　　　Comprehensively governing the country according to law is a profound revolution in national governance, which is related to the Party’s governance and rejuvenation, the people’s happiness and well-being, and the long-term stability of the Party and the country. We must better play the role of the rule of law in consolidating the foundation, stabilizing expectations, and benefiting the long-term, and comprehensively build a modern socialist country on the track of the rule of law.

　　The report emphasizes "adhering to the comprehensive rule of law and promoting the construction of a rule of law in China" as a separate part, fully reflecting the Party Central Committee's high attention to the comprehensive rule of law.

　　Based on the basic formation of the overall pattern of comprehensive rule of law, the report has made new arrangements for comprehensive rule of law: improve the socialist legal system with Chinese characteristics with the Constitution as the core, strengthen legislation in key areas, emerging areas, and foreign-related fields; steadily promote administration according to law, and comprehensively promote strict, standardized, fair and civilized law enforcement; strictly enforce fair justice, and accelerate the construction of a fair, efficient and authoritative socialist judicial system; accelerate the construction of a society ruled by law, and strive to make respect, learn, abide by and use the law a trend in the whole society.
