Recently, Qingpu District held the 2022 quality and standardization work conference to summarize the district’s quality improvement and intellectual property work since this year, and deploy key tasks in the next stage. The reporter learned from the meeting that since 2022, Qingpu District has conscientiously implemented the requirements of the Party Central Committee, the State Council, the Municipal Party Committee and the Municipal Government on the development of quality, standardization, and intellectual property rights, insisted on integrating quality and safety awareness into all aspects of government work, improved the regional high-quality development management system, built a mechanism for resolving quality risks and hidden dangers, and accelerated the construction of a quality-strong district. In terms of product quality, the pass rates of national and municipal lottery and market lottery at all levels remain stable. At present, the pass rate of the quality spot checks of various types of products at the municipal level was 96.5%; the pass rate of the agricultural product area from January to October reached 99.4%. In terms of project quality, the district-wide construction project in 2022 won 31 html html Magnolia Award and 7 7 html high-quality structure installation awards in the city. In terms of service quality, the development of key industries such as express logistics has been steadily improving. The 5th Import Expo cumulative transaction volume of was 31.21 billion US dollars. Qingpu District’s express service industry, as the first trillion-level industrial cluster, achieved business revenue of 114.8 billion yuan from January to September. In terms of human settlement quality, the ecological environment system has been gradually improved. The water quality of 20 national and municipal sections in Qingpu District was 95%, an increase of 35% from the same period last year, and the water environment quality showed a significant trend of improvement. The greening coverage rate is 44%, and the per capita park green space is 10.5 square meters, with the average rising year-on-year compared with . By 2021, Qingpu District has won Class A in the municipal government's quality work assessment for eight consecutive years, and has been rated as an "Excellent Assessment District" four times, and has achieved significant results in the work.
In accordance with Shanghai's overall goal of building the "four major brands", Qingpu has worked hard to enhance the display and influence of regional quality brands, and has improved regional industry competitiveness by establishing a brand image. In terms of urban brand building, it has successfully passed the national health town review, selected for the creation list of national food safety demonstration cities and and the national agricultural green development pilot zones, and successfully held the 5th China International Import Expo . Hongqiao Digital Logistics Equipment Port was selected as the third batch of "Special Industrial Parks" in Shanghai, Beidou Xihongqiao Base was approved as a national professional specialty service export base, and 5 individuals were selected as judges of the Municipal Government Quality Award. In terms of the joint creation of Yangtze River Delta brand, the "Yangtze River Delta Chief Quality Officer Exchange Forum" was jointly held with Wujiang and Jiashan . Four quality personnel including Yongsheng Property Xiao Wenfeng won the honorary title of Outstanding Chief Quality Officer in the Yangtze River Delta, and Zhao Jinyue, an employee of Shanghai Jinfa Technology Co., Ltd., won the "third prize of the first Jiangsu, Zhejiang, Anhui, Jiangxi and Shanghai Quality Knowledge Competition Individual Award"; the "2021 Yangtze River Delta Ecological Green Integrated Development Demonstration Zone Intellectual Property White Paper" was compiled for the first time, and the effectiveness of regional brand building has gradually emerged.
In 2022, Qingpu District issued two district-level standardization guidance technical documents, "Rural Self-built Houses for Rent Safety Management Standards" and "Green Community Creation Standards", and guided 17 group standards for social organizations in the district to issue. Among them, the International Logistics Chamber of Commerce think tank in Qingpu District has taken the lead in issuing 21 group standards since 2019, leading the quality improvement and upgrading of the logistics industry through output standards and promotion standards.The "Shanghai Yangtze River Delta Ecological Green Integrated Development Demonstration Zone Standardization Pilot Project" reported by Qingpu District was included in the list of "The Eighth Batch of Comprehensive Standardization Pilot Projects for Social Management and Public Services" announced by the National Standardization Management Committee.
In terms of intellectual property rights, the district procuratorate, people's court, and market supervision bureau (intellectual property office) jointly signed the "Strategic Cooperation Agreement on the Protection of Intellectual Property Full Chain" to strengthen the coordination of judicial and administrative protection resources, and aggregate the forces of intellectual property protection of all parties. The case of Shanghai Yongling Packaging and Printing Co., Ltd.'s arbitrarily manufactured registered trademarks by others by the District Market Supervision Bureau. Because there were more than 2 million registered trademarks such as "Love Life", " Haifei Silk ", " Panting ", etc., suspected of illegal crimes, the execution connection was initiated, and it was transferred to the public security organs on January 24, 2022; the district court held a public trial of the "illegal manufacturing registered trademark mark case" on October 28 and sentenced the defendant Lu Moumou to five years in prison and a fine of RMB 500,000. This case is the first criminal sentence of Qingpu Court since it began accepting the first instance case of intellectual property rights in July 2022.
