Inner Mongolia Autonomous Region’s work plan to further optimize the business environment and reduce the institutional transaction costs of market entities

In order to thoroughly implement the spirit of the "Opinions of the General Office of the State Council on Further Optimizing the Business Environment and Reducing the Institutional Transaction Costs of Market Subjects" (Guobanfa [2022] No. 30), actively use reform and innovation methods to help market entities solve problems, overcome difficulties, recover, increase vitality, and strengthen efforts to consolidate the foundation for economic recovery and development. In combination with the actual situation of the autonomous region, this plan is formulated.

1. Further break the hidden threshold and promote the reduction of market entities' access costs

(I) Fully implement the negative list of market access management. Strictly implement the national negative list system for market access, comprehensively sort out and improve the relevant approval systems and supervision mechanisms of the autonomous region, and promote the online processing of all list matters. In cooperation with the country to carry out market access efficiency assessment, before the end of October 2022, all departments and leagues and cities will clean up explicit and implicit barriers with market access restrictions and establish a long-term investigation mechanism. (II) Focus on optimizing the industrial product management system. Strengthen the management of administrative licensing and mandatory certification of industrial products, and cancel or optimize unnecessary administrative licensing, inspection, testing and certification in accordance with national regulations. Before the end of October 2022, explore the pilot program of self-inspection and self-certification in some fields. Carry out standardization and standardization of the industrial production license approval management system, build a one-stop service platform for all industrial products processes, realize the interconnection of relevant approval systems and quality supervision and management platforms, and the common recognition of relevant quality technical service results, and promote the rapid production and listing of industrial products. Before the end of 2022, research and formulate standards for quality credit evaluation of production enterprises in the autonomous region. Standardize the behavior of bidding entities from a mechanism, strengthen the supervision of the entire bidding chain, and fundamentally break unreasonable restrictions on enterprise ownership discrimination and local protection in all links of bidding. Achieve online processing of bidding, bidding, bid opening and other businesses in the engineering construction field across the region and mutual recognition of digital certificate across leagues and cities and across platforms. Explore the practical application of electronic business license , and cancel the supplier pre-select database, qualification database, directory database, etc. that are illegally set up in various regions. Government procurement and bidding shall not restrict the form of deposit, nor shall it designate financial institutions or guarantee institutions that issue guarantee letter to promptly clear and refund deposited deposits. 2. Further standardize enterprise-related charges and promote the reduction of the operating burden of market entities

(VI) Strictly regulate government charges and fines. Strictly implement the list of administrative and institutional charges and government fund catalogs, and strictly control newly established enterprise-related charges in accordance with laws and regulations. Severely investigate and punish acts such as compulsory levy, excessive taxes and fees, intercepting tax reduction and fee reduction dividends, illegally setting up fine items, and unauthorized raising of fine standards. Strictly regulate administrative penalties, and further clean up and adjust unreasonable fines such as violation of authority settings and improper penalty. Before the end of 2022, special rectification of illegal charges for enterprises in the autonomous region will be completed, focusing on investigating and punishing behaviors such as inadequate implementation of fee reduction and burden reduction policies and failure to implement fee-benefiting policies as required, and establishing a long-term governance mechanism. (VII) Promote the standardization of charges outside the price of municipal public service. List management will be implemented for services and charging items that implement government pricing and government guidance prices, strictly rectify illegal charges, and improve the construction of transparent charging services. Strengthen the price supervision of municipal public services such as water, electricity, gas, heat, communications, and cable TV. Fully publicize the price of non-grid direct power supply , severely rectify illegal charges in electricity bills, and accelerate the transformation of "one household, one table" for residential communities and commercial complexes that meet the conditions. Severely investigate and punish illegal and irregular acts such as forced bundling and bundling of municipal public services, restricting entry and charging without public notice. By the end of 2022, the district will implement "zero investment" for telecommunications installation for residents and small and micro enterprises with telecommunications installation capacity of 160 kilowatts or less. Strictly implement the " Commercial Bank Service Price Management Measures ", resolutely investigate and punish the failure to implement preferential charging policies for small and micro enterprises, transfer costs, and forced bundling and selling insurance or financial products in financing services, encourage securities, funds, guarantees and other institutions to further reduce service charges, and promote financial infrastructure to reasonably reduce transaction, custody, registration, liquidation and other fees. Guide securities companies to carry out corporate bond issuance , IPOs, mergers and acquisitions and restructuring, reduce service charges, and reduce the burden on enterprises. (10) Promote the reduction of logistics service charges. Reduce charges in all links in the logistics field to ensure smooth and low cost of the "dual circulation". Improve the efficiency of various transportation modes, reduce charges for logistics sites, standardize charges for logistics intermediaries, accelerate multimodal transport reform, and enhance the transportation node advantages of the autonomous region. Before the end of November 2022, we will connect with the Ministry of Transport and strive to build multimodal transport demonstration projects in the autonomous region. Standardize the operating service charges for business in the import and export links of the autonomous region. For new charges that really need to be added during the COVID-19 epidemic, the local people's government will organize relevant departments to conduct cost surveys, and promptly include them in the management of the port fee list, and guide and urge charging enterprises to publicize the fee list in the "single window" and local government portal websites. Establish a cost sharing mechanism for epidemic prevention and control shared by government departments, epidemic prevention enterprises and freight parties. 3. Further optimize enterprise-related services and promote the reduction of service costs of market entities

(11) Comprehensively improve online and offline service capabilities. Accelerate the establishment of an efficient, convenient, high-quality and inclusive market entities’ full life cycle service system to facilitate reform and improve government service efficiency. Accelerate the construction of the Inner Mongolia Government Service Network version 3.0 and the "Mengsui Office" mobile terminal second phase project, and promote "one-window comprehensive office", "one-stop office", "one-time office" and "cross-provincial office". Accelerate the construction of a unified electronic certificate library. By the end of 2022, unified and standardized local standards or unified standardized formats of electronic certificates and licenses, support the gathered electronic certificates and licenses to achieve "free certificate processing" in the handling of government service matters, formulate interim measures for the management of electronic seals for enterprises, non-enterprise legal persons and personal electronic seals, and promote the application of electronic seals in the field of government services. Integrate all kinds of surveying and mapping matters in stages, promote unified surveying and mapping standards and results forms, and realize "one-time commission and results sharing" at the same stage. Optimize the approval process for major investment projects in accordance with the law, and pilot the commitment system for matters related to land use, environmental impact assessment and other investment approval matters, all levels and departments shall implement the commitment system based on their responsibilities and authority. (13) Focus on optimizing cross-border trade services. Use various open platforms to improve the level of foreign trade facilitation and improve the capacity and efficiency of cross-border trade supporting services.Promote the application of the "customs clearance + logistics" and "foreign trade + finance" functions of the "single window" to provide enterprises with services such as customs clearance logistics information inquiry, export credit insurance processing, cross-border settlement and financing. Improve the efficiency of cross-border e-commerce services and promote convenient and rapid customs clearance. Before the end of 2022, online processing of import and export customs clearance business will be achieved at major ports in the autonomous region. Help enterprises make good use of Regional Comprehensive Economic Partnership Agreement and provide convenient and efficient application services for certificates of origin. Improve and perfect the functions of the "Mongolian Trade Connect" platform to provide foreign trade enterprises with all-round one-stop convenient services such as policy interpretation, logistics docking, trade financing, and export credit insurance. Carry out cross-border e-commerce public overseas warehouse cultivation and support public overseas warehouses to provide return and exchange services. Before the end of November 2022, 95% of tax and fee service matters will be "online handled"; before the end of December, paperless reimbursement, accounting, archive, storage, etc. for electronic invoices will be realized. Optimize the tax refund process for to ensure safe and fast direct access to taxpayers, and implement cross-provincial and off-site electronic tax payment and line postal and tax electronic warehouse payment services. Promote the paperless process of export tax rebates. Organize all departments of the autonomous region to sort out and publish a list of administrative licensing intermediary service matters at the autonomous region level, and on this basis, organize all regions and departments to sort out and publish a list of administrative power intermediary service matters in the entire region. Operate a unified online intermediary supermarket in the entire district, resolutely rectify the monopoly services of designated intermediary agencies by administrative agencies, and eliminate the charges for compulsory service of intermediary agencies. (16) Improve the precise directed mechanism for policies that benefit enterprises. Before the end of 2022, the people's governments at or above the county level of the autonomous region and their relevant departments should set up special areas for benefiting enterprises on government portals, departmental websites, and government service platforms to gather policies for benefiting enterprises applicable to market entities in their regions and fields. 4. Further strengthen fair supervision and effectively protect the legitimate rights and interests of market entities

(17) Innovatively implement precise and effective supervision. Comprehensively promote "one-stop management" and form a new regulatory pattern of unified supervision platforms, mutual recognition and sharing of data, and joint logistics and orderly linkage.
