realizing full-cycle security risk prevention and control in advance, during and after, and regularly conducting security risk assessments of integrated platform electronic certificate systems.

5. Guarantee measures

(18) Strengthen organizational leadership. The People's Government of the Autonomous Region takes the lead in the overall coordination and promotion of the application of electronic certificates and licenses. All departments of the Autonomous Region and various regions (prefectures and cities) strengthen the coordination of the application of electronic certificates and licenses in their industries and regions and the national mutual communication and mutual recognition work, clarify goals and tasks, strengthen policy measures, strengthen work responsibilities, arrange special forces, strengthen work coordination and data sharing among departments, and ensure that the application of electronic certificates and licenses and mutual recognition work are carried out safely and orderly.

(19) Strengthen technical support. Actively carry out pilot projects, carry out daily work such as business docking, technical support, and training organization, and regularly summarize and promote progress, results and replicable and popularizable experience. To adapt to the application needs of electronic certificates and licenses, do a good job in application standardization, and timely prepare technical specifications such as electronic certificate sharing service interface guides.

(Twenty) Improve system norms. Establish and improve management measures and technical specifications that are compatible with the application of electronic certificates and licenses to ensure the legal and compliant application of electronic certificates and licenses. Clarify the responsibilities of the electronic certificate management department, issuance department, and application department, clarify the specific management requirements for the issuance, aggregation, application, data quality, safety supervision and other links, formulate and improve supporting systems in electronic certificates, electronic seals, electronic signatures, trusted identity authentication, electronic archives, etc., improve the management measures for the application and issuance of electronic seals by administrative agencies, enterprises, institutions, and social organizations, and clarify the subject, production standards and application rules for the issuance of electronic seals.

(21) Strengthen supporting support. The financial departments at the autonomous region level and at various local (prefectures and municipalities) levels shall coordinate the allocation of funds to ensure the upgrading and transformation of various business processing systems related to electronic certificates, and coordinate the stable operation of the integrated platform for cloud network resources.

(22) Strengthen supervision and implementation. The General Office of the People's Government of the Autonomous Region strengthens supervision and guidance on the application of electronic certificates and mutual recognition in the whole region, timely improves relevant policies and measures, strengthens the effectiveness supervision of electronic certificates and license systems construction, scenario-based application, and mutual recognition, and incorporate them into the performance appraisal of optimized business environment and standardized, standardized, and convenient government services, and implements work tasks in accordance with the list of tasks to promote the expansion of application areas of electronic certificates and licenses and mutual recognition from 2022 to 2024. Strengthen daily supervision of localities (prefectures, cities) and departments to ensure that all tasks and measures are implemented in place. Units that have not implemented their work will be supervised and rectified and reported; responsible leaders and directly responsible persons need to be held accountable in accordance with the law.

(23) Strengthen publicity and guidance. All localities (prefectures, cities) and departments should increase publicity on the application of electronic certificates, respond to social concerns in a timely manner, create a good atmosphere, and allow enterprises and the public to fully understand the application scenarios and usage methods of electronic certificates. Timely publicize and report effective practices and typical cases of electronic certificate application, organize experience exchanges in a timely manner, and accelerate application promotion.All departments (units) should publicize the innovative measures and significance of the application of electronic certificates and licenses in all aspects and multiple angles, improve the social influence of "electronic certificates and licenses", and form a good social public opinion atmosphere. At the same time, we provide consultation and services, guide the masses to use electronic certificates and licenses to deal with services in a timely manner, solve problems encountered by the masses during the pilot process, and ensure the smooth implementation of reform measures.
